STATEMENT OF WORK
REPAIR ALT CONTROL TOWER FIRE ESCAPE-ELECTRICAL-GENERATOR
FXSB 20-5254
SECTION 1: PROJECT INFORMATION
1.1 PROJECT LOCATION: MACC project FXSB 20-5254 shall be completed as a routine requirement at or near building 11525 Slammer Ave., on Joint Base Elmendorf-Richardson, AK. Project hours are standard work hours.
1.2 UNIQUE REQUIREMENTS: Occupancy in and around building 11525 is by permission only and all activities in and around the facility and on the flight line are by permission and coordination with the facility manager, user coordinator, contracting officer and construction inspectors.
Presence in and around facilities not involved in the construction is not allowed. In addition, movement in the facility is not allowed near aircraft or equipment inside. No photographs are allowed in and around the facility or on the flight line.
1.3 PROJECT DESCRIPTION: The project includes demolition of the roof top walkway and railing on top of the tower, demolition of heat detectors, installation of new roof top walkway and railing, repairs to roof of tower by sealing with weather tight coating, installation of an aluminum fire egress stair case, installation of a second handrail across barrel roof escape route, repair existing transition stairs, install new toe-boards along interior catwalk, install new toe-boards to fill in gaps on catwalk at base of tower, install quadruplex receptacles in specified locations within tower, install fire alarm manual pull stations at tower exit doors, install fire alarm notification strobe in cab of tower, install carbon monoxide detection within the tower (all levels), install smoke detectors within tower (all levels), install safety cages around light bulbs in spiral staircase of tower, and install low clearance warning signs within the spiral staircase of the tower. Where conflict exists between this document and the contract drawings the requirements in this document shall govern.
SECTION 2: GENERAL REQUIREMENTS
2.1 WORKMANSHIP: All work shall be accomplished in accordance with all applicable building and fire codes. Contractor shall field verify all measurements, quantities, or values stated by the Government. Liquidated damages shall be assessed for work that is not finished within the scheduled performance period.
2.2 WORKSITE: The contractor shall limit the work to the areas indicated by the government. The contractor shall make every effort not to disturb or obstruct portions of the facilities still occupied by the government. The contractor shall coordinate and schedule work with the 673 CES/CEN office prior to the start of any operation. The contractor shall dispose of all construction debris off base at an approved disposal facility.

2.3 SITE SECURITY AND PROTECTION: The contractor shall make every effort to secure the work site, allowing only authorized personnel to enter the work site. The contractor shall protect the site from damage from weather, vandalism, and/or theft.
2.4 DAMAGE TO EXISTING SITE CONDITIONS: The contractor shall be responsible to repair any and all damage incurred to existing Real Property/Grounds due to poor workmanship at no cost to the government. Contractor shall not park or drive on sidewalk or grassy/snowy areas.
Damage incurred shall be repaired at no cost to the government.
2.5 HEALTH/SAFETY: The contractor shall be responsible for compliance with OSHA and Alaska Department of Labor (AKOSH) standards. The contractor shall maintain a clean and debris free site at all times. The contractor shall keep driveways and entrances into and around the work site clear at all times. The contractor shall not use driveways or entrances as employee parking or storage of materials unless otherwise stated.
2.6 GREEN PROCUREMENT: Contractor must incorporate “green procurement” principles into the design of their projects. Specifically, consult the EPA’s web site at www.epa.gov/greenerproducts for a listing of the products that have been mandated as green procurement requirements for purchases.
SECTION 3: DESCRIPTION OF WORK AND SPECIAL INSTRUCTIONS
3.1 General Requirements (Div 1)
3.1.1. Provide complete design and construction services and drawings as noted in this document and on the Schedule of Material Submittals. Drawings shall be provided in AutoCAD and Adobe (pdf) format and shall include the color table file, font files, and any other supporting files required to print the drawings correctly. Record As-Built drawings shall comply with the attached REVISED JBER CAD RECORD DRAWING DESIGN AND AS- BUILT STANDARD Dec 2019.
3.1.2. Provide project management and quality control in accordance with base contract requirements.
3.1.3. Provide on-site portable toilet facilities for the duration of the project.
3.2 Existing Conditions (Div 2)
3.2.1. Demolish existing heat detectors, two (2), reference drawing for location.
3.2.2. Remove for reinstallation existing roof top walkway, walkway supports, grating, and railing – Lead Based Paint (LBP) is suspected on all steel of roof top walkway, walkway supports, grating, and railing, reference drawing for location.
3.2.3. Demolish existing transition stair fiberglass tread, reference drawing for location.

3.3.1. Provide and install new aluminum stairs, hand railings, gratings, landings, and structure to attach staircase to roof; reference drawings for more details (Design/Shop drawings to be submitted to government for approval prior to fabrication.)
3.3.2. Remove existing steel framed roof top walkway, walkway supports, grating, and railing, strip suspected LBP off of all components, and reinstall back into position atop the alternate tower roof once repainting is completed.
3.3.3. Provide and install new steel handrail on roof escape route from base of tower to flat roof at transition from barrel roof; match existing handrail for attachment and weather proof coating. Patch and repair roofing as required.
3.3.4. Provide and install new steel toe-boards along catwalk inside hangar and fill in gaps on catwalk surrounding base of tower on roof in accordance with AFI 91-203 para 16.4.6.10.2 & CFR 1910.29(k)(1).
3.4 Wood, Plastics, and Composites (Div 6)
3.4.1. Repair transition stairs from main egress stairs to catwalk surrounding base of tower – required to be 22 inches in width minimum in accordance with NFPA 101, table 7.2.8.4(b)(same requirement as table 40.2.5.3.1). Requires new fiberglass grating stair tread. Match existing for color, size, and anti-slip coating. See drawings for location.
3.4.2. Provide and install new fiberglass grating for roof top walkway to include manufacturer recommended mounting hardware (clips and screws/bolts), match existing at base of tower for color, size, and anti-slip coating.
3.5 Thermal & Moisture Protection (Div 7)
3.5.1. Provide and install new elastomeric waterproof compound to the roof of the tower, to the penetrations, at minimum but not limited to, which are currently cracked and leaking during occurrences of rain.
3.5.2. Provide and install new neoprene pads where the roof top walkway will “rest” on existing roof (Use existing as template).
3.6 Finishes (Div 9)
3.6.1. Provide and install one (1) coat moisture cured zinc primer on all components of the roof top walkway, walkway supports, grating, and railing after all existing suspected LBP has been removed.
3.6.2. Provide and install two (2) coats durable all weather epoxy paint on all components of the roof top walkway, walkway supports, grating, and railing. Color TBD.

3.7.1. Provide and install new low clearance warning signs within the spiral staircase in accordance with AFI 91-203 para 7.3.2.7 & CFR 1910.25(d)(3).
3.8 Electrical (Div 26)
3.8.1. Provide and install new quadruplex receptacles and required associated wiring and conduit from generator supported panel on the second floor of the tower to locations on the 1st floor, 2nd floor, and 3rd floor as follows:
3.8.1.1. First Floor – Room100
• Install one (1) quad receptacle on NW wall in corner latch side of door
• Install one (1) quad receptacle on NE wall facing airfield
• Repair – fasten loose electrical box on NW wall conduit running down from ceiling
3.8.1.2. Second Floor
• Install one (1) dedicated quad receptacle near communications rack at 12” AFF
• Remove/Reinstall existing quad receptacle already installed on telephone board to be moved from telephone board to 12” AFF “same area”
3.8.1.3. Third Floor “Cab”
• Install one (1) quad receptacle at corner next to phone/data jacks
• Install one (1) quad receptacle on SW wall near stairwell
3.8.1.4. Provide an accurate as-built to the final destination of the final installation and identify panel and circuit on all receptacles.
3.8.2. Provide and install new light bulb safety cages for the lights within the spiral staircase in accordance with 29 CFR 1910.305(a)(2)(ix).
3.9 Electronic Safety & Security (Div 28)
3.9.1. Demolish existing heat detectors, two (2).
3.9.2. Provide and install new smoke detectors, one (1) for each level – four (4), and required associated wiring and conduit from fire alarm panel to tower.
3.9.3. Provide and install new carbon monoxide detection and required associated wiring and conduit from fire alarm panel to tower in accordance with UFC 3-600-01; NFPA 720; and
NFPA 72.
3.9.4. Provide and install new fire alarm notification strobe and required associated wiring and conduit in control cab (1st floor, airfield side) in accordance with NFPA 72; UFC 3-600-01, 9-18.6.3.i.
3.9.5. Provide and install new fire alarm manual pull stations at exit doors (1st floor and 3rd floor) and required associated wiring and conduit in accordance with NFPA 72, 17.14.8.4; UFC

Manufacturer's Warranty;G
1.3 QUALITY CONTROL
Provide items by manufacturers having a minimum of 5 years of experience in the design and manufacture of similar products and systems. In addition, if requested, provide a record of at least five separate, similar, successful installations in the last 5 years. Submit manufacturer's catalog data, to include two copies of the manufacturer's specifications, load tables, dimension diagrams, and anchor details for the following items:
a. FRP Grating
b. Clips and Anchorage
Provide 3-year manufacturer's limited warranty on all FRP products against defects in materials and workmanship. Submit the Manufacturer's Sample Warranty before work starts.
Submit installation drawings, templates, and directions for installing anchorages, including sleeves, concrete inserts, anchor bolts, and items with integral anchors, that are embedded in concrete or masonry.
Submit Certification of Anchorage System compliance with ASCE 7. Deliver such items to the Contracting Officer and the project site before installation starts.
1.4 DELIVERY, HANDLING, AND STORAGE
Submit the manufacturer's recommendations for shipping, handling, and erection procedures, and care and maintenance instructions. Deliver manufactured materials in original, unbroken pallets, packages, containers, or bundles bearing the label of the manufacturer. Ensure that all adhesives, resins, and their catalysts and hardeners are crated or boxed separately, and noted as such.
Handle all materials to prevent abrasion, cracking, chipping, twisting, other deformations, and other types of damage. Store adhesives, resins and their catalysts in dry indoor facilities between 70 and 85 degrees F until they are required.
PART 2 PRODUCTS
2.1 SYSTEM DESCRIPTION
Provide gratings composed of continuous roving fiberglass reinforcement and resin in qualities, quantities, properties, arrangements, and dimensions as necessary to meet the design requirements and dimensions as specified.
Provide resin of isophthalic polyester with chemical formulations as necessary to provide the corrosion resistance, strength, and other physical properties conforming to the specified requirements.
Ensure that all surfaces of FRP items and fabrications are nonslip grit, resin-rich, and free of voids, dry spots, cracks, and unreinforced areas.
Completely cover all glass fibers with resin to protect against their exposure to ultraviolet light, wear, or weathering.

2.1.1 Performance Requirements
2.1.1.1 Structural Performance of Gratings
Provide gratings capable of withstanding the effects of gravity loads in accordance with ASCE 7, ICC IBC, and the following loads and stresses within the limits and under the conditions indicated:
Walkways and Elevated Platforms Used as Exits: Uniform load of 100 lb/square foot.
Provide grating products with a flame spread rating of 25 or less per ASTM E84 Tunnel Test. Test gratings for burn time of less than 30 seconds and an extent of burn rate of less than or equal to 10 millimeters per
ASTM D635.
2.2 FABRICATION
2.2.1 Molded FRP Grating
Ensure that all field-fabricated and shop-fabricated grating cuts are coated with vinyl ester resin to provide maximum corrosion resistance in accordance with the manufacturer's instructions.
Provide grating made as one-piece molded construction with tops and bottoms of bearing bars and cross bars in the same plane with a rectangular mesh pattern providing unidirectional strength and reinforced with continuous roving of an equal number of layers in each direction. Ensure that the top layer of reinforcement is no more than 1/8 inch below the top surface of the grating to provide maximum stiffness and prevent resin chipping of unreinforced surfaces having percentage of glass (by weight) not exceeding 35 percent.
Ensure that no dry glass fibers are visible on any surface of bearing bars or cross bars after molding, and that all bars are smooth and uniform, with no evidence of fiber orientation irregularities, interlaminar voids, porosity, resin-rich areas or resin-starved areas.
Provide nonslip surfacing manufactured with a concave, meniscus profile on the top of each bar providing maximum slip resistance.
Fillet grating bar intersections to a minimum radius of 1/16 inch to eliminate local stress concentrations and the possibility of resin cracking at these locations.
Provide fire-retardant grating with a tested flame spread rating of 25 or less when tested in accordance with ASTM E84.
2.2.2 Fasteners
Provide Type 316 stainless-steel fasteners, clips, and anchorage for exterior use. Select fasteners for type, grade, and class required.

Install items at locations indicated, according to the manufacturer's instructions. Verify all measurements and take all field measurements necessary before fabrication. Include all materials and parts necessary to complete each item, even though such work is not definitely shown or specified. Perform cutting, drilling, and fitting required for installing gratings. Set units accurately in location, alignment, and elevation;
measured from established lines; and levels and free of rack. Comply with recommendations of cited bar grating standards, including installation clearances and standard anchoring details.
a. Attach removable units to supporting members with the type and size of clips and fasteners indicated or, if not indicated, as recommended by the grating manufacturer for the type of installation conditions shown.
b. Attach nonremovable units to supporting members by welding where both materials are same; otherwise, fasten by bolting as indicated above.
3.1.1 Anchorage, Fastenings, and Connections
Provide anchorage where necessary for fastening miscellaneous FRP items securely in place.
3.2 CLOSEOUT ACTIVITIES

2.1 CARBON MONOXIDE DETECTOR
UL 2034, Single station detector surface mounted. Operational requirements shall be as follows:
a. Electrical: 120 Volt AC with 9 volt battery backup volt DC
b. Environmental: 32 degrees to 120 degrees F.

c. Alarm and Indicator: Red LED for visual and 85 db at 10 ft for audible alarm. Malfunction indicator light shall be yellow or amber LED.
Power on indicator light shall be white or green for 120 Volt AC powered units, while operating on AC power.
d. Alarm reset/silence button: Provide a manually operated alarm reset and silence button. Pressing the button shall silence the alarm, and reset the detector. Alarm shall resound within 6 minutes if CO level remains at or above 70 ppm.
e. Battery removal flag: Provide a warning flag that will be exposed while the battery is removed, and hidden while the battery is installed.

PART 3 EXECUTION
3.1 INSTALLATION
3.1.1 Electrical work
Electrical installation shall conform to the requirements of Section 26 20 00 INTERIOR DISTRIBUTION SYSTEM and NFPA 70.
3.1.2 Carbon Monoxide Detector
Install detectors in accordance with the manufacturer's instructions.
Provide detector in hallway outside bedroom and in locations as indicated.
3.1.3 Grounding and Bonding
Equipment grounding and bonding shall be in accordance with UL 2034 and
NFPA 70.
3.2 FIELD QUALITY CONTROL
Provide test equipment and personnel and submit written copies of the test results. Notify Contracting Officer 15 working days prior to the test.
3.2.1 Carbon Monoxide Detector Test
Contractor shall show by demonstration in service that the detectors are in
