Project Overview and Background
Riverfront Safety & Health, LC (Riverfront), a Service-Disabled Veteran Owned Small Business, has performed a limited asbestos and lead field survey in support of the EHRM Infrastructure Upgrade Tier 2 (757-22-795) proposed at the Chalmers P. Wylie VA Ambulatory Center, Columbus, Ohio (The Project). The initial hazardous materials report was based on the first phase historical data for Building 1 collected by RSH. The limited asbestos and lead survey was performed using project SOW documents as a basis for proposed work along with a generalized understanding of proposed data system distributions. The inspection took place within the Engineering Building, Energy Center, and Building 1.
This project specific limited field survey was performed by Eric Colombo and Zachary Haselhorst on November 16, 2022. The lead survey was performed by Eric Colombo and Zach Haselhorst on the same date. The two RSH personnel are accredited under the Asbestos Hazard Emergency Response Act (AHERA), U.S. Environmental Protection Agency Model Accreditation Program for Asbestos Building Inspectors. Eric Colombo and Zach Haselhorst are both Environmental Protection Agency (EPA) trained Lead Risk Assessors. All work was performed under the direct supervision of a Certified Industrial Hygienist (CIH), Mr. Justin R.
Rhyneer to ensure standard EPA-NESHAP/AHERA/OSHA field inspection and sampling methods were employed for representative project inspection. Lead paint readings (testing) were collected using a standard XRF direct reading instrument. The three buildings are known to be constructed after 2008 and were not suspect for lead-based paint but readings were obtained, as a precaution, to verify lead-based paint and materials were not present. The potential for lead lined walls in X-ray areas and asbestos products in roofing materials are currently unknown.
Principal contacts for this project were Chris Pannell of the VA Medical Center and Brian Mays from Spur-Design. Access to TR rooms was provided by Mr. Pannell who also served as escort for the two RSH inspectors while on the campus grounds. The inspections occurred during typical business hours.
Scope of Work
Riverfront Safety and Health, provided accredited inspection personnel to perform the following:
Verify the presence, location, quantity, appearance, and condition of all applicable building materials exhibiting asbestos, lead and mold containing materials within areas of scheduled work in order to prepare drawings, specifications, and cost estimates for all facets of work and disciplines/trades to facilitate a construction project to upgrade the facility infrastructure to support the new Electronic Health Record Modernization (EHRM) system in accordance with VA OEHRM Site Infrastructure Requirements (provided by VHA). The project shall include, but is not limited to, Electrical (electrical panel upgrade, power (normal, emergency)); Bonding; UPS;
Building Management System interfaces; assess for new and upgrades to existing HVAC;
reconfiguration, expansion, and renovation of existing space (demo, new construction, finishes, cable); renovate space for datacenter (expanded space, cable management, server rack configuration); communication infrastructure (new Data outlets, patch panels, upgrade to Cat 6A cable) in buildings as necessary; physical security upgrades; assess and upgrade fiber infrastructure backbone campus wide within buildings and between buildings; provide diversified path for WAN; and Hazardous material abatement. The project will include limited areas of work within Building 1, Engineering Building, and the Energy Center/Site. It is currently believed that

HVAC compressors are to be roof mounted therefore impacting the roof membrane, insulation, and decking.
The project inspection was performed with the following limitations:
• A fully occupied and functioning hospital system with limited access due to daily hospital services.
• Penthouses, and crawlspaces were not thought to be within project limits.
• The inspection was conducted and based on an inferred design where tracking of locations of the existing data infrastructure occurred.
• The limits of inspection and sample collection were generally “non-intrusive” in nature as is consistent with this type of inspection. Project pathways through the roof systems were not suggested, and samples were not collected to avoid warranty issues. These samples can be collected at a later date once design elements evolve verifying impact to the roofing materials.
Asbestos Containing Materials – Assessment & Inspection Results
The historical data collected from the original EHRM survey showed a trend of no asbestos present as all samples collected and analyzed had results of None Detected for all samples.
Riverfront personnel collected a total of 68 (92 layers) representative samples. to EHRM Infrastructure Upgrade Tier 2 Project. All samples were transferred via written chain-of-custody, to EMSL, an AIHA & NVLAP accredited laboratory, for analysis. The suspect materials, which were similar in general appearance and age of construction, were grouped into homogeneous material sets and sampled. A minimum of three samples were collected of all suspect asbestos containing building materials found during the site visit based on conditions noted November 16, 2022. Practical precautions were used in collecting samples to ensure safety of all personnel. All samples were safely collected, placed in sealed containers, and transferred with a written chain-of-custody, to EMSL, an AIHA & NVLAP accredited laboratory, for analysis. All samples were analyzed using polarized light microscopy (PLM) analysis with dispersion staining (DS) according to U.S. Environmental Protection Agency (EPA) Method 600 IR-93/116 which is presently recommended by the EPA. Asbestos Containing Materials are defined by EPA as having greater than 1% asbestos as measured by PLM methods. The March 2021 asbestos field survey was used as a baseline for inspection and additional samples were collected in known areas of work within Building 1, the Engineering Building, and the Energy Center/Site.
Zero (0) of the 68 representative samples collected at Building 1, the Engineering Building, and the Energy Center/Site during this limited survey were detected as asbestos containing materials (ACM). No records were available identifying roof sampling. VACOR directed to not sample roof and presume as asbestos containing material. To avoid this, the impacted roofing materials will be considered as presumed asbestos containing materials (PACM).

A summary of asbestos sampling efforts, including sample numbers, descriptions, locations, quantities, category (friable or non-friable) and analytical results are presented in Table 1. The full laboratory analytical reports are included in Appendix A.
Lead Containing Materials – Assessment & Inspection Results
Dates of construction for all three buildings were post 2008, far past the industry accepted cutoff date of 1978 for lead-based paint to be present in new construction. However, as a precaution, the two inspectors performed a thorough inspection to verify that no lead-based paint was present in likely future project work areas. The inspection was non-destructive in nature and included the use of standard EPA/HUD compliant XRF (X-Ray Fluorescence) testing methods to identify lead painted and/or lead containing (i.e., lead glazing) building components, which is defined by the EPA as greater than or equal to 1.0 mg/cm2 lead by surface loading (as tested by an XRF instrument), potentially impacted by planned construction activities. As expected, zero of the 33 surfaces tested were above the threshold of ≥1.0 mg/cm2, verifying that the presence of lead-based paint or building components is not an issue for The Project. A summary of lead testing efforts, including sample numbers, floor area, sample location, component, substrate, condition, color, and analytical results are presented in Table 2.
It is currently unknown if/where radiation shielding, i.e., lead shielding, is present in building construction. To determine the presence of such shielding, destructive methods requiring minor patching of materials may be necessary. This issue can be addressed if the evolving scope of work will impact possible shielding materials.
Mold Impacted Buildings Materials – Assessment & Inspection Results
Historical records have not been provided regarding known mold impacted building materials at the VA campus. No suspected mold growth was encountered during the inspection, nor were the environments typical of microbial colonization observed. Furthermore, areas likely impacted by The Project aren’t typically areas where such growth is anticipated.
Hazardous Materials Summary
No known asbestos-containing materials, mold, lead-based paint, or lead glazed components residing within the impacted buildings are documented in this narrative as effecting The Project.
The results are based both on historical data and the RSH field investigation on 11/16/2022.
• Any suspect asbestos containing materials observed prior to or during renovation or demolition that have not been previously analyzed should be sampled to determine asbestos content. All work should stop until unknown materials have been sampled and determined by an accredited lab if asbestos is present.
• Although no paint or components were found to be in excess of the ≥1.0 mg/cm2 threshold, small amounts of lead were detected as evidenced by readings between zero and less than ≥1.0 mg/cm2. Any activity that would impact components and/or paint must use proper PPE and engineering controls, including but not limited to, the establishment of a negative exposure assessment, proper housekeeping, and hygiene facilities. It is not recommended to torch, weld, or conduct similar activities which could create lead containing smoke &/or vapors.
757-22-705 (1791.19) EHRM Infrastructure Upgrades Tier 2
Environmental - 4
• No conditions favoring the colonization and growth of mold were observed. No roof damage, water leakage, or drainage issues were observed or reported to the inspection team. Wet areas and chases were not typically a part of this inspection scope. If suspected mold growth is encountered, it should be reported to the COR immediately.
Riverfront appreciates the opportunity to assist with this project. It is our intent that this information will assist with project development at this phase. Please feel free to contact us with any questions or concerns.
Sincerely, May 19, 2023 Justin R. Rhyneer, CIH Date Principal
