Base Electronics Systems Engineering Plan (BESEP) Sector San Juan

C5ISC-ISD-PSB Project: FRS20016

1. GENERAL

1.1. Introduction

This BESEP provides system design guidelines, equipment space requirements, identifies funding needs, and assigns project execution responsibilities. Areas addressed are data and voice telecommunications, public address (PA) systems, and the minimum guidelines for the building cabling of the electronics infrastructure. The scope of the project is to repair past hurricane damage and make improvements to increase future hurricane resiliency. Work will include construction of two new buildings and a new Gate Guard Shack; first building will house a relocated Command Center, Station/ANT San Juan, and Command personnel; the second building will contain medical/dental in addition to Prevention and Planning personnel. The following current facilities are due to be demolished: Station San Juan, Medical, Exchange, and Guard Shack. Work will also include renovation/refurbishment of most existing buildings, and to the shore-tie boxes.

The project will be accomplished with a single RFP for C5I Infrastructure and underground utilities, however; the project is split into an East and West configuration with phasing to be determined.

1.2. Reference / Historical Background

1.2.1. DD1391 Planning Proposal – Executive Summary

1.2.2. 35% RFP Specifications

This BESEP is based primarily on a site survey conducted 18 – 20 MAY 2021.

1.3. Existing Conditions

1.3.1. Building 100’s main equipment room contains the primary telecommunication functions for the Coast Guard facility. The equipment room contains a Cortelco eOn Millennium PBX whose connection to other buildings is via OSP copper and also fiber to nodes located in Medical (Building 125) and Administration (Building 126).There are two (2) Russellstoll receptacles on each pier shore tie box.

1.3.2. Shore-tie pier connections for data and voice are fed from the Building 100 main telecommunications space to the Command Center where patching is accomplished in two (2) 48 Port Patch Panels (P/P). Currently the cable pairs leading to the cutter shore-tie mounds are experiencing very high failure rates.

1.3.3. The two UPH Facilities on the west side of the Base receive phone lines from OSP copper originating in Building 126.

1.3.4. Supply (building 117) is currently fed (copper and fiber) from the Exchange (Building 120) which will be demolished.

1.3.5. There are two temporary trailers located in the grassy area between Building 119 and the Chief’s Hut. The telecommunications lines for these trailers originate from the telecommunications closet (TC) in Medical (125) and route to a pedestal outside the trailers.

1.3.6. All base Coast Guard telecommunication services (Data and Voice) originate in the Building 100 Entrance Facility located on the first floor. There are non-Coast Guard services (telephone, CATV), controlled by the local telecoms provider (Claro), located throughout the base. The lines for these services travel through the Base underground conduit system). The Coast Guard C5I Service Center does not manage or control these lines.

1.3.7. The Sector uses roof mounted RF antennas located on Building 100 for operations. These antennas support various systems in the Sector San Juan Command Center and will be replaced/relocated to the roof of the new Multi-Mission building. There is a large monopole supporting microwave dishes that are part of the Puerto Rico Area Wideband System Defense Information System Network (PRAWS/DISN) that are supported from an office in building 100. This is not a USCG system.

1.3.8.
