About this file
This is a Performance Work Statement (PWS) for moving and relocation services supporting the Eastern Colorado VA Health Care System under an Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle (Solicitation Number 36C25926Q0520). The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 19 is the contracting agency. The PWS outlines the contractor's responsibility to provide comprehensive moving and relocation services that facilitate employee transitions, support organizational changes, and enable staff mobility across VA facilities. Key service areas include household goods transportation, temporary lodging arrangements, storage solutions, real estate assistance, and related logistical support necessary to accomplish personnel relocations efficiently and cost-effectively.
The contractor must comply with established federal regulations governing moving and relocation services, maintain detailed records of all transactions, and coordinate with designated VA personnel throughout the relocation process. Services must be delivered within specified timeframes to minimize disruption to VA operations and employee productivity. The IDIQ contract structure allows for multiple task orders issued as needed over the contract period, with pricing and delivery terms established during the initial award phase. All services must meet applicable federal standards for quality, documentation, and reporting, with performance measured against established metrics including timeliness, cost control, customer satisfaction, and accuracy of billing and invoicing processes.

Performance Work Statement (PWS) Moving and Furniture Services for VA Eastern Colorado Health Care System (VAECHCS)
1. General:
1.1. This is a non-personal services contract to provide furniture and equipment moving and relocation services across VA Eastern Colorado Health Care System (VAECHCS) sites throughout Eastern Colorado. This healthcare system provides health services at 12 locations in eastern Colorado: the Rocky Mountain Regional VA Medical Center (RMRVAMC) (hospital) in Aurora, Colorado, and 11 community-based outpatient clinics. There is also a Community Referral and Resource Center, a 40-bed community living center (nursing home), and a 40-bed residential rehabilitation facility for homeless Veterans. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
2. Scope:
2.1. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the work outlined in this PWS.
2.2. Boxes shall be provided by the contractor.
2.3. The requirement includes moving equipment, including medical equipment such as but not limited to exam tables, medical supply carts, telehealth wall attachments, telehealth carts, medication cabinets, vital signs monitors.
2.4. Specifics for each move may vary as some moves will be between health care facilities across the entire healthcare system and associated facilities, while other moves may be within RMRVAMC campus from one building to another. VAECHCS has standard equipment that can be shared throughout the health system. Transporting between facilities is a frequent occurrence. An example would be picking up equipment currently stored at Rocky Mountain Regional (RMR) VA Medical Center in Aurora, Colorado and delivering said items to a facility within the health system located in Colorado Springs, Colorado. The same job can also include picking up equipment from remote locations and returning it for temporary storage. Specifics for each move will be provided prior to each move in accordance with paragraph 2.6 below.
2.5. Contractor will provide staff and services on an as-needed basis.
Work will generally be scheduled during normal business hours (7:30 am and 4:00 pm) Monday through Friday, federal holiday excluded. In rare instances, after hours and/or weekends may be required.
2.6. The Contracting Officers Representative (COR) or designated Point of Contact (POC) will submit a request for services to the contractor. All requests will be made by the COR/POC. The request will include a scope of all requirements including location (s) of services needed, types of furniture involved, actions required, and suggested schedule. All pertinent information related to the job(s) will be provided in submission. The COR/POC will specify the requested schedule for work to be completed for each move. The Contractor will have up to 4 business days to respond with an itemized estimate to include manpower, transportation, staffing plan, standard or specialized equipment needed to complete the job, and proposed schedule with completion date. In some circumstances, a 4-hour response may be indicated for emergency situations. The Contractor may consult with the COR/POC for additional information and/or questions. For larger projects, a pre-project meeting may be requested by the COR, POC or Contractor. The COR/POC must approve the estimate and provide a Notice to Proceed (NTP). Work must be completed in full within scope of agreed upon timeline. The COR or POC must approve the contractor’s estimate before any work can begin. Once approved, the contractor must finish all work within the agreed timeline. VAECHCS may cancel a scheduled job as long as they give at least 48 hours’ notice to the Contractor.
