About this file

This document summarizes an environmental planning review for the rebuild of a Paint and Sandblast Facility at U.S. Coast Guard Base Miami Beach. The project will demolish the existing 4,900 square foot facility damaged during Hurricane Irma and construct a new 9,534 square foot facility to meet Coast Guard standards. Work will include site preparation, construction of the new building, installation of utilities, and demolition of the existing structure. The estimated cost is $8.3 million to be funded in Fiscal Year 2018. The Department of Homeland Security U.S. Coast Guard is listed as the lead agency. Construction is slated to begin in February 2021 and be completed by February 2023. The environmental review found the project qualifies for two Categorical Exclusions and identified no significant environmental impacts provided standard conditions and best practices are followed.

Comments

Richard Hylton (Level II), As this is a design-build project, the USCG will obtain and comply with all required state and federal permit conditions during the design phase of this project. It is anticipated that the on-shore work will require some state permitting, primarily focused on ground disturbing activities associated with construction. It is anticipated that some permanent storm water

BMPs may be required to meet CWA and subsequent state regulatory requirements. (04/27/2020

Richard Hylton (Level II), The island is man-made and no native American Tribes are known to have resided or used this land since it was created. (04/27/2020 06:29:51)

Richard Hylton (Level II), The new construction takes place on a fully developed industrial site. The area has either concrete or asphalt pavement. There are no wetlands and no natural features that will be disturbed. (04/27/2020 06:14:17)

Richard Hylton (Level II), This is a standalone project. It is not part of a segmented or partial project. (04/27/2020 06:07:45)

Davis Smith, The proposed project is in conformance with IPF Miami 2025 Vision Facilities Land

Use Plan. (04/21/2020 09:00:05)

Davis Smith, Base Miami Beach is a fully developed small island (see photos). It is highly unlikely the minimal ornamental trees or mowed grass provide a valuable habitat. In the rare case of migratory birds being present, any impacts would be minimal and temporary due to the temporary nature of demolition and construction activities. (04/21/2020 07:57:45)

Page 6 of 15 Printed On 5/13/2020 4:09:31 PM flooding. Zone AE - EL 10.0

Attachments: FEMA Flood Map: Flood Zone Map (Flood Zone Map.pdf, 2.43MB)

Can the action be undertaken outside of the floodplain? -- No

Could the proposed action impact the floodplain and/or could flooding affect the proposed action? --

Will the project generate air emissions?

-- Yes

Please Explain: Construction and demolition projects typically generate several different types of air emissions including:

- Exhaust Emissions (Particulate Matter and Nitrous Oxide) from equipment

- Particulate Matter from demolition

Page 12 of 15 Printed On 5/13/2020 4:09:31 PM

- Architectural coatings/road paving (Reactive Organic Gas and Volatile Organic Compounds)

- Greenhouse Gases (CO2, CH4, N2O)

Is the proposed action located in a nonattainment area? -- No

Could the increase in emissions exceed the EPA de minimis levels for criteria pollutants? -- No

Describe emission levels.: This is a small construction project, not expected to exceed EPA de minimis levels. Additionally this is a paint and sandblast facility that will be replacing the old paint and sandblast facility. Base Miami Beach has an existing air emissions operations permit that will be modified or replaced to include any requirements for the new building.

Will any part of the proposed action take place at an existing site where there is potential for environmental contamination? -- No

Will any part of the proposed action involve the use of hazardous materials or substances or generate hazardous waste? -- Yes

Please describe the hazardous or toxic chemicals, radioactive materials, munitions, or explosives that may be used or generated.: Demolition of the current Paint and Sand Blasting Facility will include the removal of any light ballasts (PCB and non-PCB), PCB Caulking, asbestos, mercury switches, etc.

Lead-based paint is not expected to be present above the current US Department of Housing and

Urban Development (HUD) and EPA regulatory limits.

See Lead Based Paint Report and Asbestos Report under attachments.

Does the proposed action include safety measures for the use, disposal, or transport of these media? -

- Yes

Please Describe: All regulatory requirements for proper handling and disposal will be followed.

For all hazardous waste identified and generated, the Contractor shall provide proper storage, labeling, handling, and meet all other applicable RCRA hazardous waste regulation requirements for on-site management of hazardous waste. The Contractor’s personnel managing hazardous waste must have demonstrated experience and knowledge in managing hazardous waste and a working knowledge of all RCRA regulatory requirements. The Contractor shall arrange and provide all shipping and disposal of hazardous waste.

If needed, are there measures included in the proposed action to address potential effects to worker safety and public health? -- Yes

Could the proposed action degrade current environmental conditions? -- No

Are there low-income and/or minority populations in the vicinity of the proposed action? -- Yes

What is the makeup of the population?: For the 33139 Zip Code:

Minority Population: 62%

Low-income Population: 35%

If low income or minority populations are identified, are there characteristics or practices of these populations that DHS should be particularly sensitive to or that could be affected by the proposed action? -- No

Would the proposed action be consistent with the local master plan, existing zoning, surrounding land use, or the official land use plan for the specific site and/or the affected delineated areas? -- Yes

Comments:

Davis Smith, The proposed project is in conformance with IPF Miami 2025 Vision Facilities Land

Use Plan. (04/21/2020 09:00:05)

Is there potential for controversy (public or scientific) regarding the environmental impacts associated with the proposed action? -- No

Are there any other requirements for the protection of the environment that need to be considered for this proposed action? -- Yes

Describe the requirements and how they have been taken into consideration under the proposed action.: The current/existing Base Miami Beach air emissions operations permit will be updated as required for the replacement facility.

Will the proposed action take place ENTIRELY WITHIN the interior of an existing building or structure? -- No

Will the proposed action take place ENTIRELY ON an existing building or structure? -- No

Does any part of the proposed project involve ground disturbing activities? -- Yes

Please provide a brief description of the projecct site (size, current/past land uses) and the proposed ground disturbance (square feet, depth, reason for disturbance). A longer description can be attached.: This project includes construction of a new 9,534 GSF Paint and Sandblast Facility to meet present and future mission support requirements, with all necessary site preparation, utilities, equipment, and equipment access requirements; as well as demolition and disposal of the current paint and sandblast structure.
