Section B - Supplies or Services/Prices
B.1 GENERAL
This contract is for Armed Security Guard services at the FAA’s William J. Hughes Technical Center for Advanced Aerospace (WJHTC). A single, Firm-Fixed-Price (FFP) contract will be awarded. The contract will have up to a 2-month Transition, a 12-month Base period and four (4) 12-month Option periods. The exercise of all Options is at the sole discretion of the FAA. All work will be performed in accordance with the Section C Description/Specifications.
B.2 SCHEDULE OF SUPPLIES AND SERVICES
Section J Attachment 02 Pricing Schedule and Surge FFP NTE Rates
B.3 TRANSITION PERIOD
Security services are vital to the Technical Center’s overall mission and must be provided without interruption. A transition period of 60 days begins approximately 1 February 2027.
This time is provided for such tasks as security in-processing, submission of required deliverables, and required training of contractor personnel to allow a seamless transition from the current contract to the new contract. The contractor’s responsibility for providing the services in this contract begins 12:00 midnight approximately 1 April 2027.
B.4 SURGE
As described in Statement of Work (SOW) Section 3.3.4, there may be times when the FAA requires additional level-of-effort for special events, emergencies, etc. The Contractor must provide services to the FAA on a FFP Not-to-Exceed (NTE) basis at the rates set forth in Section J Attachment 02 Pricing Schedule and Surge FFP NTE Rates.
The FAA must notify the Contractor in writing prior to work being performed under the Surge CLINs. There is no minimum for the Surge CLINs, and the ceiling amount is specified in Section J Attachment 02 Pricing Schedule and Surge FFP NTE Rates.

The FAA reserves the right to reject the spreadsheet if it contains broken formulas, locked cells, or fails to mathematically validate comprehensive compliance with the Collective Bargaining Agreements in Section J. Any discrepancies between Section J Attachment 31 SCLS Compliance submitted as part of the proposal and Section J Attachment 33 SCLS FFP buildup must be explained in writing by the contractor to the Contracting Officer. As compliance with labor rules, laws, and regulations is the responsibility of the contractor, the contractor is not entitled to an equitable adjustment or price adjustment if FFP buildup errors are discovered as a result of post-award submission of Attachment 33 SCLS FFP buildup. The Contracting Officer may withhold payment until this deliverable is approved by the Contracting Officer.
B.6 OVERTIME
As state in SOW Section 3.3, “Contractor personnel must not exceed forty (40) hours per week.” While the contractor is required to pay overtime in accordance with the SCLS, it is the contractor's responsibility to manage its workforce without the use of overtime.
