Historically SDVOSB projects at VA Medical Centers have been under $10M and most contract final prices fall in the $8M range. Keeping the requirement at $12M will eliminate or make it difficult for qualified, experienced GC’s who have years of experience working at the VA to bid on this project. Will the VA consider reviewing proposals that provide examples of previous performance experience as a prime contractor on a minimum of two (2) construction projects completed within the last six (6) years or 50% complete, that are at least $8M in value, at least 8,000 sq ft, performed at a Specialized Health Care Department, include uninterrupted service lines in an active medical facility that included site work, phasing, renovation/new construction or demolition and removal of existing structures?
To lower the requirement to $8 million would fall outside the VA Acquisition Regulation (VAAR) magnitude of construction and may result in the submission of projects that do not align with the size, scope, and complexity required for this specialized project. It is important that the VA receives proposals demonstrating previous performance as a prime contractor on projects that are truly comparable in terms of complexity, scope, and specialized requirements. Therefore, maintaining the $12 million threshold ensures that the experience criteria remain consistent with the nature of the work to be performed. – VA CS/CO

CG-101 Calls for ASP for various locations of underground storm piping. Is RCP or HDPE piping an acceptable alternative?

The detention system needs to be ASP as shown on the detail. Each forebay pipe includes an ASP stub. The pipe material can be substituted after that stub (we are currently showing ASP to the first storm structure). Other pipes are specified as RCP on the plans. The pipe from the forebay structures to the first structure can be RCP. If the ASP pipe is substituted, the Contractor must use a soil tight coupling at the union of the ASP pipe stub to the new pipe material. HDPE will not be acceptable replacement.
