Solicitation No. 70Z04720RBASMIA00 is amended as follows:
Specification Section 01800 – Design Build Criteria
Specification Section 01800, paragraph 01800-1.4.4.2, Storage Laydown Areas - Delete
“At the former building 9 location provide two storage laydown areas.”
Replace with the following: “Provide two storage laydown areas, see RFP drawings.”
Specification Section 01800, Add the following paragraph in section 01800-1.4 Civil and
Sitework Design:
1.4.4.3 Fencing & Gates
Chain-link fencing shall be 8’ high. Chain link fabric and framework shall be coated in black poly-vinyl coating. Fence fabric shall consist of ASTM F668, Class 2a, polymer-coated steel wire with minimum coating weight of 0.30 ounces of zinc per square foot of coated surface. Thickness of polymer coating shall be in accordance with table 5 of
ASTM F668. Fabric shall be fabricated of 9-gauge wire (core gauge) woven in 2-inch mesh. Fabric height shall be 8 feet. Fabric shall be twisted and barbed on the top and bottom selvage.
All posts, supports, ties, and hardware shall be Class 1 Grade A steel galvanized with minimum coating weight of .30 ounces of zinc per square foot of coated surface and black poly-vinyl coated; sizing shall be IAW Federal Specification R-F-191/3E. Line post, end post, and gatepost diameters shall be in accordance with the manufacturer’s recommendations, Federal Specification R-F-191/3E, and ASTM F1184. Wherever a conflict of sizing occurs between the three references, the more robust solution shall be chosen.
Each laydown area shall have one 20' wide access. Gate shall be a class 2 type II cantilever slide gate and shall meet requirements of ASTM F1184. The gates should be two 10' sections, one for each side, to cover the main 20' entry access. Provide a shackle point where the two gates meet so they can be locked together when not in use.
Do not use aluminum fabric, posts or accessories. Install fencing in accordance with
ASTM F567 and the manufacturer's written installation instructions. Ground and bond the fence in accordance with the National Electric Safety Code (NESC) - IEEE C2 and
UFC 4-022-03.
Submittal Requirements: Layout of fences and gates with dimensions, details, finishes of components, accessories, and post foundations. Provide details at a minimum scale of
¾”=1’-0”. Provide site plan, minimum scale of 1”=40’-0” dimensioned to indicate location of fence and gates.”
THE FOLLOWING QUESTIONS WERE RECEIVED IN RESPOINSE TO THE
SOLICITATION:
1. The solicitation breaks the Base Bid amount down by Design and Construction inside and outside "5' Line". The drawings do not appear to define the 5' line. Please provide this delineation.
RESPONSE: The 5' line is defined as 5' from the face of the building. The RFP drawings do not typically show this line. The main purpose of the 5' line is to separate the cost associated with the building from the cost associated with the site & utilities.
2. Is there a requirement to "restore" the site at the location of the demolition of the existing paint/blast building? Any direction on what the finished site this area would be?
RESPONSE: Refer to sheet C103 and RFP section 01800-1.4.4.2 Storage
Laydown Areas. Existing Bldg. 9 will be demolished and replaced with Portland cement concrete pavement, which will be used for fenced storage laydown areas.
3. Is this facility exempt from the ATFP requirements?
RESPONSE: Refer to RFP section 01800-1.1.1.2 ATFP. This building is considered a low occupancy building and therefore will be exempt from ATFP standards.
4. Is this facility to be designated for able-bodied personnel only? Exempt from
ABA?
RESPONSE: Refer to RFP section 01800-1.1.1.5 Accessibility. This project is not required to be in compliance with ADAAG. However, we try to make CG facilities ADA friendly by having sloped entrances to the building & ADA compliant toilets, lavatories, and electric water coolers. While the admin area may have specified ADA features, the rest of the building (booths, open bay, paint storage, HAZMAT storage, mechanical, etc.) does not need to meet ADAAG compliance.
5. Are there any acoustic requirements?
RESPONSE: No additional sound requirements other than what is required by code.
6. Are there any additional security requirements?
RESPONSE: There are no additional security requirements than what is already identified in the RFP.
7. In drawing C103 shows a new fenced storage Area 1 that will interfere with the final planned sweep paths shown in the drawing C104. What other area is favorable for this storage Area 1?
RESPONSE: That sweep path is for a PLANNED/FUTURE boat lift. Area 1 will be relocated by the Coast Guard whenever the future boat lift is constructed.
8. Can you confirm fully conditioned area is only for rooms 102, 102A, 103, 104, 105 as shown in drawing A101?
RESPONSE: Confirm, spaces identified on A101 (rooms 102, 102A, 103, 104,
105) will be conditioned per RFP section 01800-1.12.
9. The drawings C102 shows a compressed air line running from the existing building 9 to building 7. Does this line need to be kept in service?
RESPONSE: The compressed air line from existing Building 9 to existing
Building 7 is abandoned. This line can be capped off. However the compressed air line from existing Building 8 to existing Building 9 is in use and can only be shut down for a short period of time.
10. Design Criteria for the Pre-Engineered Metal Building 1.8.6.2 state a minimum
Wind Exposure Category C. Due to proximity to the coastline, we understand the minimum Wind Exposure Category should be a D. Can the minimum Wind
Exposure Class for the Pre-Engineered Metal Building be clarified?
RESPONSE: In accordance with RFP Specification 01800- 1.8.6.2, the ‘Loads listed are supplemental minimum design loads or clarifications and shall be increased by the DOR as deemed necessary to ensure intended continued use and function of the facility or to provide adequate strength to support construction loads.’ The building shall be designed as a Risk CAT II structure; however, the
DOR shall be responsible for determining the Wind Exposure Class category.
11. Design Criteria 1.8.5.1 allows the use of hot-dipped galvanized structural steel for structural building components. However, Design Criteria 1.8.5.3 prohibits the use of hot dipped galvanized at the interior of unconditioned spaces. Drawing
A101 appears not indicate the High Bay area as a conditioned space. Can the use of hot-dipped galvanized steel inside the unconditioned, High Bay area of the Pre-
Engineered Metal Building be clarified? Also, Design Criteria 1.7.5.1.2 requires the painting of all interior exposed building structural members with water-based epoxy paint. Would this requirement hold if the use of Hot Dipped Galvanized
Structural Steel is permitted?
RESPONSE: It is likely that the major structural components such as the column-and-beam structural frames of a pre-engineered building will be delivered with a standard shop applied primer over the steel unless specified otherwise and will receive the finish paint system specified. Secondary supports such girts and purlins should be and typically are galvanized. If however, the structural specification author decides that hot-dipped galvanized major structural members should be provided in the best interest of the project, that decision should be clarified and the appropriate finish system for hot-dipped galvanized steel specified. It is true that the large work bay of the facility will not be conditioned other than by air movement (fans).
12. Design Criteria 1.7.4.6.1 requires a hot dipped galvanized steel exterior access ladder from the ground level to the lean-to roof level. However, Design Criteria
1.8.5.4 requires all exterior structural framing to be stainless steel type 316. Can the use of Hot Dipped Galvanized steel for exterior framing members and accessories such as railings, ladders, equipment supports be clarified?
RESPONSE: The wall-mounted lean-to ladder providing access to the lean-to roof. The architectural specification (1.7.4.6.1) specified hot-dipped galvanized because such ladders are typically galvanized. FDCC does not consider railings, ladders, and equipment supports as ‘exterior structural framing’ for the purposes of material structural specifications as stated within the Structural-1.8 sections of the RFP.
13. In drawing A101, a 14” above the highest point parapet, is specified at the end walls of the lean-to structure. Is the design intent of these parapets to visually hide the roof mounted chiller from the east and west viewpoints? If so, can it be confirmed the height of parapets should be sized according the chiller?
RESPONSE: The design intent of the specified MINIMUM parapet height is to allow sufficient vertical surface for the low-slope roof membrane to extend up and terminate in accordance with the roofing manufacturer’s suggested details. It is not the intent to screen any mechanical equipment that might be mounted on the roof. However, if the DOR decides that the roof-mounted equipment should be screened from view as a result of their overall design vison, they may do so.
14. Can exterior chain link fence requirements be provided?
RESPONSE: See amended Specification 01800 1.4 Civil and Sitework Design:
above for chain link fence requirements.
15. Are CPARS/PPQ to be submitted with proposal?
RESPONSE: Yes, due on January 8, 2021 with proposal.
