Summary: Attachment D - Maintenance Standards for Parks and Landscaping Maintenance Services
This is a Maintenance Standards document for the City of Milpitas Parks and Landscaping Maintenance Services RFP, establishing operational requirements across turf management, irrigation systems, landscape features, and grounds maintenance. The standards cover comprehensive turf care including weekly mowing at specified heights (2.5 to 3.5 inches depending on turf type and season), edging using fixed blade equipment, four annual aerations to three-inch depth with cores removed same-day, annual top-dressing with specified sand and compost ratios, and winter/spring overseeding using perennial rye grass or LaPrima XD Hybrid Bermuda grass. Irrigation maintenance requires adherence to LXME2P Rainbird and DX2/DX3 Rainmaster controller systems with repairs completed within 24 hours, active monitoring of soil moisture, plant material requirements, and precipitation rates to optimize water efficiency while preventing runoff and erosion. Shrub and groundcover maintenance standards mandate pruning for natural appearance without obstruction, maintenance of four-inch maximum growth along walkways, monthly cultivation of bare spots, three-inch mulch depth using Mahogany Pro-Chip Mulch, and prevention of ground squirrel and rat infestation.
The document establishes specific fertilization protocols using 16-16-16 formulations during winter months and 25-4-8 slow-release formulations during spring and summer, applied four times annually after aeration with all fertilizer contained to planting areas. Pest and disease control must comply with Integrated Pest Management policies and current EPA and Santa Clara County Department of Agriculture regulations, with toxic pesticides requiring written recommendations from State of California licensed Pest Control Advisors. Weed abatement includes monthly herbicide applications supplemented by hand removal, with glyphosate-based herbicides prohibited and all herbicide applications in the Dog Park strictly prohibited, requiring manual removal instead. Paved surfaces must be maintained clear of debris and hazardous materials with offsets greater than one-half inch marked and repaired within two days. Street median landscaping includes quarterly raking and decomposed granite replenishment with stabilization products and annual fall mulching at three inches with semi-annual refreshing to maintain depth standards.
