SECTION 1: SCOPE OF WORK

1. GENERAL:
1.1. Intent is to renovate the restrooms in building 13373, and convert the existing closet in the southwest corner of the building closet into a restroom.
1.2. If the codes contradict each other regarding a specific requirement, the contractor is to use the most stringent requirement.
1.3. The contractor shall limit the work to the areas indicated by the government. The contractor shall make every effort not to disturb or obstruct portions of the facilities still occupied by the government. The contractor shall make efforts to minimize interference to Government operations. The contractor shall dispose of all construction debris off base at an approved disposal facility.
1.4. Power Outages: if required, any power outage notifications must be sent to government a minimum of 2 weeks prior with a 24 hour confirmation notification prior to outage.
1.5. Water outages: Any water outages must be preceded with a minimum of 2 weeks notification with a 24 hour confirmation notification prior to the water outage.
1.6. Site Storage: On site storage outside of the project area is limited. The contractor shall minimize storage of materials and equipment on site.
1.7. A Civil Engineer Work Clearance request (673 ABW Form 3) is required to be completed before starting with any work. Contractor shall check with the appropriate authorities for Gas, Electric, Comm, Sewer, Storm and Water lines prior to beginning work.
1.8. A Storm Water Pollution Prevention Plan (SWPPP) is not required for this project;
however, best management practice will be followed.
1.9. DAMAGE TO EXISTING SITE CONDITIONS: The contractor shall be responsible to repair any and all damage incurred to existing Real Property/Grounds at no cost to the government. Contractor shall not park or drive on, sidewalk or grassy/snowy areas.
Damage incurred shall be repaired at no cost to the government.
1.10. Contractors are strongly encouraged to visit the site and get familiar with all the work related to the project prior to submitting a bid, to verify existing site condition and other information as noted in the scope of work and drawings, as well as to become familiar with the scope of work. Failure to visit the site does not relieve the Contractor from the responsibility of performing all work required to provide a complete and useable project in accordance with the Contract documents.

1.11. Sketches provided are not for construction. Contractor must create their own construction shop drawings and submit to the government for approval prior to starting work on site.
1.12. It is the inherent responsibility of the Contractor to practice good fire prevention measures while working on Elmendorf Air Force Base, including the use of a fire watch.
1.13. Protection of Existing Utilities: The Contractor shall safeguard and protect from damage all utilities encountered or uncovered during work. Any damaged utilities caused by contractor’s negligence shall be repaired immediately at no additional cost to the government.
1.14. COVID Base Access Information: When work under this contract requires entry to controlled or restricted areas, the contractor shall comply with AFI 31-101, Integrated Defense, and DODMAN5200.02_AFMAN 16-1405, Air Force Personnel Security Program. Contractors requiring access to any area on Joint Base Elmendorf- Richardson (JBER) shall comply with installation, state, and local COVID-19 policies and mandates and respect any guidelines or restrictions imposed by local businesses. These policies and mandates frequently change. Failure to comply with the guidelines or restrictions may result in suspended access to JBER or debarment. Contractors shall comply with the above-referenced documents] citing the appropriate paragraphs as applicable.
1.15. Facility is located on a secured airfield and will require escorts from the facility user, as well as advanced scheduling.
2. DEMOLISH: *** Before starting excavation, schedule a meeting with project inspector to perform a site walk to confirm demolition scope of work and mark items to be removed.
2.1. Existing Restrooms: Demolish and dispose of existing fixtures, plumbing, partitions, cove base, ceiling, lighting, and smoke detectors. Demolish plumbing and electrical only so far as required to reinstall new fixtures, lighting, and heat detectors.
2.2. Ceiling: Demolish and dispose of existing ceiling, insulation, and debris on ceiling. Walls are to be maintained.
3. NEW WORK:
3.1. Plumbing: Install hot and cold water supply using Type L copper with soldered or copper-press-joining-system joints to all fixtures. Install isolation ball valves in each restroom in accessible locations for maintenance.

3.2. Walls: Repair damaged locations. Install fiber-reinforced plastic full height from floor to ceiling on all interior walls of the restrooms. Install cove base in same location as FRP.
Coordinate finish and color selection with user and 673rd CES prior to installation.
3.3. Floor: Clean existing concrete slab and seal with a commercial sealant.
3.4. HVAC: Install new vent covers, vent ductwork, radiant baseboard covers, and diffusers for all existing vents, baseboards, and diffusers. Install new exhaust fans in both rooms.
Fully duct both exhaust fans to exterior of the building. Penetration to exterior of the building shall be sealed with wire mesh or flapper to prevent bird entry. Coordinate material and equipment selection as well as color selection with user and 673rd CES prior to installation. Exhaust fans to be separately activated via new occupancy sensors installed by the contractor.
3.4.1. In existing restroom, install minimum 180 CFM exhaust fan
3.4.2. In closet being converted to a restroom, install minimum 100 CFM exhaust fan
3.5. Ceiling: Install new finished insulated ceiling. Ceiling joists to be 2x8 on 12 inch centers, assuming Douglas Fir-Larch #2. Install ½ inch gypsum wallboard to underside of joists.
Mud and tape to level 4 finish. On top of joists install 19/32 inch plywood. Paint “MAX LOAD 20 PSF” on top of ceiling.
3.6. Paint: For all areas not covered by FRP, including both sides of ceiling and outer walls of bathrooms and FAP closet, install primer and two coats of commercial grade latex paint. Coordinate paint finish and color selection with user and 673rd CES prior to installation.
3.7. Doors: Install new solid core commercial grade doors with steel frames and stainless steel hardware at all locations indicated in the drawings. Doors shall be installed with closers. Stops shall be installed to prevent wall damage for each door if needed.
3.7.1. Install Best MX8B interchangeable core keying system, as well as cylinder that will receive these cores, with 7 pin IC small format as shown on the plans.
Contractor shall provide any removed door locks and/or cores to 773 CES/CEOHS Lock Shop prior to demolition/renovation.
3.8. Lighting: Install LED lighting in ceilings. Coordinate light fixture selection with user and 673rd CES prior to installation. Lighting to be separately activated via new occupancy sensors installed by the contractor.
3.9. Occupancy sensors: Install occupancy sensors in all rooms. Sensors shall be spaced so all areas are covered.
3.10. Pressure Jet and clean the existing sewer line. Piping will be free of any visible foreign material. Approximately 250 linear feet will need to be cleaned and jetted.
Conduct sewer camera inspection and documentation of all sanitary sewer piping out to the first manhole. Provide thorough video and documentation of all piping joints, connections, any and all low spots and imperfections.

3.11. Fixtures:
3.11.1. Toilets: Install commercial grade toilet fixtures as noted on the drawings. Toilet selection shall be coordinated with user and 673rd CES prior to installation. Connect to water supply and DWV piping. Toilets shall be equipped with touchless sensor activation.
3.11.2. Urinals: Install commercial grade urinal fixtures as noted on the drawings. Urinal selection shall be coordinated with user and 673rd CES prior to installation. Connect to water supply and DWV piping. Toilets shall be equipped with touchless sensor activation.
3.11.3. Sinks: Install commercial grade sink/lavatory fixtures as noted on the drawings.
Sink/lavatory selection shall be coordinated with user and 673rd CES before installation. Connect to water supply and DWV piping. Flexible connections shall be braided stainless only. Sinks shall be equipped with touchless sensor activation.
3.11.4. Partitions: Install solid phenolic partitions and doors as indicated on the drawings. Coordinate color and finish with user and 673rd CES before installation.
