About this file
This Record of Environmental Consideration documents the Coast Guard's proposal to rebuild the Paint and Sandblast Facility at Base Miami Beach. The project will demolish the existing 4,900 square foot building damaged during Hurricane Irma and construct a new 9,534 square foot facility on the same site. In addition to construction of the new building, the project will include site work, site utilities, grounds work, and demolition of the existing facility. The Coast Guard captain signed the REC, categorically excluding the project from further environmental review under the Department of Homeland Security's CATEXs for construction and maintenance actions.
The related federal contract opportunity is a solicitation to design and build the proposed Paint and Sandblast Facility rebuild. In addition to demolition and construction of the new approximately 7,370 square foot building, the contract allows an option for furnishing and installing four multi-axis mast lifts, two for each paint and sandblast booth. The Coast Guard is the issuing agency, with responses due under Solicitation Number 70Z04720RBASMIA00.

USCG Base Miami Beach - rebuild Paint and Sandblast Facility
DHS National Environmental Policy Act Record of Environmental Consideration for Categorically Excluded Actions
INTRODUCTION
The purpose of this Record of Environmental Consideration (REC) is to provide a record that shows that the potential for impacts to the quality of the human environment has been considered in the decision to implement this Proposed Action, in compliance with the National Environmental Policy Act of 1969 (NEPA) and DHS Directive 023-01, Environmental Planning Program. The NEPA process takes into account other environmental planning and historic preservation (EP+HP) requirements. Signature of the DHS proponent demonstrates that they have considered the potential for impacts to the human environment in their decision to implement the Proposed Action, including any conditions in Section II of this REC that may be relevant to the project.

Rebuild to resilient standards the USCG Base Miami Beach Paint and Sandblast Facility, which sustained structural and roof damage during Hurricane Irma. The existing 4,900 GSF facility is undersized and does not meet Coast Guard standards. To resolve the current building space and functional deficiencies, a new 9,534 GSF facility will be built adjacent to the existing building on Base Miami Beach. The project includes but is not limited to: site work, construction of a new building, site utility work, grounds work, and demolition of the existing facility.

Record of Environmental Consideration (Unclassified)
A change in project scope may void this NEPA document, which is based on the project scope of work presented by the USCG Planners. Do not add additional work to this project without reconsulting with the signer (the proponent) of this NEPA document.
Any change to the Proposed Action that may cause a physical interaction with the human environment will require re-evaluation for compliance with NEPA and other EP&HP requirements before the action can proceed.
This review addresses NEPA and other EP&HP requirements as described in DHS Directive 023-01. This review may identify the need for additional federal, state, and/or local permits, approvals, etc. required for the Proposed Action. However, this review may not satisfy those requirements and the Proponent is responsible for ensuring that all other appropriate federal, state, and/or local permits, approvals, etc. have been obtained.
SECTION III - Finding
This action is not expected to result in any significant adverse environmental impacts as described in the National Environmental Policy Act of 1969 (NEPA). The proposed action has been thoroughly reviewed by the U.S. Coast Guard component and it has been determined, by the undersigned, that this action is categorically excluded under current DHS CATEX(L14*,L21*) from further environmental documentation, in accordance with Section 3 of DHS Directive 023-01, Environmental Planning Program since implementation of this action:
Clearly fits within one or more of the categories of excludable actions listed in Section 3.3 of DHS Directive 023-01;
1.
Has not been segmented into smaller parts in order to avoid a more extensive evaluation of the potential for significant environmental impacts;
2.
Does not involve any extraordinary circumstances, as defined in DHS Directive 023-01, Appendix A, Section 3 (B)(3), that would create the potential for a normally excluded action to have a significant environmental effect.
