SIR Questions and Answers

SOW Questions

No. SOW Attachment #, Section #, Paragraph #

Offeror Question FAA Answer

1 Att. 1, Section 3.3, para. 3-4 and Section 3.3.1

Can the Government confirm all meals, and short rest periods, are covered by patrol/roving personnel on the provided staffing requirement?

Or is an additional relief post required not identified in 3.3.1 staffing?

It is the responsibility of the contractor to manage scheduling and staffing to cover all meal and rest breaks.

2 Att. 1, Section 3.3.1.1, Table

The hours for some of the M-F posts appear to be calculated on 260 days rather than 250 although the key at bottom says all M-F exclude holidays.

Can the Government confirm hours for Computer Operators /SOC; Guard Patrol/Vehicle Screening SOC; Guard Patrol/Main Gate 18a and Guard Visitor Screening SOC/Gate 18a?

See Revised SOW 3.3.1.1 and 3.3.20.

3 Att. 1, Section 3.4.2, general and Att. 5 GFE

Can the Government clarify if the base stations and repeaters are contractor furnished or government furnished?

Existing (VHF) and future (P25) infrastructure and dispatch consoles are and will be GFE, including repeaters.

VHF mobile/base stations and portable (handheld) units are contractor furnished. Future P25 mobiles and portables is TBD as it is unclear when that upgrade will occur.

4 Att. 1, Section 3.5.6, para. 1 and 3.6.1, para 2 (2)

Section 3.5.6 states 8 hours class and 24 hours live fire and section 3.6.1 states 8 hours class and 16 hours live fire.

Can the government clarify this discrepancy?

See revised SOW 3.6.1 which is updated to 24 hours for live fire training.

5 Att 1, Section 3.6.3

Is the recurring and annual training conducted on-the-job and part of the billable hours?

Yes. All training is to be proposed as part of the Firm- Fixed-Price (FFP), whether as labor or Other Direct Costs (ODC). Training that is not provided by the FAA as on-the-job training (OJT) is to be itemized under the Other Direct Cost (ODC) in Attachment 30, which has been revised. Also see answer to Question #29.

6 Att 1., Section 3.6.1, para 1

Does the 16-hour minimum requirement have additional course curriculum than items listed 1-27? Or is this a statement of on-the job training?

The SOW includes all required training, and all required training is to be proposed as part of the FFP.

7 Attachment 01, Statement of Work – 3.31 Annual Post Assignment Table

Are the hours included in this table identical to the post hours performed on the current contract? If no, what are the deltas?

Historical information will not be provided. SOW 3.3.1 Annual Post Assignment Table reflects the FAA’s requirements for this SIR.

8 Attachment 01, Statement of Work – 3.31 Annual Post Assignment Table

Is the incumbent contractor staffed to support the post hours on this contract by post, LCAT and CLIN? If no, what are the deltas?

SOW 3.3.1 Annual Post Assignment Table reflects the FAA’s requirements for this

SIR.

9 Attachment 01, Statement of Work – General Requirements 2.0, No. 26

The reference lists “operate Government furnished vehicles for this contract.” This contradicts 3.0 and 3.4. Please clarify.

This requirement is for the Shuttle Bus referenced in SOW 3.3.1.1 and 3.3.2.6., which is GFE.

10 Attachment 01, Statement of Work – Initial Training 3.6.1

Will all incumbents be excluded from all initial training as long as they are not expired?

Yes, with the required submission of evidence of completion of training required by the SOW.

11 Attachment 01, Statement of Work – Contractor Provided Ammunition 3.5.2

Long guns are listed but no specifications. Can the Government clarify if this is a requirement, and if so, what are the specifications?

SOW updated to remove long guns. See revised SOW 3.5.2.

12 Attachment 01, Statement of Work – Training 3.6

Will all incumbents’ training be up to date upon award?

While the incumbent is up to date on the current contract, Offerors must review the SOW for all training requirements for this solicitation.

13 Attachment 01, Statement of Work – Radio Communications 3.4.2

Will the Government provide the radio frequencies to program the radios?

Yes, upon award.

14 Attachment 01, Statement of Work – Vehicles 3.4.3

Will the Government allow the purchase of vehicles from the incumbent or do they have to be “new assets”?

It is the Offeror's business decision how to meet the age restriction specified in SOW 3.4.3.

15 Attachment 01, Statement of Work – Radio Communications 3.4.2

Due to the large footprint of the site, is there a repeater currently being utilized so the two-way radios and mobiles work properly?

Yes, repeaters are part of the Government Furnished VHF infrastructure.

16 Attachment 01, Statement of Work – Optional Post Assignments and Specific Duties 3.3.20

Are the optional post assignments evaluated as part of the total proposed price or will they be exercised via optional CLINS post-award?

Optional Post Assignment CLINs are included in the total evaluated price per SIR Section M.3.5.

17 Attachment 01, Statement of Work – Optional Post Assignments and Specific Duties 3.3.20

What is the historical billable hours for the optional gate positions and operations center support posts?

These CLINs on the current contract are FFP and billed monthly, if exercised.

18 N/A Have there been any significant changes to the facility, mission requirements, security posture, or post assignments since performance began under the current contract?

Offerors are instructed to review the SIR and all attachments in their entirety which reflect the FAA’s requirements for this SIR.

19 N/A Are there any recurring special events, exercises, surge requirements, or emergency response activities that offerors

Airshow, exercises and planned power outages are the largest recurring events should consider beyond the baseline staffing requirements?

and are covered in the SIR’s CLIN structure.

20 N/A What are the most common causes of security incidents, dispatch activations, or response actions at the Technical Center, and are there trends offerors should be aware of?

Various alarms (Supervisory, trouble, fire, IDS) as well as gate runners, access requests, in no particular order. Trend is unpredictable.

Topic: Key Personal – Supervisors:

Per the SOW, Supervisors are required to possess an associate’s degree or higher.

As not all current supervisors (Lieutenants, Captain, etc.) do not hold these higher education certificates, and supervisors with specific past performance have invaluable operational experience;

confirming this requirement will be reviewed on a case-by-case basis to allow for experience to be accepted in leu of.

SOW 3.2.2.1 allows for a waiver to be submitted in lieu of degree. These will be reviewed on a case-by-case basis. Note: the SIR does not include Key Personnel requirements.

22 Page 9 Sec 3.2.1

Topic: Key Personal – Contract Program Manager:

Per the SOW, Contract Program Managers are required to possess a bachelor’s degree or higher.

As not all current supervisors (Lieutenants, Captain, etc.) do not hold these higher education certificates, and supervisors with specific past performance have invaluable operational experience;

confirming this requirement will be reviewed on a case-by-case basis to allow for experience to be accepted in leu of.

SOW 3.2.1.1 does not allow for waivers for this position.

Note: The SIR does not include Key Personnel requirements.

Company Owned Firearms – Guards Confirming the following statement is correct: Per the SOW, firearms are to be non-private, thus company owned and issued to the guards from an onsite vault As the firearms are housed onsite and issued daily, with staff not leaving federal property, this is applicable with meeting both Federal and State (New Jersey) firearms laws.

SOW does not require weapons to be company owned. Per SOW 3.4, weapons are contractor-furnished. Per Attachment 19 National Order 1600.69D, Facility Security Management Plan (provided upon award), “No person, while in or on FAA-owned/leased facilities/properties (including vehicles) or those facilities/properties where FAA has security responsibility, will carry or have in their possession, to include their personal vehicles, firearms, ammunition, or other deadly weapons, unless authorized in writing by the FAA Administrator or falling within one of the following excepted categories or conditions:

(1) FAA [Contract Security Officers (CSO)]. FAA CSOs may carry authorized weapons necessary for the performance of their assigned duties while on duty or to/from a duty location,….”

SOW does not forbid staff from leaving federal property.

Per SOW 3.5.10, “Firearms may only leave the facility while the armed personnel are in uniform and on official duty, traveling to off-site FAA facilities.”

It is the contractor’s responsibility to comply with federal, state, and local laws.

As a federal agency, the FAA has no authority to confirm compliance with New Jersey state laws.

Also see revised SOW 3.5 and 3.5.10.

24 Pages 43-45 Multiple Sections

Topic: Company Owned Firearms – Supervisors/Key personnel Per the SOW, firearms are to be non-private, thus company owned and issued to the supervisors/key personnel from an onsite vault. As the Supervisors are/may be required to visit sites off of the WJHTC complex (i.e. 25 minutes away), confirming that the agency is open to reviewing a company owned legal version on firearms, for key personnel, that meets both Federal and State (New Jersey) firearms laws. As the State of New Jersey does not accept Company owned firearms as other states do.

See answer to Question #23.

Note: the SIR does not include Key Personnel requirements.

Vendor Provided Radios -

BAND

As current vendor supplied system is on a VHF frequency and may be replaced with an 800 MHz system, is the expectation of the contractor to provide pricing that includes both/anticipates the change during the contract term, or will this be reviewed in a change order during the contract period?

It is the Offeror’s business decision how to meet the FAA’s requirements in SOW

3.4.2 and propose accordingly.

Note: VHF infrastructure on current contract is GFE.

26 Page 39 Sec 3.4.2

Vendor Provided Radios – Licensing

VHF frequencies utilized are provided by the FAA.

Confirming that frequency that is utilized (VHF, 800 MHz, etc.)

is an agency owned frequency and the vendor is not responsible for FCC licensing.

Or is the frequency provided and maintained by the vendor secondary to coordination/approval by the COR to confirm no interference, as outlined in the

SOW.

27 3.4.3 Vehicles This section states the contractor must furnish and maintain at least 7 vehicles.

However, it also states that: “It is the Contractor's responsibility to furnish replacement vehicles to ensure that seven (7) vehicles are always available.”

To ensure each Offeror prices the subject requirement consistently, would the government consider changing the SOW language to state:

“To cover vehicle down periods (maintenance, etc.), it is the Contractor's responsibility to furnish two (2) replacement standby vehicles to ensure that seven (7) vehicles are always available.”

No.

There is no quantity requirement for replacement vehicles. It is the Offeror’s business decision how to “furnish replacement vehicles to ensure that seven (7) vehicles are always available” as required by SOW 3.4.3 and propose accordingly.

28 3.4.3 Vehicles For replacement vehicle(s), if one of the seven (7) is out for repair or maintenance, is the replacement vehicle required to have lights, siren, radios, PA system, placards installed, etc.?

All vendor furnished vehicles must meet the requirements defined in SOW 3.4.3.

29 3.6.1, 3.6.2, and 3.6.3

SOW sections 3.6.1, 3.6.2, and

3.6.3 do not list the hours for each training course. Will the government provide the hours

30 3.3.1.1 Under the Guard Patrol/Main Gate 18a listed under location/position for the FAA post assignments, there is an asterisk after (0600-0900), but there isn’t anything that identifies what that is for. Can the government please clarify?

SOW 3.3.2.7 identifies 0600- 0900 as the hours of operation for the second inbound lane.

31 3.4.3 This section states that the contractor must furnish 7 vehicles. What CLINs do these vehicles fall under?

These costs should be proposed under the Firm- Fixed-Price CLINs for FAA, TSL, and CEB (e.g., CLINs 1001, 1002, 1003).

Note: Per SOW 3.4.3, “The Contractor must furnish and maintain at least seven (7) serviceable vehicles” and “It is the Contractor's responsibility to furnish replacement vehicles to ensure that seven

(7) vehicles are always available.”

32 3.4.4 This section states that the contractor must furnish 7 ballistic body armor. What CLINs do these vehicles fall under?

35 3.3.1.1 FAA Building – SOC Operator

– Hours listed as 0700-1530 M-F. However, the total hours listed per day are 16, and per year are 4160. Can the government please clarify the hours/minimum manning required for this post?

See Revised SOW 3.3.1.1.

It is the Offeror's business decision how to schedule employee hours to ensure SOW 3.3.1.1 post assignments are met.

36 3.3.1.1 FAA Building – SOC Operator

– Hours listed as 0700-1200 M-F. However, the total hours listed per day are 5, and per year are 1300. Annual hours seem to indicate that the post is open on holidays (261 days, in lieu of 250). Can the government please clarify the hours/minimum manning required for this post?

See answer to Question #35.

37 3.3.1.1 FAA Building – Guard (Patrol / Vehicle Screening SOC) – Hours listed as 0700-1530 M- F. However, the total hours listed per day are 8. Per the productive hours listed, the post should be 8.5 hours. Can the government please clarify the hours/minimum manning required for this post?

training

SOW 3.6.2 states: “All armed personnel must satisfy state requirements for annual SORA training.” SORA training requires both day and night qualification, which adds an additional 40 rounds per officer. Please confirm offerors should include this in their proposal training cost.

All proposed costs must be included in the FFP. It is the Offeror’s business decision how to price their proposal to satisfy the SIR requirements.

41 3.3.15 Security-related Contract Clauses

The list in SOW Section 3.3.15 includes “AMS Clause 3.14-16, Technical requirements for contractor systems containing FAA data.” Does the government anticipate contractors will be required to maintain FAA data on contractor-owned systems?

No.

SIR Questions

No. Reference Section/Para.

Offeror Question FAA Answer

42 Could you please confirm if any type of bond, including a bid bond or performance bond, is required for the WJHTC Armed Security Guard Services contract submission?

No additional bonding requirements other than those that may be needed to obtain licensing and certification required by the SIR.

43 L.11.1.2(a) Would the Government consider awarding to a

No company with a Secret FCL at proposal submission and then allow time for the company to work with DCSA, after award, to upgrade the FCL to Top Secret?

44 Section H.8 and SIR Section L.11.1.2.a require the Contractor to possess a Top Secret Facility Clearance (FCL) issued by the Defense Counterintelligence and Security Agency (DCSA), and require evidence of a final or interim Top Secret FCL with the Volume 1, Tab 2 submission. Will the FAA consider amending the SIR to make the Top Secret FCL a condition of award and performance, rather than a condition of proposal eligibility, with the FCL required to be in place by a defined point after award?

No

45 If the requirement remains a condition of proposal eligibility, will the FAA accept evidence that an Offeror holds a current Secret FCL issued by DCSA, together with a Government sponsorship request for a Top Secret upgrade, as satisfying Section L.11.1.2.a?

No

46 Will the FAA, acting as the Government Contracting Activity, sponsor an otherwise technically acceptable Offeror holding a Secret FCL for an upgrade to Top Secret under 32 CFR 117.9? If so, at what point in the source selection, or after award, would the FAA initiate that sponsorship?

No, the FAA will not sponsor a contractor’s FCL.

47 How many post assignments, and how many full-time

See Attachment 01 Statement of Work, Sections 3.1.1, equivalents, require a Top Secret personnel clearance under this contract?

Does the Transportation Security Laboratory (TSL) Supervisor post require Sensitive Compartmented Information (SCI) access, and if so, which agency will sponsor SCI eligibility and indoctrination?

3.3.1.1, and 3.3.3.1 for Top Secret FCL requirements, including staffing.

TSL (DHS) will be the sponsor if TS/SCI access is required.

48 Would the FAA consider structuring the TSL Supervisor post, and any other Top Secret level post assignments, as a separately priced CLIN or option with a later performance start date, so that the Top Secret FCL requirement attaches when those posts begin rather than at proposal submission?

No

49 Does the FAA intend the Top Secret FCL requirement to apply to the prime Contractor for all performance, or only to the entity performing the TSL Supervisor post and other Top Secret level post assignments?

Please confirm whether an Offeror holding a Secret FCL, teamed with a subcontractor holding a Top Secret FCL that performs all Top Secret level posts, is eligible for award.

Per SOW Section 3.1.1, “The Top Security FCL requirement is required for the contractor, and if applicable, for any subcontractor with TSL post assignments under Section 3.3.3.1.”

An Offeror holding a Secret FCL, teamed with a subcontractor holding a Top Secret FCL that performs all Top Secret level posts, would be ineligible for award.

50 Please identify the classified information categories and safeguarding requirements on the DD Form 254 at Attachment 07 that drive the Top Secret level, including (a) which organization's requirements establish the Top

(a) See Attachment 07 DOD Contract Security Classification Specification Form DD 254, Items 1.a. and 10.e(1). Also see Attachment 01 Statement of Work, Sections 3.1.1 and 3.3.3.1 for Top Secret FCL requirements.

Secret level, and (b) whether safeguarding or storage of classified material at the Contractor's own facility is required under this contract.

(b) See Attachment 07 DOD Contract Security Classification Specification Form DD 254, Item 11.a.

51 What is the minimum acceptable documentary evidence of an interim Top Secret FCL for purposes of Section L.11.1.2.a, and as of what date must that evidence be effective?

Evidence will consist of documentation from Defense Counterintelligence and Security Agency (DCSA) granting the Interim Top Secret FCL.

Evidence must be submitted showing Interim Top Secret FCL is effective at proposal submission.

52 Will the FAA accept a joint venture, including a joint venture approved by the U.S.

Small Business Administration, as an Offeror for this requirement?

If so, must the joint venture entity itself hold the Top Secret FCL, or may the requirement be met by a joint venture member that will perform the Top Secret level work?

A joint venture may submit a proposal; see SIR Section L for instructions specific to joint ventures.

See revised SIR Section L.11.1.2.

53 If the FAA amends the security requirements in response to these questions, will the FAA extend the October 29, 2026 proposal due date to allow Offerors to respond to the amendment?

Solicitation closing date is revised; see SIR Section L.7 Proposal Submission.

54 For an 8(a) Offeror that does not currently possess a Top Secret Facility Clearance, will the FAA sponsor an otherwise qualified Offeror for an interim Top Secret FCL during the solicitation period, or must the Offeror already possess a final or interim Top Secret FCL at

See answer to Question #46 regarding sponsorship.

Per revised SIR Section L.11.1.2.a.1), “The Offeror must provide evidence of a final or interim Top Secret FCL for the Offeror and, if applicable, each identified other team member with Top the time of proposal submission?

Secret access requirements.

… If Offeror is a joint venture, evidence of a final or interim Top Secret FCL must be submitted for either the joint venture itself or for the individual member of the joint venture team that will perform the Top Secret requirements.”

55 RFP – Section L.4 – Mandatory Site Visit

Can the Government please provide the list of attendees from the 09/29 mandatory site visit?

Yes, the redacted list is posted to SAM.gov with this amendment.

56 Section L.11.1.2.c
