About this file
This is a Buy American Certificate form (FAR 52.225-2, October 2022) that serves as a template for offerors to certify compliance with Buy American requirements in federal procurements. The certificate requires offerors to certify that each end product is a domestic end product, except for those explicitly listed as foreign end products. Offerors must separately identify any foreign end products manufactured in the United States that do not qualify as domestic, and for non-iron/steel foreign end products, indicate whether they exceed 55 percent domestic content (except COTS items). Additionally, offerors must list line item numbers of domestic end products containing critical components as defined in the solicitation's Buy American clause.
The form provides blank tables for offerors to document foreign end products by line item number, country of origin, and domestic content percentage, as well as a separate section to identify domestic end products with critical components. The certificate applies to the V301 Moving and Relocation Services IDIQ for the Eastern Colorado VA Health Care System under solicitation number 36C25926Q0520. Evaluation of offers will follow the policies and procedures outlined in FAR Part 25, which governs domestic preferences and Buy American compliance.
