About this file
This document contains correspondence regarding a federal construction project. The United States Coast Guard is planning repairs and resiliency upgrades to the Coast Guard Base in Miami Beach, Florida following damage from Hurricane Irma. The project will demolish the existing paint and sandblast facility and construct a new approximately 9,534 square foot building on the same site. Additional work includes site work, utility work, grounds work and demolition of the existing facility. The Coast Guard is requesting concurrence from the Florida State Clearinghouse regarding consistency with the Florida Coastal Zone Program and concurrence with determinations of no effect to historic properties or endangered species. The projected design phase is spring 2021 with construction planned for fall 2021.

Mr. Stahl, Thank you greatly for your quick response!
Just to clarify - the USCG may proceed with the project with the understanding that (although not chosen for further review) the Florida State Clearinghouse concurs with our conclusions on Coastal Zone Consistency, Historical and Cultural Resources, and Endangered Species. Is this correct?
As the project proceeds the USCG will obtain appropriate permits and will notify the state of any significant changes.

While it is covered by EO 12372, the Florida State Clearinghouse does not select the project for review. You may proceed with your project.
Please send future electronic requests separately and directly to the State Clearinghouse email address, State.Clearinghouse@dep.state.fl.us
Good Luck.

To Whom it May Concern;
The USCG is planning a Repair and Hurricane Resiliency project at USCG Base Miami Beach following damages sustained during Hurricane Irma. USCG Base Miami Beach is located at the following address:
100 MacArthur Causeway, Miami Beach Florida 33139
Our project is currently at a planning stage and the project is conceptual in nature. I am currently working through our NEPA process, which requires me to evaluate issues like coastal zone consistency, potential impacts to natural and cultural resources, endangered species, and in general any other potential short term and long term significant impacts to the environment the project must account for.
Please see the attached conceptual site plan and photos that provide a big-picture of the work we are planning. Our office typically utilizes design-build contracts to complete this type of construction work, and our contractors assist us in developing and submitting any required environmental permit applications associated with the project, once we have enough design detail to meet the needs/requirements of the applicable permitting agencies.
The general scope of work for this project is to rebuild to resilient standards the USCG Base Miami Beach Paint and Sandblast Facility, which sustained structural and roof damage during Hurricane Irma. The existing 4,900 GSF facility is undersized and does not meet Coast Guard standards. To resolve the current building space and functional deficiencies, a new 9,534 GSF facility will be built adjacent to the existing building on Base Miami Beach. The project includes but is not limited to: site work, construction of a new building, site utility work, grounds work, and demolition of the existing facility. There will not be any in-water work as part of this project.
The new facility will be built to current building codes. Please note that the various USCG missions that are executed out of USCG Base Miami Beach are not changing, and the staff levels will remain the same. The new facility will be built to improve our resiliency to future storms. The USCG considers this to be a redevelopment project as this site is currently 100% developed.
The USCG has initially evaluated this project as it relates to the following environmental programs, and has concluded the following:
Coastal Zone Consistency - The USCG requests concurrence that the project is consistent with the Florida Coastal Zone Program. We believe the work is consistent to the maximum extent practicable.
Historical and Cultural Resources (SHPO) - There are no historical structures on this station. We know of no other cultural resources this project could affect. The USCG requests concurrence with the SHPO/THPO that we are correct in our determination of no historic properties affected by the proposed work.
Endangered Species - USCG has researched endangered species in the area and requires that at all times, the Contractor maintain compliance with the Endangered Species Act. This on-shore project is located within a fully urbanized/developed site where threatened/endangered species are extremely unlikely to be present. No negative impacts on endangered species are anticipated in conjunction with the proposed work.
Please provide us with any concerns you may have, including additional information you may need to respond to our request for concurrence on consistency. As stated above, this project is currently in a planning phase. As the project develops, we will obtain all required permits in accordance with pertinent federal and state law. This project may be at the design phase by spring 2021, with construction projected for fall 2021. If any future project details substantively change from those presented in this concurrence request, we will initiate additional correspondence with your office.
Thanks in advance for your assistance on this critical USCG project.
