5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):

These items have been standardized throughout the Wm. Jennings Bryan Dorn VAMC campus. Installing a different manufacturers’ system will create significant duplication in cost for the facility, and in most cases the equipment will not function properly. The specific impact for not using the brand name items is listed below:

a. Fire Alarm Annunciation Equipment

i. Notifier by Honeywell

ii. Impact: The fire alarm system will activate alarms within the building to alert occupants that assistance may be required. Installation of a system that interfaces properly with the existing system will ensure patient safety is maintained at the highest level. Additionally, installation of components that match the existing fire alarm system minimizes maintenance costs and bench stock requirements. No other system will integrate with our existing fire protection system. It is necessary to match the existing system to ensure there are no interface problems and that system operation and maintenance is maintained to ensure patient and worker safety.

Installation of a system that interfaces properly with the existing system will ensure patient safety and security to mitigate security threats inside facilities and outside on hospital grounds and parking lots, exterior entry doors, room entry areas, including visitor and staff Access Control Systems, Panic Alarm Systems and more. Software House C-Cure 9000 is the current campus-wide product installed for a single security control system for the WJB Dorn VAMC campus. The equipment to be installed will be monitored and controlled by WJB Dorn VAMC Police on an existing Software House C-Cure 9000 system. An incompatible system may require installation of new “front-end” and remote workstations as well as new software and programming. Additionally, installation of components that match the existing PACS security system minimizes maintenance costs and bench stock requirements. It is necessary to match the existing system to ensure there are no interface problems or impacts to patient safety and familiarity of the product to the staff and maintenance personnel. This is the only way to ensure complete compatibility and that the campus will not have multiple security systems on the WJB Dorn VAMC campus.

c. Security Cameras Video Management System

i. American Dynamics, Victor v5.6

ii. Impact: The American Dynamics Victor v5.6 is active throughout the Wm. Jennings Bryan Dorn VAMC campus, working 24x7, allowing the WJB Dorn campus Police the ability to provide greater situation awareness and security. Installation of a system that interfaces properly with the existing system will ensure patient safety, and security to mitigate security threats inside facilities and outside on hospital grounds and parking lots, exterior entry doors, room entry areas, medications security, OI&T communications rooms security, and security for both visitors and staff. An incompatible system will require the use of multiple security camera monitoring systems for Police Dispatch to monitor. This type of setup would prove cumbersome and not allow for a seamless platform the WJB Dorn VAMC police can utilize to visualize and possibly prevent more events before they occur. Additionally, installation of components that match the existing video management system minimizes maintenance costs and bench stock requirements. It is necessary to match the existing system to ensure there are no interface problems, impacts to patient safety and familiarity of the product to the staff and maintenance personnel. This is the only way to ensure complete compatibility and that the campus will not have multiple video management systems on the WJB Dorn campus.

d. Building Automation and HVAC Control System
