About this file

This is a DD Form 254 (Contract Security Classification Specification), an original security classification document dated July 21, 2026, for solicitation 692M15-25-R-00012 issued by the Federal Aviation Administration (FAA).

The contract requires armed security guard services at the FAA's William J. Hughes Technical Center for Advanced Aerospace (WJHTCAA) located at Atlantic City International Airport in Atlantic City, New Jersey. The prime contractor must maintain a Top Secret Facility Security Clearance (FCL) and satisfactory security program throughout contract performance. While the contract itself is classified at the Top Secret level, safeguarding of classified information is required only at Department of Homeland Security (DHS) tenant facilities on the WJHTCAA campus, specifically the Transportation Security Lab (TSL) and Chemistry & Explosives Branch (CEB). Personnel security clearances are not required for contract personnel assigned to FAA posts such as computer operators, roving patrol guards, or vehicle screening guards; however, DHS will provide visit authorization request (VAR) instructions for personnel assigned to TSL and CEB posts. The contract involves access to Communications Security (COMSEC) information, Sensitive Compartmented Information (SCI), and Controlled Unclassified Information (CUI). Contractor personnel assigned to TSL posts may require a Top Secret security clearance with SCI access. The applicable security regulations include the National Industrial Security Program Operating Manual (32 CFR Part 117), FAA Order 1600.1 (Personnel Security Program), and FAA Order 1600.75 (Protecting Sensitive Unclassified Information). AMS clause 3.14-1 (Security Requirements - Classified Contracts) applies to this contract. The Government Contracting Activity is the FAA, with the point of contact being Rick Whedbee at +1 (609) 485-4610. The Contracting Officer is Sarah McCarty at +1 (609) 485-4582.

The following regulation and FAA orders will apply to this contract:

- National Industrial Security Program Operating Manual (32 CFR Part 117) (DHS tenant facilities only)

- Personnel Security Program (FAA Order 1600.1)

- Protecting Sensitive Unclassified Information (SUI) (FAA Order 1600.75)

Note: FAA Order 1600.2, Classified National Security Information, and FAA Order 1600.8, Communications Security, will not apply to

PREVIOUS EDITION IS OBSOLETE. Page 3 of 4DD FORM 254, APR 2018 PREVIOUS EDITION IS OBSOLETE. Page 3 of 4DD FORM 254, APR 2018 this contract because access to classified information will be at DHS tenant facilities on the WJHTCAA campus only.

Personnel Security:

Personnel security clearances will not be required for contract personnel assigned to FAA posts (e.g. computer operator, roving patrol guard, vehicle screening guard, etc.). The DHS Science and Technology Directorate (S&T) will provide the contractor with instructions on how to send visit authorization requests (VAR) for contract personnel assigned to Transportation Security Lab (TSL) and Chemistry & Explosives Branch (CEB) posts. At the TSL and CEB, access to and safeguarding of classified information is governed by DHS Management Directive 11042.1, Sensitive Security Information.

Item 7.a.: The prime contractor will be required to issue a separate DD 254 for each classified subcontract in accordance with the NISPOM (refer to 32 CFR § 117.17, Subcontracting). Prior notification to and coordination with the FAA NISP Program Manager will be required prior to signature of the DD 254 by the prime contractor's Facility Security Officer (FSO) or authorized representative.

Item 8.a.: Location of access to classified information will be at DHS tenant facilities on the WJHTCAA campus only (i.e., TSA's Transportation Security Lab (TSL) and the Chemistry and Explosives Branch (CEB)). Access to classified information will not be required at FAA facilities on the WJHTCAA campus.

Item 10.a.: Contract personnel with FAA post assignments will not be authorized access to and use of Controlled Cryptographic Items (CCI). Contract personnel assigned to TSL and CEB posts will be authorized access to CCI, including Viper secure voice devices. The contractor will be required to provide a COMSEC Access Briefing to its personnel with access to CCI. Access to CCI at DHS facilities is governed by DHS Sensitive Systems Policy Directive 4300A.

Item 10.e(1): Designated contract personnel assigned to TSL posts may require a Top Secret security clearance with access to SCI (SI, TK, G, and HCS control systems). Contract personnel with access to SCI will comply with DHS Intelligence Policy 4300B, Sensitive Compartmented Information (SCI) Systems Security Policy, ODNI Intelligence Community Directives and Standards, and procedures issued by the Special Security Officer (SSO).

Items 10.j. and 11.l.: Contract personnel with FAA post assignments will be authorized access to Sensitive Unclassified Information (SUI) (e.g., Personally Identifiable Information (PII), For Official Use Only (FOUO), and Sensitive Security Information (SSI)). SUI includes all authorized categories and subcategories of CUI included in the CUI Registry, which is maintained by the National Archives and Records Administration’s (NARA’s) Information Security Oversight Office (ISOO). Contract personnel with access to or handling any type of SUI or category of CUI listed in the CUI Registry will comply with the safeguarding requirements of FAA Order 1600.75. Contract personnel are not authorized public release authority for SUI/CUI and must comply with FAA FOIA policy. Note: The CUI Program will be implemented in the FAA during contract performance. Upon CUI Program implementation, the contractor will mark documents containing CUI in accordance with the forthcoming FAA Order 1600.75A, Controlled Unclassified Information (CUI), and 32 CFR Part 2002, Controlled Unclassified Information (CUI).

For Official Use Only (FOUO) is a dissemination control applied to unclassified information when disclosure to the public would reasonably be expected to cause harm to an interest protected by one or more FOIA exemptions (2-9). Application of FOUO markings does not mean that the information cannot be released to the public, only that it must be reviewed by the Government prior to its release to determine whether a significant and legitimate government purpose is served by withholding the information or portions of it.

Contract personnel with access to CUI at DHS tenant facilities at the WJHTCAA will comply with DHS Instruction 121-01-011, Personnel Security - Suitability and Fitness.

Item 11.a.: This is a "access elsewhere" contract. Contractor personnel will not be receiving or generating classified information at the contractor's own facility

AMS clause 3.14-1 (Security Requirements - Classified Contracts) applies to this contract. Refer to the prime contract for a list of all other applicable AMS clauses.

The following regulation and FAA orders will apply to this contract:

- National Industrial Security Program Operating Manual (32 CFR Part 117) (DHS tenant facilities only)

- Personnel Security Program (FAA Order 1600.1)

- Protecting Sensitive Unclassified Information (SUI) (FAA Order 1600.75)

Note: FAA Order 1600.2, Classified National Security Information, and FAA Order 1600.8, Communications Security, will not apply to this contract because access to classified information will be at DHS tenant facilities on the WJHTCAA campus only.
