GENERAL SECURITY REQUIREMENTS

SECURITY REQUIREMENTS

Due to the classified nature of this contract, all Contractor personnel assigned to this contract shall hold a Top SECRET personal security clearance granted by the Defensive Investigative Service

Office. In addition, due to the location of the work to be accomplished under this contract, all

Contractor personnel assigned to this contract shall meet the requirements of Department of

Defense 5210.55.

(a) The Prime Contractor and all subcontractors must have a current Top Secret Facility

Clearance issued by the Defense Investigative Service as verified by the Contracting

Officer. Additionally, contractor personnel who will require access to contract documents and/or who will require access to the project site must be Yankee White approved and hold a Top-Secret clearance as verified by the Contracting Officer. A

Yankee White approval is based on a completed DD Form 398 and a Background

Investigation (BI) completed within the past (12) months for each individual employee.

(b) All clearances must be completed before individuals can be assigned to this contract and before attempting to gain site access.

(c) The Prime contractor must comply with requirements of Chapter 7 of DoD 5220.22-M

Industrial Security Manual for Safeguarding Classified Information, for all subcontracts. This includes, but is not limited to, the verification of subcontractor facility clearances and safeguarding capabilities.

(d) The Prime contractor must review his own work assignments and those of his subcontractors to ensure that sufficient numbers of DISCO cleared, and Yankee White approved personnel are available in the required trades to prosecute the work required by the contract within the time specified for completion.

(e) A visit request shall be provided to the Contracting Officer before any site access is attempted. The visit request shall contain the minimum information specified by

Paragraph 6-104 of DOD 5220.22-M, Industrial Security Manual for Safeguarding

Classified Information.

(f) The following information will be furnished to the Contracting Officer at least three working days prior requiring access on User Agency property for the processing of gate passes:

(1) VISIT DATE(S) (INDICATE THE APPROX. TIME OF DAY WORK WILL

START/END)

(2) FULL NAME OF EACH CONTRACTOR EMPLOYEE

(3) DESCRIPTION, LICENSE NUMBER AND STATE OF REGISTRATION

FOR ALL VEHICLES

(4) GIVE PROJECT TITLE ASSOCIATED WITH VISIT

(5) REASON FOR VISIT

Failure to provide (3) working day notice may result in denial of access. Request may be done telephonically; however, the Contractor is reminded that classified information shall not be divulged during telephone conversations. Access will generally not be permitted on weekends.

(g) The contractor and his employees shall adhere to all applicable security regulations in effect at the job site. Since the security requirements of the contract are unique, the

Contracting Officer is the only point of contact concerning the status of security clearances or request for processing new or updated clearances.

(h) If circumstances make the performance or any contract requirement impractical or impossible due to the security requirements of (a) above, and the Contracting Officer concurs in the assessment of those circumstances, the Contracting Officer will consider contractor request for the use of non-cleared personnel on a case-by-case basis. When the use of an un-cleared (no Secret clearance and no Yankee White approval) consultant or contract is approved, the following minimum requirements will be met before on-site visits:

(1) Completion of the Form SSF 1888 by each individual consultant or subcontract employee who will require access to the project site. Forms will be provided by the Government on request from the Prime Contractor.

(2) Successful adjudication of SSF 1888 suitability investigation. The investigation process requires six to eight weeks to complete for each individual submitted.

(3) Access denials based on SSF 1888 suitability investigations are not appealable in accordance with the Internal Security Act of 1950. Therefore, selection of an alternative would be required.

(i) In order to fulfill its obligations under this contract, the Contractor shall establish procedures for a continuing evaluation of the suitability of cleared personnel for assignment to this contract. The Contractor shall observe and report to the Contracting

Officer any indications of changes in the following characteristics or behavior, which might be relevant to an individual’s continued suitability for assignment to this contract:

(1) Attitude on the job or job performance.

(2) Special personal problems or family pressures.

(3) Undue pressure or emotional strain.

(4) Signs of overindulgence in alcohol, use of drugs, or abuse of prescription medications.

(5) Change in physical abilities to perform assigned duties.

(6) Indications of bizarre or deviate behavior.

(7) Frequent minor involvement with law enforcement agencies or other signs of irresponsible conduct.

(8) Changes in financial status such as sudden or unexplainable affluence or heavy indebtedness.

(9) Changes in marital status such as marriage to a foreign national.

The contractor shall ensure that each individual selected for assignment to this contract is instructed that the ultimate responsibility for remaining suitable for continued assignment to, detail to, or employment in such duties as required for this contract rest with the individual. Accordingly, each individual should be encouraged to seek appropriate guidance and assistance on any personal problem or situation that may have a possible bearing on his or her suitability for continued utilization.
