Telecommunications - 2

The following construction phasing description shall be incorporated into the proposed construction schedule and phasing for use in preparing the construction cost estimate.

This project involves working in and re-configuring mostly occupied and active data closets and spaces. New data cabling will be installed to replace or augment existing locations in occupied areas. Reuse existing data drop locations wherever possible. In addition, because it is a hospital, most circuits are considered critical and cannot be interrupted at random.

Coordinate scheduling and hours of work with facilities and OIT personnel. Some work may need to be performed after normal working hours and/or on weekends. Provide 14 days advance notice whenever possible before commencing work in any given area.

In most cases, work in the data closets can be confined to the tr room itself and work can be performed during regular hours, causing only minimal disruptions to the area. A small area outside the data closet shall be blocked off to provide a safe working space. Use a plastic barrier that meets ICRA requirements. Extreme care must be taken in order to ensure that no data or telephone circuits are disrupted. The contractor will need to be immediately responsive to restore any service interrupted due to accidental disconnects/cuts.

When installing new data cabling within the ceiling areas of building 1A (main hospital) carefully remove ceiling tiles and install new cabling into the existing cable tray. An ICRA-approved mobile dust containment unit or approved area containment will need to be employed. Coordinate with facilities department to schedule areas of work. Existing cable will need to be moved out of the way and temporarily supported in order to facilitate installation of new cable into the existing cable trays and other pathways. Existing cabling shall be removed after cut-over to the new cable. Any broken ceiling tiles will need to be replaced at contractor’s expense.

The new data cables shall be staged above the ceiling in the area adjacent to where they will be dropped and terminated in each room and/or work area. Cabling will need to be supported from the cable tray to above where the cable is dropped down to the work area outlet. Use appropriate hanger wire, threaded rod and j-hooks. The new data cables can be terminated in the TR at any time. Coordinate the dropping, termination and testing of the cable onto new jacks at the work area outlet with facilities. Once the work area outlet has been cut over to the

757-22-705 (1791.19) EHRM Infrastructure Upgrades – Tier 2

Telecommunications - 3 new cable the old cable(s) can be removed. Ensure that the old cable is maintained active until the cutover. Cutover will need to be coordinated with OIT.

Begin all cable demolition at the termination ends, where identification can be verified. Starting demolition at the tr end will be the most effective in ensuring that cables that are not to be demolished are not disturbed

Installation of new cabling above the ceiling in building 1A will not require an ICRA-approved mobile dust containment unit. However, reasonable care should be taken to protect workers and VA personnel in the area from dust and falling debris. Care will also need to be taken when removing ceiling tiles. Broken tiles will need to be replaced at contractor’s expense.

Install new fiber from other buildings to server room. Most of this work can be done during normal work hours as it is mostly limited to outside or TR areas. However, there may be some areas within building 1A where work will need to be done in occupied corridors. In these areas

IRCA-approved containment procedures will need to be employed. Contractor to coordinate cable cutover by VA OIT for new fiber. Once the cutover to the new fiber has been completed contractor can demolish the old fiber and associated hardware and termination equipment.

Actual cutover to the new fiber will be accomplished by OIT.

Contractor to coordinate with VA COR for anticipated work during normal working hours and hours at night and weekends for any switchover for the telecom, mechanical or electrical systems to limit any VA downtime. Contractor to work with VA COR and user groups for coordination of installation.

MCR Internal Structured Cabling (Server Rack Cabling/Cross-Connects)

The MCR-internal structured cabling system shall use a redundant, diversely-routed end-of-row (EOR) HDA distribution model supported by redundant MDAs where the main cross-connect is located as defined by ANSI/TIA 942-B specifications.

All elements of the data center structured cabling system shall be located in the data center installed in overhead cable tray systems. Both HDAs, which serve as the distribution point for horizontal cabling and houses horizontal cross-connects and equipment for connecting to the equipment distribution area and the MDA, should be located adjacent to switching components within the rack to minimize patch cord length and cable management requirements.

All IT equipment will be supported from the HDA elements using the structured cabling system.

All networking equipment will be located in the network channel racks and all server/storage equipment will be located in the server cabinets provided in these designs. NSCs using a server cabinet shall follow a modified structured cabling environment appropriate to the specific requirements of the environment.

The use of top-of-rack (TOR) switches and similar networking equipment within server cabinets is prohibited.

The use of pre-terminated structured cabling elements is required in the data center.

Specification of data center structured cabling (both copper and fiber) requires calculation of total length of the link pathway in all dimensions (orthogonally) from dimensionally accurate plans. Procure structured cabling elements to not exceed 6 ft/2 m at each end from the calculated length to avoid coiling of excess cabling.

Media and patch panel quantities for the computer room structured cabling system are based on the Standard Density server cabinet. Equipment Distributors in standard density server cabinets support A/B redundant cabling with each side consisting of a minimum of 12 duplex

LC (two 12-strand MPO cables) and a minimum of 24 UTP cables. Upstream requirements in

HDAs and MDAs are based on the quantity of server cabinets in the data center’s master plan.

Execution (Phasing)

This project involves working in and re-configuring mostly occupied and active data closets and spaces. New data cabling will be installed to replace or augment existing locations in possibly occupied areas. In addition, because it is a hospital, most circuits are considered critical and cannot be interrupted at random. Therefore, this work will require careful coordination with both the departments being affected and the hospital IT department.

Because of the critical nature of these data circuits, night work may be required in some instances and extra care will need to be taken so as not to create excessive noise, dust or debris.

In each area the work consists of rough installing of the new cable, (unterminated and coiled for future extension to the work station) and terminating the new cable onto the new CAT6A patch panels in the associated TR. The next step is to extend and terminate the new cable at each station and then testing the cable. Once all the cables in the work area have been tested and certified, all the old cable can be demolished all the way back to the TR.

In most cases, work in the data closet can be confined to the TR room itself. Work in these spaces can be performed during regular hours and will only cause minimal disruptions to the area. Small areas outside the data closet can be blocked off to provide a safe working space.

Extreme care must be taken to ensure that no data circuits are disrupted. The contractor will need to be immediately responsive to restore any service interruption due to accidental disconnects/cuts.

In addition, extensive work will likely be performed in main corridor areas, and this will create disruptions to the flow of personnel in and out of those areas. Care will need to be taken to protect personnel and guests from dust, hazardous materials and falling debris. This will probably involve ICRA procedures.
