About this file
This is a Questions and Answers document for a federal contract opportunity with the VA (Department of Veterans Affairs) for roofing work at a facility identified as "Panacea."
Staffing and On-Site Requirements: The Prime Contractor must directly employ a Superintendent who must be on-site at all times during work. The Site Safety Health Officer (SSHO) does not need to be directly employed by the Prime but must be on-site at all times. A Quality Control representative is also a mandatory on-site role. The Superintendent and SSHO may be the same dual-hatted individual if qualified for both positions. Project Scope and Technical Requirements: The work involves installing a new roof system including insulation, cover boards, and KEE membrane on a plywood deck with a vapor barrier. The polyiso insulation thickness is specified in specification section 07 22 03 2.1, with mechanical curbs and roof penetrations requiring adjustment based on insulation thickness. Cover boards are required per specification section 07 22 00-8 3.7 to achieve Class A fire rating. Stainless steel copings and flashings specifications are detailed in section 07 22 00-5 2.3. Wood sleepers for ducting must be replaced with rubber or uni-strut clamps. The standing seam metal roof over the stairwell is not being replaced. Mechanical equipment does not require shutdown unless removal is necessary for roofing work, in which case the contractor must provide temporary systems. The project includes environmental considerations with asbestos and lead survey requirements per SOW Section 5, and ICRA (Infection Control Risk Assessment) requirements apply. The project start date is to be determined following award.
