About this file
This document is an amendment to a federal solicitation for design-build services to rebuild a paint and sandblast facility at a U.S. Coast Guard base in Miami, Florida. The amendment extends the deadline for submission of questions to December 11, 2020, reduces the minimum value of relevant construction experience examples to $2 million, allows such experience from the past ten years, and confirms that proposed experience in areas such as fuel systems and indoor firing ranges would meet requirements. It also requires a separate dedicated quality assurance manager on-site in addition to a superintendent. The solicitation remains for design and construction of a new approximately 7,370 square foot paint and sandblast facility, with an option for mast lifts, at Coast Guard Base Miami. The response deadline of January 8, 2021 is unchanged.

Section J; List of Attachments: Delete Attachment J.4 DOL Wage Determination:
General Decision Number FL20200215 Building Modification Number 4 dated 08/28/2020 and REPLACE with General Wage Decision Number FL20200215 Building Modification Number 5 dated 11/13/2020, which accompanies this amendment.
Section M; Evaluation Factors For Award
Evaluation Factor 1 – Corporate Experience: Construction Team, delete
Submittal Requirement In Its Entirety.
Replace with the following Submittal Requirement:
• Submit a maximum of three (3) relevant projects for the Construction Team that best demonstrates your experience consistent with the size and scope of the RFP. Each project shall reflect a minimum price of $2 million. Examples of such projects, including but not limited to: a building or pre-engineered building including the required coordination of installed machinery or equipment, such as a building housing a large-equipment paint booth and/or large-equipment blast booth; a light commercial manufacturing facility that included product line, manufacturing, processing, and shipping equipment; or a large-vehicle repair facility.
Projects submitted shall be completed or ongoing for a minimum of one year within the past ten (10) years of the date of issuance of this RFP.
Include a detailed description with each project that explains the scope of work and indicate if the effort was Design-Bid-Build, Design-Build, or Other. If the Construction and design team have not performed together, state so. Projects submitted that do not meet the minimum construction value or time requirements will not be considered.
THE FOLLOWING QUESTIONS WERE RECEIVED IN RESPOINSE TO THE
SOLICITATION:
1. Regarding the recovery system in solicitation #70Z04720RBASMIA00, would a pneumatic recovery system suffice the requirement in 1.7.5.4.6?
RESPONSE: No, a pneumatic recovery system will not suffice. Provide the auger recovery system as specified in 01800-1.7.5.4.6.
2. From Solicitation, Evaluation Factor 1 – Corporate Experience: Construction Team: We request the Government revise the minimum construction value requirement for relevant projects to $2M.
RESPONSE: For Evaluation Factor 1 - Corporate Experience: Construction Team, the minimum construction value of each project submitted will be reduced to $2 million. See amended Section M, Evaluation Factors for Award.
3. From Solicitation, Evaluation Factor 1 – Corporate Experience: Construction Team: We request the Government revise the time requirement to allow projects performed in last 10 years to be relevant.
RESPONSE: For Evaluation Factor 1 - Corporate Experience: Construction Team, the time requirement will be changed to include projects completed within the last 10 years of the date of issuance of this RFP.
4. From Solicitation, Evaluation Factor 1 – Corporate Experience: Construction Team: With respect to the scope of proposed relevant projects, the criteria provided seems to allow installed systems/equipment beyond the examples provided, but can the Government confirm that the following conceptually meet the requirement?:
• Aviation fuel receipt/pumping/treatment systems;
• Specialty ventilation, bullet trap/filtration, and target retrieval systems unique to indoor firing ranges;
• Product refrigeration, loading dock equipment, and vehicle fuel storage/dispensing systems at a base exchange/mini-mart facility.
• Government-furnished weapons simulators, submarine weapons payload tube test module, telecommunications equipment (hub for an entire base), etc. within buildings constructed by the offeror and requiring intensive coordination.
RESPONSE: For Evaluation Factor 1 - Corporate Experience: Construction Team, the basis of evaluation does not limit relevant experience to the examples provided. The projects listed in the contractor's inquiry would be considered relevant as those projects are similar or more complex in scope to the requirements of the RFP.
5. From Solicitation, Section I, Contract Clauses: The Solicitation includes FAR clause 52.229-3 FEDERAL, STATE, AND LOCAL TAXES (FEB 2013), which reminds offerors “the contract price includes all applicable Federal, State, and local taxes…” As the Federal government is an exempt entity, state sales/use taxes are not applicable. Please confirm that the project is exempt from state sales/use tax and that the Government will “furnish evidence appropriate to establish (this) exemption” for use by the successful offeror as indicated in this clause.
RESPONSE: Contractors are NOT exempt from taxes therefore all taxes shall be included in the price proposal.
From Solicitation (General): Please confirm that other than the requirement for a superintendent to be onsite at all times during performance of this contract, there is no requirement for additional full-time on-site personnel dedicated to quality control and safety duties, as sometimes required on Federal contracts.
RESPONSE: Per RFP section 01450-1.1.2, the contractor shall provide a separate dedicated Quality Assurance Manager (QAM) on-site dedicated to ensuring conformance with the contract requirements. The safety duties may be assigned to the QAM as indicated in section 01450-1.3.1, the QAM role may be designated as a supplemental role to a team member or as a dedicated individual but may not be the same person as the superintendent or project manager.
6. The Solicitation states that the deadline for submitting questions is December 2, 2020. Since the bid due date is January 8, 2021 (more than 5 weeks after the RFI deadline). The standard cut-off for questions is around 10 days before the bid date. Would the Coast Guard please consider additional time allowing the Contractors to send more questions especially with the Thanksgiving holiday week coming up?
RESPONSE: The due date for Inquiries is hereby extended from December 2, 2020 until December 11, 2020, close of business local Norfolk, VA time.
