THE FOLLOWING QUESTIONS WERE RECEIVED IN RESPONSE TO THE
SOLICITATION:
1. In Factor 4, Concept Design, the solicitation requires the following:
“Submit conceptual site plans. (Does not apply to page count)”
• Plans should show, at a minimum, improvements for grading, drainage, water, power, paving, and site lighting. Indicate all structure setbacks and separations.
Site plan should show strategy for coping with various site constraints and boat sweep paths, to include turning radii, from boatlift locations and the welding shop.
“Submit preliminary concept building plan. (Does not apply to page count)”
• Plans should show layout of all required spaces as well as typical building elevations.”
It appears that the concept drawings provided with the RFP contains a significant majority of this information already. What additional information is the government looking for us to provide at the concept stage?
RESPONSE: Contractor submittal should include, as indicated in Factor 4, conceptual floor plans (including layout of all spaces), conceptual site plans, and typical building elevations. RFP drawings do show a majority of this information, however the RFP drawings are conceptual in nature and provide a solution. The Contractor's proposal should either verify RFP concept will work (building & site layout, vehicle approach, etc.) or improve upon the RFP concept.
2. What will be the warranty requirements for the above ground water Reservoir Tank?
RESPONSE: The DoR shall specify the warranty for the product the DoR uses for the basis of design.
3. Does the Water Reservoir Tank need to be completely welded or a Bolted construction tank is acceptable?
RESPONSE: The DoR will determine which is best for the project.
4. The Horizontal Split Case Fire Pump will be electric motor or with diesel engine?
RESPONSE: The DoR will determine which is best for the project.
5. If electric motor, will it require a transfer switch?
RESPONSE: The DoR will have to meet all the applicable code requirements for providing an electric fire pump if selected.
6. Where will be the installation of the primary power source for the pump controllers and transfer switch?
RESPONSE: The RFP drawings are schematic in nature. The DoR will determine the best location of the primary power source and transfer switch. If additional room/space is required, the DoR may change/modify the RFP floorplan as needed.
7. To determine the Fire Water Reservoir Tank Size, what will be the Fire Sprinkler System Protection Time for this facility?
RESPONSE: DoR shall determine the duration as required per code.
8. NFPA 33, 2018 Edition, Section 9.1.3 provide several fire protection systems alternatives, please clarify which fire protection system will be provided for the building protection and for the paint and sand blast areas? 9.1.3 The automatic fire protection system shall be permitted to be, and shall be installed in accordance with, any of the following:
• (1) An automatic water sprinkler system that meets all applicable requirements of NFPA 13
• (2) An automatic foam water sprinkler system that meets all applicable requirements of NFPA 16
• (3) A carbon dioxide extinguishing system that meets all applicable requirements of NFPA 12
• (4) A dry chemical extinguishing system that meets all applicable requirements of NFPA 17
• (5) A gaseous agent extinguishing system that meets all applicable requirements of NFPA 2001
• (6) A water mist fire protection system that meets the applicable requirements of NFPA 750.
RESPONSE: Per RFP section 01800-1.10.2.2, the entire facility shall be protected by a wet pipe sprinkler system in accordance with NFPA 13.
Per RFP section 01800-1.10.2.2, the Paint Booth and Paint mixing room shall be protected by an automatic water sprinkler system in accordance with NFPA 33.
Per NFPA 33 Section 9.1.3, an automatic water sprinkler system that meets all applicable requirements of NFPA 13 would be acceptable.
9. What type of spray application will be utilized? Styrene cross-link thermoset resin application, powder coating operations or other type of spray application?
RESPONSE: The local unit will be utilizing Graco piston driven pump equipment and air assist spray guns for application of paints. The local unit does not have styrene cross-link thermoset resin applications or powder coating operations.
Otherwise, the local unit will roll or brush paint when applicable.
10.What Flammable and Combustible liquids type and size will be used in the reference facility?
RESPONSE: See Individual Space Criteria Sheet (ISCS) for Pharmacy spaces 107 and 108.
10. Section 01900 - List of Drawings:
In reference to section Facility Room/Space Requirements, it was mentioned Individual Space Criteria Sheets (ISCS) is included however we were not able to find these in any of the documents. Please advise.
RESPONSE: See amendment for Appendix F – Individual Space Criteria Sheets.
11. 1.13.1, 1.13.6 Please clarify intent of electrical service entrance. The existing and new facilities are a distance apart. 1.13.1 states to reuse the existing point of service; 1.13.6 states to provide service entrance equipment. Are we to maintain the existing electrical service disconnect location as our service entrance?
RESPONSE: The intent is for the existing local utility metered point to remain.
This point of service is the local utility connection. The local utility point of service and the service disconnect are not the same. There still should be a local disconnect for the new facility that will serve as the electrical service disconnect for the new building.
12. 1.13.13 Are there any secured areas, or any equipment that requires UPS backup?
RESPONSE: This is not required for this project.

RESPONSE: A DDC system is not required for this project.
19. 1.12.1.9 References gas dryers as an option. Confirm if natural gas dryers should be evaluated for use in new facility.
RESPONSE: No gas is available on site.
20. Makeup air systems are to be provided for process equipment and associated process storage rooms. Is the supplemental makeup air required to be conditioned? If so, what are the design parameters for supplemental make-up air?

21. Following up to the Response #1 issued in Amendment 0002 dated December 11th, 2020; Please confirm that the 5’ line defined from the face of the building refers to the New Paint/Sandblast building and therefore, all the work (Design and Construction) associated with the Demolition of existing building along with all the site work that falls outside of the 5’ line from the new building will be a part of the cost associated with the site and utilities.
RESPONSE: Confirm that the 5' line is defined as 5’ from the face of the new Paint/Sandblast building.

RESPONSE: Expectation is that the Superintendent and Quality Assurance Manager (QAM) would be on-site during construction. Per RFP section 01450-1.3.1, the QAM role may be designated as a supplemental role to a team member or as a dedicated individual but may not be the same person as the superintendent or project manager. The QAM must report directly to the principles of the company not to the on-site superintendent.
