1. Inside Plant (ISP) Cabling Standards
This living document provides best practices, based on the collaboration of members from the Telephony, Voice, Data and Video (TVDV) Working Group and CG Subject Matter Experts (SME’s). The intent of this document is to provide the basic information needed to ensure infrastructure standardization throughout the CG. All cabling installed at U.S. Coast Guard facilities shall follow the most current Telecommunications Industry Association (TIA) requirements. Not all installation standards are covered in this document and additional information can be found within the IHS Global published TIA standards.
1.1. Inside Plant Horizontal Copper Cabling: Horizontal cabling includes horizontal cable, outlet/connectors in the work area, and all terminations and patch cords or jumpers. A minimum of two (2) work area outlet (WAO) with two (2) 4-pair cables shall be provided for each work area and should be designed to accommodate moves, adds and changes (MACs). Each Category 5e, 4-pair, 24AWG solid conductor cable at the WAO shall be terminated in an 8 position outlet supporting universal T568A/B wiring. All connections shall be T568-A wiring configuration. The horizontal cabling shall be installed in accordance with the star topology requirements of ANSI/TIA-568 series.
Note: Currently, only Category 5e is authorized in the CG.
1.1.1. Length: The horizontal cable length is determined from the telecommunications closet (TC) to the WAO. Per ANSI/TIA-568 series, “The maximum horizontal cable length shall be 90 m (295 ft), independent of media type”.
In addition, the length of jumpers (including cross-connects) and patch cords should not exceed 5 m (16 ft.) in either the Telecommunications Closet (TC) or in the work area.
The “total” length allowed for all patch cords and jumpers shall not exceed 10 m (33ft.).
1.1.2. Acceptable horizontal copper cabling:
• Category 5e, 4-pair, Solid conductor, 100 Ω UTP, CMP, (Plenum-rated)
• Category 5e, 4-pair, Solid conductor, 100 Ω STP, CMP, (Plenum-rated, when required)
• Category 5e, 4-pair, Solid conductor, 100 Ω UTP, CMR, (Riser-rated, where permitted by code)
• Category 5e, 4-pair, Solid conductor, 100 Ω STP, CMR, (Riser-rated, when required)
• For PA System wiring reference U.S. Coast Guard Public Address System
Standards (Shore units only).
Note: In anticipation of the implementation of Voice over IP (VoIP) within the CGOne network, any new horizontal copper cabling installed shall be Category 5e.
(This document defines the standards to be used for inside cable plant installations for the CGOne voice and data network.)
Cable Sheath color-coding is specifically called out with the following colors:
SBU/CUI CGOne: Gray or Blue
Secret SIPRNET: Red
Top Secret JWICS: Yellow
Table 1.1
1.2 Inside Plant Copper Backbone/Riser Cabling: Per ANSI/TIA-568 series, “The backbone cabling shall meet the hierarchal star topology requirements of ANSI/TIA-568-x.x.”
Note: The topology required by this Standard has been selected because of its acceptance and flexibility in meeting a variety of application requirements. The limitation to two levels of cross-connects is imposed to limit signal degradation for passive systems and to simplify moves, adds and changes. This limitation may not be suitable for facilities that have a large number of buildings or those that cover a large geographical area.
All copper backbone/riser cabling for voice grade circuits shall be Category 3 or 5e specification. Pair count for backbone/riser cables will be determined by service requirements but shall always include a minimum of 50% spare pairs.
1.2.1 Acceptable backbone/riser copper cabling:
• Category 3 or 5e, Solid conductor, 100 Ω UTP, CMR, (Riser-rated) or CMP, (Plenum-rated) when required by code.
1.3 Copper Cable Installation Materials:
1.3.1 Pathways and Spaces: Installation standards shall be in accordance with TIA-
569B series.
1.3.2 Cable Tray/Ladder Rack: The preferred method of cable routing will be via cable tray/ladder rack for major cable paths.
1.3.3 J-Hooks: The default cable routing for minor cable paths will be via J-Hooks capable of supporting 2.2 lbs at a maximum spacing of 5 feet. A minor cable pathway is defined as those paths consisting of 16 individual 4-pair cables or less.
1.3.4 Outlet Color: WAOs, Wall plates, jacks and surface mount components will match in color, the facility electrical plates. WAOs that are integrated into modular furniture shall be color-matched, when possible.
1.3.5 Pin Configuration: Work Area Outlets using Category 5e or 6, 8 position outlets supporting universal T568A/B wiring will be installed. All outlets shall be installed using the T568-A configuration.
(This document defines the standards to be used for inside cable plant installations for the CGOne voice and data network.)
1.3.6 IDC Termination: All Category 5e cabling will be terminated in the Data Cabinet/Telecommunications Closet using Category 5e, 110 type Insulation Displacement Contact (IDC) to 8-position T568-A configured patch panels. Panels may be 24 or 48 port configurations and shall be determined based on site survey data.
Note: 66 style blocks are still utilized in many installations and are considered acceptable on an interim basis. All 66 blocks (with the exception of P.A. System wiring) shall be replaced during any rehabilitation of the infrastructure. Speaker cable associated with the standardized PA installation is the only installation that braided Cable is authorized for punch down block termination in the CG.
1.4 Copper Patch Panels and Wire Management: Patch panels are designed to effectively distribute connectivity in an organized, uniform method. This incorporates the use of coordinated wire management hardware and correctly apportioned ports within the patch panel(s). Copper panels should be limited to 48 ports if possible. These limits are established to ensure and maintain orderly cable management practices.
1.4.1 Patch Panels, Copper:
• 24, 48 and 96 port panels are allowed.
• Category 5e compliant.
• Rear cable management.
• 110-type IDC rear cable termination.
• T568A.
Note: All shall be terminated to the T568A standard.
1.4.2 Wire Management Panels:
• Single-sided or Double-sided.
• Front cable management with covers.
• Optional rear cable management (no cover required).
• Optional pass-through for front-to-back routing.
Note: Horizontal wire management panels will be installed above and below every patch panel. Vertical wire management shall be used when multiple racks are mounted side by side.
(This document defines the standards to be used for inside cable plant installations for the CGOne voice and data network.)
1.4.3 Copper Patch Cable Color Code:
Network/System Patch Cable CGOne Blue
SIPRNET Red
JWICS Yellow
Voice (non-VoIP) White
Public Address Gray
Special Circuits Green
Medical (not connected to CGOne) Orange
Commercial Internet (Dirty Internet) Pink
Table 1.2
Note: Training networks will utilize the above color code but all patch cords (both ends), patch panels, switches, racks etc. shall be labeled as “TRAINING” and shall never intermix with CGOne hardware or cable plant.
1.5 Inside Plant Fiber Optic Horizontal Cabling: The most common use of horizontal fiber optic cabling is to interconnect telecommunications closets and cabinet-cabinet connectivity shore-side and all shipboard SWIII horizontal cabling. Due to technological advances in the Passive Optical Network (PON) arena, Fiber-To-The-Desktop (FTTD) should be considered the primary solution over copper for new campuses.
