About this file
This document provides a justification for a brand name sole source procurement. The 145th Airlift Wing requests to specify Sika Sarnafil PVC roof membrane in solicitation W50S87-21-B-5005 for an addition and alteration to Small Air Terminal Building 5 at the 145th Airlift Wing in Charlotte, North Carolina. Specifying the incumbent brand is necessary to maintain the existing 20-year warranty on the recently completed roof, with 18 years remaining, and to avoid substantial duplication of costs. The solicitation will be issued as a small business set-aside and posted to SAM.gov. The pre-bid conference will be held on June 2, 2021.

CONTROLLED UNCLASSIFIED INFORMATION (CUI)
FAR Part 6 Justification and Approval for Other than
Full and Open Competition
1. Contracting Activity: 145th Airlift Wing MSG/MSC
2. Description of Action: 145th Civil Engineer Squadron requests the inclusion of brand name Sika Sarnafil equipment/systems in solicitation W50S87-21-B-5005 for the Add/Alter Small Air Terminal project at the 145th Airlift Wing located in Charlotte, NC. The Government projects award for 2021 and a combination of fiscal year 2021 Operations and Maintenance and Military Construction funds will be used.
3. Description of Supplies/Services: The item required to be brand name is Sika Sarnafil PVC roof membrane. It is a watertight roof covering used to protect the interior of the building from water intrusion.
4. Authority Cited: 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Reason for Authority Cited: As described at FAR 6.302-1(a)(2), when the supplies or services required by the agency are available only from one responsible source, or for DoD, NASA and the Coast Guard, from only one or a limited number of responsible sources, and no other types of supplies or services will satisfy agency requirements, full and open competition need not be provided for. As further described in FAR 6.302-1(c), an acquisition or portion of an acquisition that uses a brand-name description or other purchase description to specify a particular brand-name, product, or feature of a product, peculiar to one manufacturer does not provide for full and open competition, regardless of the number of sources solicited; and shall be justified and approved in accordance with FAR 6.303 and 6.304.
The 145th Airlift Wing recently completed a project which included a full roof replacement on Bldg. 5 (building to be altered as part of the subject project), with Sika Sarnafil as the PVC roof membrane manufacturer. With the installation complete, a 20 year warranty is in place, with approximately 18 years remaining. With the addition of the Air Drop Facility as part of the subject project, the new roof will become part of the roof on Bldg. 5. If an alternate roof membrane is used it will void the current 20 year roof membrane warranty. To install another manufacturer's equipment/systems would require substantial duplication of cost to the Government not expected to be recovered through competition. In addition, unacceptable delays in fulfilling the agency’s requirements would result. To install a new PVC roof membrane system on the existing roof is estimated to cost .

7. Actions to Increase Competition: The Government will continue to seek out vendors proposing cost-effective solutions that meet the Government's needs.
Additionally, we will continue to conduct market research to find equipment/systems that are not proprietary in nature.
8. Market Research: A recent discussion with a Sika Sarnafil representative indicated that there are several certified installers that are capable of providing, installing, and warranting their product.
9. Interested Sources: Not applicable
