About this file
This document provides an HVAC narrative for infrastructure upgrades at a VA medical center in Columbus, Ohio. The project involves upgrading mechanical systems serving 19 telecommunications rooms and one data center to meet requirements for a new electronic health records system. Work includes replacing undersized fan coil units and demolishing radiators, unit heaters, and ductwork. New variable refrigerant flow heat pump systems with ductless indoor units will be installed for the telecom rooms, along with auxiliary drain pans and humidification monitoring. The existing Liebert CRAC units and raised floor in the main computer room will be demolished and replaced with downflow CRAC units. Commissioning of the new HVAC systems will comply with specifications. Indoor conditions for the telecom rooms are specified as a cooling dry bulb of 64 degrees Fahrenheit, heating dry bulb of 81 degrees Fahrenheit, with maximum and minimum relative humidity of 60 and 30 percent respectively, and positive room pressurization of 5 pascals.
The related federal contract opportunity is solicitation number 36C77623R0150 for construction services for the EHRM infrastructure upgrades project in Columbus, Ohio, issued by the Department of Veterans Affairs Technology Acquisition Center Austin.

SUBMITTAL Final Bid Documents SUBJECT HVAC Narrative
Heating, Ventilating, and Air Conditioning 1
HEATING, VENTILATING AND AIR CONDITIONING (HVAC)
1. GENERAL
a. Spur Design is providing professional A/E services to design a compliant and complete construction and activation of a new Electronic Health Record Modernization (EHRM) system at the Chalmers P. Wylie VA Ambulatory Care Center – Columbus, OH. The mechanical design work encompasses the addition of new HVAC equipment or upgrades to existing HVAC equipment serving new or relocated Telecommunications
Rooms (TR) and Data Center (DC). The existing HVAC equipment serving TRs or DCs that are to remain will be evaluated to determine if the equipment meets the EHRM requirements and any upgrades and remedies will be provided.
i. There are 19 TRs and 1 DC located throughout the campus in Buildings 1A, the
Engineering Building, and the Energy Center. New Telecom rooms with telecom racks installed will have one or multiple cooling-only mini splits installed.
Condensing units are located on a case-by-case basis, with some being on rooftops, and some being located on the ground.
b. Selective Demolition
i. Existing fan coil units serving the rooms will be demolished if undersized.
ii. All existing ducts, air devices, and accessories that are within the new TR room boundaries and not served from a dedicated AC unit will be demolished back to the main branch and capped, unless determined necessary to remain in place. If ductwork or piping is serving another space, it will be rerouted where possible. In the event a duct or pipe cannot be rerouted, dip trays, fire/smoke dampers, and security bars will be installed where necessary per Design Alerts and NFPA code requirements.
iii. Existing radiators, unit heaters, and associated piping serving the TRs will be demolished.
iv. Telecommunication Enclosures – Existing room air conditioning systems to remain in place where possible.
v. Main Computer Rooms – Existing Liebert CRAC units and outdoor condensing units serving them to be demolished. Existing raised floor to be demolished.

Heating, Ventilating, and Air Conditioning 2
Existing ductwork in room to be demolished along with the ceiling. VAV box and duct serving the unit to remain in place.
c. New System Description
i. Telecommunication Rooms
1. Basis of Design – Variable Refrigerant Flow DX heat pump system with ductless wall mounted indoor units. Indoor units will be served by associated outdoor condensing units. Condensing units will be roof mounted with hail guards and low ambient control and baffle kits, when possible, for added protection.
2. Units will be sized to account for the heat gain from the telecom racks (1 rack =
5kw, 2 = 7kw, 3 = 8.5kw, 4 =10kw), lighting load, heat load from walls/roofs/windows/etc., and electrical panels throughout the room. The DX split unit sizing will take derating into account. New units will be tied to the existing
BAS system.
3. Auxiliary drain pans are being installed underneath all existing to remain mechanical, domestic, and sanitary piping as well as new refrigerant piping being installed in the rooms. The purpose of these drain pans is to protect the racks and various electrical equipment in the room. These drain pans will be connected to new drain lines with float switches that are tied to the BAS monitoring the fill levels within each tray. The condensate lines will be routed to the nearest mop sink, floor drain, or outside to a condensate collection dry well.
4. Humidification to be monitored only in all telecom rooms.
ii. Telecommunication Enclosures
1. Basis of Design – In places where a new system is necessary, a Variable
Refrigerant Flow heat pump system with ductless wall mounted indoor unit will be installed. Indoor unit will be served by an associated outdoor condensing unit.
Condensing units will be installed outside at ground level on a dedicated concrete pad, unless otherwise noted. In rooms with existing VAV units, control dampers will be added to maintain pressure per the HVAC Design Manual.

Heating, Ventilating, and Air Conditioning 3
iii. Main Computer Rooms
1. Existing systems do not meet the ISTS requirements for n+1 redundancy.
Existing systems will be demolished and replaced with suitable downflow Liebert
CRAC units for the new space requirements. Humidification and dehumidification to be monitored and controlled by CRAC units. DCIE recommendations outside of this, specific to Data Centers, will also be adhered to. Existing ductwork located above ceiling to be demolished leaving only one supply diffuser for room pressurization and not for cooling. Return duct system for CRAC units to be built into hooded telecom racks.
d. Testing, Adjusting, and Balancing for HVAC
i. Pre-testing is not required for this project.
ii. Final testing of systems will be performed and reviewed during the functional performance testing of the systems.
e. Vibration Control
i. New equipment will be mounted with spring or in-shear isolation restraints as required by VA AHJ and local codes.
f. Seismic Requirements
i. Seismic mounting, if required shall comply with VA Publication H-18-8 Seismic
Design Requirements. Seismic scope to be determined by civil.
g. Commissioning
i. Commissioning of the new HVAC systems will comply with Section 23 08 00 of the
Construction Document’s specifications packet.
