Attachment 22 – Supplemental Work Items
The following items shall be completed as a component of the PWS. These items shall be completed annually, in the base year or in the specified option year as indicated below. Please note that these items are not in the facility’s work management system, the scope of services / work for each work item shall be as indicated in the “Statement of Work” for each work item that follows.
Work Item A – Specialty Exhaust Certification – This work item shall be performed annually.
Work Item B- Maintenance on Telephone System – This work item shall be performed annually.
Work Item C – Prairie Burn Assistance – This work item shall be performed annually.
Work Item D – Building 8: Replace Exhaust Filters – This work item shall be performed annually.
Work Item E – Greenhouse: Apply Whitewash – This work item shall be performed annually.
Work Item F – Greenhouse: Remove Whitewash – This work item shall be performed annually.
Work Item G – Semi-Works Building: Add Glycol to Chilled Water System – This work item shall be performed in Option Year 2, if exercised by the Government.
Work Item H – Bulk Nitrogen Tank and Fill Station Maintenance – This item shall be performed in the base year of the contract.
Work Item I – Semi-Works Building: Repair Chiller #1 Tube Sheet – This item shall be performed in the base year of the contract.
Work Item J – Semi-Works Building: Repair Chiller #2 Tube Sheet – This item shall be performed in Option Year 1, if exercised by the Government.
Work Item K – Semi-Works Building: Repair Chiller #3 Tube Sheet – This item shall be performed in Option Year 2, if exercised by the Government.

Attachment 22 – Work Item A – Specialty Exhaust Certification Statement of Work
Work Item A shall be performed annually and shall be scheduled such that the specified on-site services / work occur in an August-September time frame with submission of final report by September 30. Contractor shall coordinate exact schedule with the Government.
The Contractor shall notify the CO, COR and Facility Engineer of the “agreed upon” schedule. Contractor shall provide ten (10) working day notice prior to starting on site work.
Attachment 22 – Work Item A - Specialty Exhaust Certification
STATEMENT OF WORK – Work Item A – Specialty Exhaust Certification:
1. Contractor shall conduct testing and certification of ventilated storage cabinets, chemical fume hoods, canopy exhaust hoods, exhaust elephant trunks (i.e.
articulating exhaust arms), clean benches, downdraft tables, and biological safety cabinets to provide a safe environment for laboratory personnel. Equipment listing is attached.
2. The testing and certification services shall, generally, include HEPA filter leak tests, down flow velocity profile, inflow velocity, visual smoke test, ultraviolet lamp intensity, task lighting intensity, sound levels, and cabinet electrical safety. The services shall include all labor, tools, equipment, and incidental materials. Repair of specialty exhausts and biological safety cabinets is not included.
3. All Contractor service personnel performing work at the NCAUR facility must be NSF and/or CETA accredited; Contractor must submit a copy of their accreditation certificate(s) with the quote.
4. The Contractor must also include in their quote a representative report(s) which will be used to document unit performance.
5. Contractor shall submit three (3) copies of the final written testing results and certification reports to the Owner. The reports shall be arranged in the order indicated in the equipment listing and each copy shall in a sturdy, three binder that is labeled “2020 Specialty Exhaust Certification, NCAUR, Peoria, IL”.
Ventilated Storage Cabinets:
For each ventilated storage cabinets indicated in the equipment listing, the Contractor shall perform the following:
Contractor shall perform face velocity profile measurements at various locations within the cabinet and near exhaust outlet of cabinet. The face velocity profile measurements shall be performed in a manner that is similar to the face velocity profile measurements described in ASHRAE 110. Measured face velocities shall be recorded on unit’s written report.
Contractor shall perform small volume smoke visualization test. Small volume smoke visualization test shall be performed in a manner that is similar to the small volume smoke testing described in ASHRAE 110. (Note: Large volume smoke visualization testing and tracer gas testing is not required). Contractor’s observations from the smoke test shall be recorded on unit’s written report (i.e.
“smoke was fully captured by unit exhaust”, “smoke was partially captured by unit exhaust”, etc).
For each unit, the Contractor shall remove certification tag from previous year, clean residue and provide / affix new certification tag. Certification tag (sticker) shall display at least the following: Company name providing the certification;
serial number of the equipment; date certification testing was performed; duration of certification period; certification report identifier and signature of the person performing the certification. Certification tags shall be applied in a readily visible location that will not interfere with the operation of the equipment (coordinate with Owner as needed).
For each unit, Contractor shall supply a written report with summary of unit performance and an explanation of any trends encountered.
Chemical Fume Hoods:
For each chemical fume hood indicated in the equipment listing, the Contractor shall conduct testing and certification of the chemical fume hoods in accordance with NFPA 45, ANSI Standard Z9.5 and ASHRAE 110.
Testing shall include face velocity profile measurements, measurements of cross drafts, verification of VAV system operation and response, calibration of airflow sensors and small volume smoke visualization testing. (Note: Large volume smoke visualization testing and tracer gas testing as described in ASHRAE 110 is not required).
Face velocity profile measurements shall be performed as follows:
1. With sash at fully raised position:
a. Conduct small volume smoke visualization testing, confirm that all smoke is captured by hood exhaust and not blown into the room.
b. Divide fume hood opening into equal grids with sides measuring no more than 12-inches (i.e. approximately 9 grids). Measure face velocity in each grid and record on written report of unit’s performance. Face velocity shall be measured at the plane of the sash opening.
2. With sash at 18” raised open position:
a. Conduct small volume smoke visualization testing, confirm that all smoke is captured by hood exhaust and not blown into the room.
b. Divide fume hood opening into equal grids with sides measuring no more than 12-inches (i.e. approximately 6 grids). Measure face velocity in each grid and record on written report of unit’s performance. Face velocity shall be measured at the plane of the sash opening.
3. With sash at 6” raised open
c. Conduct small volume smoke visualization testing, confirm that all smoke is captured by hood exhaust and not blown into the room.
d. Divide fume hood opening into equal grids with sides measuring no more than 12-inches (i.e. approximately 3 grids). Measure face velocity in each grid and record on the written report of unit’s performance. Face velocity shall be measured at the plane of the sash opening.
Each of the following three conditions shall be met in order for a hood to pass its certification testing:
1. The average face velocity with a sash opening of 18” shall be between 80 to 120 fpm.
2. The average face velocity with a sash opening of 6” shall not be greater than 300 fpm.
3. Smoke shall not escape into the room during the small volume smoke visualization testing.
For each unit that fails its certification testing, Contractor shall post “WARNING DO NOT USE / OUT OF SERVICE” signage onto the sash and remove or cross out any earlier inspection stickers. In addition, Contractor shall notify Owner’s point of contact immediately of the failed testing.
For each unit that passes certification testing, the Contractor shall remove certification tag from previous year, clean residue and provide / affix new certification tag. Certification tag (sticker) shall display at least the following:
Company name providing the certification; serial number of the equipment; date certification testing was performed; duration of certification period; certification report identifier and signature of the person performing the certification.
Certification tags shall be applied in a readily visible location that will not interfere with the operation of the equipment (coordinate with Owner as needed).
For each unit, Contractor shall supply a written report with summary of unit performance, indication of whether the unit passed or failed its certification testing and an explanation of any trends encountered.
Biological Safety Cabinets:
For each biological safety cabinet indicated in the equipment listing, the Contractor shall conduct testing and certification of the biological safety cabinets hoods in accordance with ANSI/NSF Standard 49.
Testing in accordance with ANSI/NSF 49 shall include, not limited to: down flow velocity profile, inflow velocity profile, HEPA filter leak test and air flow smoke pattern tests (down flow test, view screen retention test, work opening edge retention test and sash/window seal test).
For each unit that fails its certification testing, Contractor shall post “WARNING DO NOT USE / OUT OF SERVICE” signage onto the sash and remove or cross out any earlier inspection stickers. In addition, Contractor shall notify Owner’s point of contact immediately of the failed testing.
For each unit that passes its certification testing, the Contractor shall remove certification tag from previous year, clean residue and provide / affix new certification tag. Certification tag (sticker) shall display at least the following:

Canopy Exhaust Hood:
For each canopy exhaust hood indicated in the equipment listing, the Contractor shall perform the following:

The face velocity profile measurements shall be performed in a manner that is similar to the face velocity profile measurements described in ASHRAE 110. Measured face velocities shall be recorded on unit’s written report.
Contractor shall perform small volume smoke visualization test. Small volume smoke visualization test shall be performed in a manner that is similar to the small volume smoke testing described in ASHRAE 110. (Note: Large volume smoke visualization testing and tracer gas testing is not required). Contractor’s observations from the smoke test shall be recorded on unit’s written report (i.e.
“smoke was fully captured by unit exhaust”, “smoke was partially captured by unit exhaust”, etc).

Elephant Trunk (articulating exhaust arm):
For each elephant trunk indicated in the equipment listing, the Contractor shall perform the following:
Contractor shall perform face velocity profile measurements near exhaust inlet of the trunk. The face velocity profile measurements shall be performed in a manner that is similar to the face velocity profile measurements described in ASHRAE
110. Measured face velocities shall be recorded on unit’s written report.
Contractor shall perform small volume smoke visualization test. Small volume smoke visualization test shall be performed in a manner that is similar to the small volume smoke testing described in ASHRAE 110. (Note: Large volume smoke visualization testing and tracer gas testing is not required). Contractor’s observations from the smoke test shall be recorded on unit’s written report (i.e.
“smoke was fully captured by unit exhaust”, “smoke was partially captured by unit exhaust”, etc).
For each unit, the Contractor shall remove certification tag from previous year, clean residue and provide / affix new certification tag. Certification tag (sticker) shall display at least the following: Company name providing the certification;

For each clean bench indicated in the equipment listing, the Contractor shall perform HEPA leak test (filter integrity testing) and perform the following:
Contractor shall perform face velocity profile measurements. The face velocity profile measurements shall be performed in a manner that is similar to the face velocity profile measurements described in ASHRAE 110. Measured face velocities shall be recorded on unit’s written report.
Contractor shall perform IEST-RP-CC002.4 testing and results shall be recorded on unit’s written report.
For each unit, the Contractor shall remove certification tag from previous year, clean residue and provide / affix new certification tag. Certification tag (sticker) shall display at least the following: Company name providing the certification;
serial number of the equipment; date certification testing was performed; duration of certification period; certification report identifier and signature of the person performing the certification. Certification tags shall be applied in a readily visible location that will not interfere with the operation of the equipment (coordinate with Owner as needed).
Equipment Enclosure:
For each equipment enclosure indicated in the equipment listing, the Contractor shall perform the following:

The face velocity profile measurements shall be performed in a manner that is similar to the face velocity profile measurements described in ASHRAE 110.
Measured face velocities shall be recorded on unit’s written report.
Contractor shall perform small volume smoke visualization test. General Notes:
1. All work shall be coordinated and scheduled to avoid disrupting and jeopardizing ongoing research.
2. Working hours of the NCAUR facility is 8:00 am to 4:30 pm. Any work outside of this time frame shall be coordinated with Owner.

Legend for Equipment Listing:
1. “VENT-STOR-CAB” indicates ventilated storage cabinet connected to building exhaust. Ventilated cabinets are used for storage of corrosive, acid and flammable materials.
2. “HOOD” indicates chemical fume hood.
3. “BIO-CABINET” indicates biological safety cabinet.
4. “CAN-HD” indicates canopy exhaust hood.
5. “EL-TRNK” indicates elephant trunk (i.e. articulating exhaust arm) connected to building exhaust.
6. “CLEAN BENCH” indicates clean bench for product protection.
7. “EQUIP ENCL” indicates equipment enclosure associated with a specific piece of lab equipment.
8. “DOWNDRAFT TABLE” indicates specialty lab equipment used in handling myco-toxins.
Notes for Equipment Listing:
1. Provide two sets of measurements on elephant trunk. One set shall be taken when associated exhaust system is operating in “normal” mode, second set shall be taken when associated exhaust system is operating in “bulking” mode. Owner will aid in switching between these modes. Contractor shall coordinate with Owner to provide this assistance in timely manner.
2. Provide measurements of elephant trunks in Room 0232 with manual damper fully open at all elephant trunks within room.
3. Two sets of measurements shall be performed on the elephant trunk. One set shall be taken when associated exhaust system is operating in “occupied” mode, second set shall be taken when associated exhaust system is operating in “unoccupied” mode. Owner will provide assistance in switching between these modes. Contractor shall coordinate with Owner to provide this assistance in timely manner.
4. Provide two sets of measurements on Room 1308 biological cabinet. One set of measurements shall be taken when adjacent Room 1308 fume hood is running with sash at 18”, second set of measurements shall be taken when adjacent Room 1308 fume hood is not running.
5. Provide two sets of measurements on Room 1308 fume hood. One set of measurements shall be taken when adjacent Room 1308 biological cabinet is running, second set of measurements shall be taken when adjacent Room 1308 biological cabinet is not running.

Work Item B shall be performed annually and shall be scheduled such that the specified on-site services / work will occur in a November time frame. Contractor shall coordinate exact schedule with the Government.
The Contractor shall notify the CO, COR, and Facility Engineer of the “agreed upon” schedule. Contractor shall provide ten (10) working day notice prior to starting on site work.
Scope of Work Description:
The telephone system serving the NCAUR facility was placed into full operation in a late July – early August timeframe of 2016. The existing telephone system is NEC 9300 series equipment operating on NEC 9300 PcPro software with a NEC Univerge UM8000 voicemail system.
Contractor shall provide “on site” evaluation and preventative maintenance services on existing telephone system including, but not limited: running system reports for evaluation of system operation, installation of software updates (software assurance), refresher training to USDA personnel, etc. Services shall be performed by manufacturer certified technician on the NEC 9300 series telephone system. (Note: Contractor shall assume certified technician will be at the NCAUR facility for two 8-hour workdays).
The furnishing of these services shall be complete in every respect, properly operating and ready for use. All work shall be coordinated and scheduled to avoid disrupting and jeopardizing ongoing research.

Work Item C shall be performed annually. The specified on-site services / work will occur in a late February or March time frame.
Burning of the prairie area at the NCAUR facility occurs on a Saturday (one day only), typically in late February or March. The exact date is weather dependent.
With approximate two weeks prior notification, the Government will notify the Contractor of the anticipated date of that the prairie burn will be performed.
Scope of Work Description:
Provide Contractor assistance during the prairie burn, the assistance shall consist of raking and fire control per direction from Government permit holder.
The Contractor shall provide three (3) workers for this assistance on the selected Saturday from 8:00 am to 2:00 pm.

Building 8 is a plant growing facility and is a restricted access space. Contractor shall coordinate with the Government and shall perform the specified work in accordance with the Government’s procedures and protocols for access to the space.
Scope of Work Description:
The exhaust system for Building 8 includes the following filters:
Twelve (12) 20” x 16” x 2” filters – Filters are in the exhaust ductwork routed in ceiling space of Building 8 – Exhaust ductwork is routed east-west, near center of Building 8 grow space with exhaust fan located on Building 8 roof.
Four (4) 24” x 24” x 4” filters – Filters are in the return ductwork routed to the HVAC unit serving Building 8. Filters are in the ceiling space along west wall of Building 8 grow space.
One (1) 12” x 24” x 4” filters – Filter is in the return ductwork routed to the HVAC unit serving Building 8. Filter is in the ceiling space along west wall of Building 8 grow space.
The Contractor shall provide one for one replacement of the above filters. New filters shall be Camfil 30/30, Dual 9 series, MERV 9 or approved equal.
Coordinate with Government, The Contractor shall place removed filters in autoclave bags (autoclave bags to be furnished by the Government). All removed filters shall be bagged prior to moving from Building 8.
The Contractor move the bagged filters from Building 8 to an facility autoclave, coordinate exact autoclave with the Government.
The Contractor shall sterilize the removed filters prior to disposal, sterilize the filters by running filters through an autoclave (the Government will aid in autoclave run).
The Contractor shall dispose of the removed filters after sterilization process has been completed.
Note: The Building 8 ceiling space is congested with existing mechanical, electrical and plumbing installation including, but not limited to, numerous “grow” light fixtures in the vicinity of the exhaust filters. The work shall be performed in a manner such that these installations are not damaged.

Furnish and apply white shading (i.e. whitewash) to greenhouse roof panels. Shading shall be applied on all greenhouse roof panels. Shading shall be applied evenly with rollers to provide complete coverage and shall be applied in accordance with shading manufacturer’s requirements.

Remove all whitewash (shading material) from greenhouse panels (roof panels and wall panels). Whitewash shall be cleaned-removed from greenhouse panels using methods in accordance with attached Evonik Care Instructions except a new soft microfiber mop may be used in lieu of soft cloth (i.e. by washing down surface with mild liquid soap mixed in water and applied with a new soft microfiber mop). Mop shall be new and shall be checked for any abrasive debris / material before using, coordinate with Government’s QAS official.
Prior to break down and removal of any lifting equipment, Contractor shall review whitewash removal efforts with Government’s QAS official and provide any additional removal as needed for complete removal of the whitewash.

Existing conditions:
Existing closed loop chilled water system was original intended to operate at a 30% level of glycol for freeze protection.
Scope of Work:
Prior to adding any glycol to the facility’s chilled water system:
The Contractor shall sample and test existing chilled water to determine the current “per cent” level of glycol in the system and to determine the recommended amount of glycol needed to restore the system to a 30% level.
The Contractor shall submit written report of these test results along with the recommended amount to be added to restore to 30% level of glycol. Submit to the CO, COR and Facility Engineer.
Contractor shall coordinate with the Government and add new inhibited glycol to facility’s closed loop chilled water system. The amount shall be as directed by the Facility Engineer but shall not exceed nominal 1,000 gallons.
The addition of glycol shall be performed during normal working hours, shall be thoroughly coordinated with Owner and shall be scheduled during mild weather conditions as a shutdown of the chiller plant is anticipated to add the glycol. The scope of work shall include, but not limited to:
Draining the “directed amount” of gallons from the chilled water closed loop system, drained fluid shall be discharged to a nearby floor drain (i.e. sanitary sewer). Draining shall be performed in a controlled manner such that the “directed amount” of gallons are discharged over a minimum 2-hour time period.
Purchase and delivery of new glycol.
The transferring the “directed amount” of gallons of new glycol from storage vehicle (tank) into the chilled water closed loop system. The effort shall include providing all hoses, pumping equipment and connection(s) to existing piping of closed loop system. Contractor shall employ means and methods to add glycol to closed loop system in an efficient manner while limiting waste.
New glycol shall be inhibited propylene type.
Attachment 22 – Work Item H – Bulk Nitrogen Tank and Fill Station Maintenance
Work Item H shall be performed in the Base Year of the contract only (i.e. equipment manufacturer’s recommended maintenance to be performed every fifth year). The Contractor shall coordinate schedule to minimize disruptions to ongoing operations and to avoid jeopardizing ongoing research. Contractor shall coordinate exact schedule with the Government.
The Contractor shall notify the CO, COR, and Facility Engineer of the “agreed upon” schedule. Contractor shall provide ten (10) working day notice prior to starting on site work.
Scope of Work Description:
The NCAUR facility has a nitrogen bulk tank located outside of Center Wing and an interior nitrogen fill station located in Room 0105. The installation consists of bulk tank, interior alarm panel, oxygen level sensors, scale used in automatic filling, scale control panel with interconnection to control valve for automatic filling and manual fill station.

The bulk tank and interior fill station was placed into full operation in a late summer-early fall time frame of 2012.
Contractor shall provide “on site” evaluation and preventative maintenance services on existing bulk nitrogen tank and associated interior nitrogen fill station installations at the NCAUR facility. Services shall include, but not limited to:
Replacement of relief valves and rupture discs at bulk tank Replacement of line relief valves at bulk tank Checking and cleaning of Pressure Building Circuit strainer Leak check of all piping fittings at bulk tank installation Vacuum reading on main vessel Rebuild or replacement of building and economizer pressure regulators Vacuum reading at interior fill station Verify proper operation of oxygen sensors (two sensors) at interior fill station Verify proper operation of E-stop at alarm panel of interior fill station Verify proper operation of actuator valve operation Replacement of line relief valves at interior fill station
Leak check on all piping fittings at interior fill station Contractor shall generate and submit to Owner a written report of the “on site” evaluation
