APPENDIX F

INDIVIDUAL SPACE

CRITERIA SHEETS

Rebuild Paint and Sandblast Facility PROJECT NUMBER: 10877504

USCG BASE MIAMI BEACH, FL APPENDIX F

Individual Space Criteria Sheet (ISCS) Introduction

The Individual Space Criteria Sheets have been prepared as a tool to provide a more complete understanding if the requirements of each individual space and in support of the RFP drawings and specifications.

Each sheet provides a title listing the name of each space, a reference number coordinated with RFP plans and drawings, and the net square footage (NSF) of each space allocated to the space as shown on the drawings.

The space allocations shown on the RFP drawings have incorporated the facilities planning and program requirements along with direct reviews and input from the end user and related stake holders to produce a conceptual design exhibiting proposed space planning and space adjacency. However, this does not preclude any alternative proposals to improve space arrangement, use and efficient configurations that may be determined by the Designer of Record as the design progresses.

ISCS Acronyms:

CFCI – Contractor Furnished and Contractor Installed GFCI – Government Furnished and Contractor Installed GFGI – Government Furnished and Government Installed NSF – Net Square Foot: This is the clear usable area within the space and is typically the NSF indicated in The “Conceptual RFP Plan Net Square Footage heading at the beginning of each ISCS sheet.

Each ISCS is organized with the following 14 item to 16 item numbered heading format:

On ISCS sheets for spaces with a large number of toilet accessories and additional heading may be added.

1. Space function /user activity – briefly describes the function and/or proposed use of the space.

2. Number of occupants – Lists the number of persons normally working within the space, the range of persons that may be working in the space or whether or not the space is normally occupied.

3. Furniture and equipment – The Coast Guard refers to the furnishing and equipment using the nautical term “Outfitting” (as in outfitting a ship). Typical outfitting items include accessories such as waste receptacles, desks, and tables, other free-standing case goods, system furniture configurations, seating, files and bookcases, storage cabinets and shelving, workbenches, and shop machinery such as drill presses, bench or stand grinders, sanders, hydraulic presses, parts washers, rolling ladders, etc. A brief listing of the types of furnishing and equipment that will be present in the space. A more detailed requirement will be found on the Interiors drawings, schedules, and Outfitting

Item Information Sheet (included as an Appendix) which typically shows a picture of the item and lists the salient features an/or expected performance of the item.

4. Contractor Furnished and Contractor Installed (CFCI) Specialties – Typically identifies items that have to be fabricated and fastened or otherwise installed and for which blocking may have to provided. Such items include cabinetry and millwork, wall or ceiling mounts for audiovisual equipment like projectors and mail boxes, fire extinguisher cabinets, wall corner guards, toilet accessories, mirrors (other than toilet accessories type such as for Fitness spaces), wall or ceiling mounted accessory fans (for air movement/personnel comfort), window treatments like mini blinds or blackout shades, installed hat and clothing racks or rails, directories, bulletin boards, and whiteboards. Depending on how classified by the Contractor/DOR during design and construction, some of these items may be eventually be considered to be outfitting items.

5. Contractor Furnished and Contractor Installed (CFCI) Equipment – Identifies any equipment such as shop machinery requiring hardwired power and/or plumbing utility connections, audio-visual (projectors, screens, TV’s, etc.), that will be required in the space. Depending on how classified during design and construction, some items specified in the RFP may be eventually be considered by the Contractor/DOR to be outfitting items. Although basic utility requirements for the equipment may be noted, the actual or full requirements may be defined under following respective headings such as “Electrical” and “Plumbing”. If none is required, the requirement will be listed as “None required”.

Note: The following two numbered headings will only appear on the ISCS sheets if they are applicable. Numbering of the headings after them will have sequentially different numbers from those listed below if one or more of the following two numbered headings are inserted.

X - Government Furnished and Contractor Installed (GFCI) – Identifies Government furnished items, usually existing at the site of the rebuild or renovation, that when supplied by the Government, needs to be installed by the Contractor.

X - Government Furnished and Government Installed (GFGI) – Identifies items such as printers, copiers, shredders and in some projects existing televisions to be relocated and reinstalled that are typically furnished by the Government and installed by the Government at the time of occupancy.

Note: Telephones and computers should be assumed to be located at each desk or work station and will not be listed under this heading. Phone devices and computers will be furnished and are typically installed by the Government.

Provisions for their connections are addressed under the “Telecommunications” heading that follows.

6. Openings - Notes requirements for doors, windows and other opening treatments such as glass block panels or translucent panels. Please note that under “Doors,” only basic requirements such as size, suggested lock function and type are listed. Complete door requirements are found in the RFP Specifications.

Windows and other openings such as glass block, insulated light panels and fixed glass panels are similarly noted.

7. Finishes – Required Ceiling Heights, ceiling materials, wall finishes including RFP wall construction, base materials or treatments, and floor finishes as well as any selection options for any of these finishes are listed. Any special finish treatment requirements such as wainscots or chair rails will be listed

8. Attenuation/Fire rated Assemblies – Any specific sound attenuation requirements or any specific fire rated assembly requirements are listed. Otherwise, the statement under this heading reads” No specified requirements other than those derived as a result of Building Code and Life Safety Code analysis”. It is the responsibility of the Contractor/DOR to complete code analyses of their design and determine the requirements.

9. Physical Security and Special Systems – Any special physical security construction or measures may be listed under this heading. Special system requirements such as intrusion detection, cameras (CCTV), balanced magnetic switches, audio-visual entry devices, card reader access devices, etc., will be noted under this heading.

10. Mechanical – This heading is primarily used to note whether or not the space is to be conditioned or not conditioned. Specific or specialized exhaust requirements such as welding arms/hoods and equipment hoods are also noted under this heading. HVAC ductwork and controls requirements are not typically noted on the ISCS. Although other specific requirements may be listed, all requirements will be found in the RFP Mechanical specification.

11. Plumbing – Required types of plumbing fixtures and/or connections such as compressed air are listed under this heading. All other requirements will be found in the RFP Plumbing specification.

12. Electrical (power/lighting) – This heading primarily is used to note power receptacle locations and mounting heights. Mounting heights of power receptacles are very important. Receptacles must be readily accessible and not placed behind furnishings or otherwise made inaccessible by equipment. If either new or existing furnishings or equipment require electrical power connections (receptacles for plug or hard-wire connections), those requirements are listed under this heading. Any special requirements such as special use receptacles and grounding bars are also noted under this heading. Switchgear and, transformers are not typically noted on the ISCS. Panel Boards are not typically noted unless a specific panel board location required. Switches, disconnects and electrical control panels are not typically addressed on the ISCS. Exit signs and emergency lighting is not typically addressed in the ISCS. General Lighting fixtures are typically not addressed on the ISCS. However, any special lighting requirements may be noted. Lighting fixtures and general electrical requirements will be found in the RFP Electrical specifications.

13. Telecommunications - This heading primarily is used to note telecommunication Work Area Outlet (WOA) outlet locations and mounting heights. Mounting heights of telecommunication outlets is very important so that they will be readily accessible and that their alphanumeric identification can be easily read in relation to the proposed furnishing and equipment locations. All other telecommunication system requirements including campus, backbone, and horizontal cabling and infrastructure including cabling, general WOA, equipment racks/enclosures, horizontal and fiber optic patch panels, cable support trays, conduit paths and miscellaneous support equipment is addressed in the RFP Telecomm Specification. Requirements for the Public Address (PA) systems is not typically addressed on the ISCS but may be listed. CCTV (Closed Circuit Television coverage and CATV (Cable TV) location requirements are typically listed on the ISCS. CCTV and CATV also be addressed in their own RFP specification sections.

14. Other Requirements – This heading is use to describe requirements that are not included in any of the other headings above. For example, a sump pit located in the Boat Maintenance Work Bay would be noted under this heading.

15. Fire Protection: Fire Detection and alarm systems and fire protection system specification requirements are not typically noted on the ISCS.
