Requests for Information Solicitation 12505B21R0003
Question 1: Who is the current contractor?
Answer 1: Alutiiq Security and Technology, LLC under contract number AG-32SC-C-16-
0023.
Question 2: Attachment 001, Page 1 - This list of craft codes contains two codes describing
Additional Work: AT and AW. There are also two codes for Grounds Keeper:
GRNDS and GROUNDS. Also the code PAIN has no description, although it is assumed it represents Painter, which has the code PAINT. Can the Government please clarify the significance of these items?
Answer 2: Both codes “AT” and “AW” have historically been used to indicate “Additional Work” and are intended to mean the same craft (item); there is not any intended difference between the two codes. Both codes “GRNDS” and “GROUNDS” have historically been used to indicate “Grounds Keeper” and are intended to mean the same craft (item); there is not any intended significance between the two codes.
Please delete the reference of “PAIN” in the craft code listing.
Question 3: Attachment 003, Page 1 - The first line of the work order table shows 117 WOs received and 100 completed, but does not identify what type of Work Order (PM, corrective, scheduled, etc.). Can the Government please identify this work order type?
Answer 3: The Government is unable to identify the work order type for this line. It is produced by MP2 when running a work order statistic report.
Question 4: Attachment 003, Page 1 - Does this Work Order table cover one full year of workload? If so, is it for the most recent full year of operation at NCAUR? Will the Government please provide a typical year’s workload unrelated to COVID facility impact?
Answer 4: The “Work Order Statistics” report furnished is for the time period of August 1, 2016 through December 15, 2020 (i.e. approximately 4 years and 4-1/2 months of work order statistics). O&M operation has remained in full operation during the current COVID impact, no O&M tasks have been deferred.
Question 5: Attachment 003, Page 1 - Are the quantities in the Total Open column typical of what the incoming contractor can expect to inherit when the new contract starts?
Answer 5: For the proposal, offerors shall assume the following will be inherited when the new contract starts: All awarded Additional Tasks will be completed; 30 open Additional Tasks that will need pricing proposals; 30 Corrective Measure tasks will be open; and 300 Preventative Measure tasks will be open.
Question 6: Attachment 006, All - When a PM work order is created in the MP2 CMMS, do the task instructions appear on the work order to facilitate execution by the technician?
Answer 6: Generally, task instructions appear on the work order when the work order is printed (created) from the MP2 system. There may be selected work orders that do not include task instructions.
Question 7: Attachment 014, Page 2 - Reference is made to propane for generator. How many generators are propane fueled?
Answer 7: The facility has a total of five (5) generators. Four (4) of the generators are diesel fueled type. One (1) generator is propane fueled type.
Question 8: Exhibit 001, Page 15 - PWS 2.1, WMS states in part “Resource management updates to WMS, other than data input, require CO approval.” Will the Government please define resource management updates?
Answer 8: “Resource manage updates” is intended to mean the addition, deletion, or modification of tasks (work orders).
Question 9: Exhibit 001, Page 15 - PWS 2.1.2, Government Furnished WMS. What modules are available in the MP2 WMS?
Answer 9: The current version of MP2 system at the facility is MP2 6.1. It appears that our system contains the following modules available for use by the Contractor:
Assets, Budget, Equipment, Inventory, Labor, Purchasing, Scheduling, Statistical Predictive Maintenance, Tasks, Work Requests, Work Orders.
Question 10: Exhibit 001, Page 22 - PWS 3.4 Chemical Stockroom states in part “The
Contractor must maintain a current electronic catalog of Chemical Stockroom items. Material Data Safety Sheet database, ChemSW MSDS Digital Filing Cabinet, five Videx handheld inventory scanners, one (1) barcode printer (Zebra).” Are all of these items currently in place and require only to be maintained by the Contractor and not purchased as well?
Answer 10: The five Videx handheld inventory scanners are no longer available and will not be replaced. “The Contractor must maintain a current electronic catalog of Chemical Stockroom items, Material Data Safety Sheet database, ChemSW MSDS Digital Filing Cabinet, one (1) barcode printer (Zebra).” These items are currently available and shall be maintained (not purchased) by the Contractor.
Question 11: Exhibit 001, Page 50 - PWS 7.19 Refuse and Recycling states in part “Waste
Handling container usage
• 40 YD Compactor – Approximately 6 per year
• 25 or 30 YD Open-Top Wood – Approximately 7 per year
• 25 or 30 YD Open-Top Metals – Approximately 4 per year
• 8 YD Open-Top Single Stream Recycle – Approximately 16 YD per month
• 6 YD Open-Top Yard Waste – Approximately 30 YD’s per year
Question: are all these containers Government provided, or is this the responsibility of the contractor?
Answer 11: The furnishing of all these containers shall be the responsibility of the Contractor.
The facility does have available one outdoor “open air” storage area for accumulation of wood waste and one outdoor “open air” storage area for the accumulation of metal waste; these storage areas are located at the west end of the Commodity Storage Building. These storage areas may be used by the Contractor to accumulate the appropriate waste prior to “offsite” disposal. If the Contractor uses the storage areas, the Contractor shall schedule “offsite” disposal of the waste at appropriate frequency to provide safe accumulation of the waste in the storage areas and to prevent overfilling the storage area. Additionally, the waste stored in the storage areas shall not be visible above the walls of the storage areas.
Question 12: Section L.2, Page 71 - In paragraphs (4)(a) through (4)(d), the instructions instruct offerors to create CD or USB of each proposal volume. However, in paragraph (4)(e), it instructs offerors to submit electronically via email. Can the Government consider removing the requirement of CD or USB submission and clarify that it is email submission only?
Answer 12: The CD or USB submission is required in the event there is an email system failure.
Question 13: Section L.2, Page 71 - The solicitation states that the required font is Times New
Roman size 12, double spaced for the body of the proposal. Will the Government allow font size 9 for tables and graphics?
Answer 13: Font size for tables and graphics must be readable to the naked eye with no magnification.
Question 14: Schedule B Addendum - The Header for this document says: “ERRC
Wyndmoor”, please correct.
Answer 14: Updated.
Question 15: Exhibit 001, Page 8 - PWS 1.7. How many asbestos/lead abatement actions/work orders are performed annually?
Answer 15: For the proposal, offerors shall assume that seven (7) asbestos/lead abatement actions / work orders are performed annually.
Question 16: Exhibit 001, Page 20 - PWS 2.7 states the Contractor will conduct 100% reviews of ATs. Attachment 003 Work Order statistics do not show AT workload. Please provide historical AT quantities for 3 consecutive FYs.
Answer 16: For the proposal, offerors shall assume that ninety (90) AT work orders are performed each annual year.
Question 17: Attachment 005, Page 49 - On page 49 of 184 there are two (2) lines that reference “FIRE-EXT”. No quantities are provided. PWS 4.5 says the “The Contractor must inspect, test, maintain, and recharge all portable fire extinguishers per NFPA 10. The Contractor must inspect the extinguishers in Contractor occupied spaces and carts monthly, throughout the Location annually, and conduct the 5 year maintenance schedule. Questions:
1. How many fire extinguishers are in Contractor occupied spaces?
2. When was the last 5-year scheduled maintenance performed on these extinguishers?
Answer 17: For the proposal, offerors shall assume that the Contractor shall be responsible for monthly inspections of ninety (90) fire extinguishers that are located throughout the NCAUR facility (main lab and out-buildings).
• For the proposal, offerors shall assume that annual inspection of 550 fire extinguishers in accordance with NFPA 10 (inspection shall be performed by state licensed technician) will be needed.
• For proposal, the Contractor shall assume that “5-year maintenance” shall be performed on 110 fire extinguishers each year, “5-year maintenance” shall be performed by state licensed technician.
Question 18: Exhibit 001, Page 8 - PWS 1.4 is missing from the numbering sequence, should offerors assume paragraph 1.4 is reserved? Please address.
Answer 18: For the proposal, offerors shall assume that “1.4” is reserved for future use.
Question 19: Exhibit 001, Page 9 - PWS paragraphs 1.7.1 through 1.7.16 are all sequenced under paragraph 1.7 Asbestos Awareness and site Supervision License. However, it appears that these PWS paragraphs should be sequenced under 1.6 Safety, Training Use of Protective Equipment and Medical Exams. Please review and address.
Answer 19: The Government concurs that PWS paragraphs 1.7.1 through 1.7.16 should have been sequenced under “1.6 Safety, Training, Use of Protective Equipment, and Medical Exams”. However, the items of PWS paragraphs 1.7.1 through 1.7.16 are required to be provided by each offeror. The items of PWS paragraphs 1.7.1. and
1.7.16 shall be included in each offeror’s proposal.
Question 20: Exhibit 001, Page 13 - PWS 1.9 says: “Any existing equipment within the
Government space provided to the Contractor may be used by the Contractor during the term of the contract solely for the execution of this PWS.” Will the Government-provided electronic office equipment include printer cartridges, color printing capability, and fax/scan capability? Does the incumbent contractor currently have commercial internet service provided?
Answer 20: Any electronic equipment connected to the facility’s IT network must be Government furnished, no Contractor furnished equipment shall be connected to the facility’s IT network. Any users of equipment connected to the facility’s IT network must complete the Government’s annual IT training each year. If any Contractor electronic equipment with connection to internet is needed for the performance of the contract, a separate, wireless type internet connection shall be Contractor furnished and Contractor installed. This internet connection shall be coordinated with the facility IT department and in accordance with their requirements.
For Room 1012 (main office space for the Contractor); a Government furnished networked copier / fax / scanner is provided (this copier is connected to the facility’s IT network). Copy paper for this copier is available at the Storeroom for the Contractor. Cartridges for this copier will be furnished by the Government, Contractor shall coordinate cartridge replacement with the Government to allow ordering of new cartridges if needed.
Question 21: Attachment 016 - It appears the attachment provides MP2 work order summary data for the period 3/16/2016 thru 11/14/2019, approximately a 44 month period, please confirm. Is there a reason the Government didn’t provide work order data for the period ending 10/31/2020?
Answer 21: Revised Attachment 016 will be issued.
Question 22: Attachment 016 - Reference Task No. CM Safety Instruct, is there a reason no
Estimated Labor Hours are reported for this Task No. Description?
Answer 22: This a report generated by the facility’s MP2 system. It appears that work orders do not have estimated hours for Additional Tasks and Corrective Measures tasks.
Generally, it appears that MP2 system has estimated hours only for Preventative Maintenance tasks.
Question 23: Attachment 005, Page 29 - Please confirm that Freight Elevator-04 is still out of service.
Answer 23: Freight Elevator-04 is active and operational. See PWS paragraph “6.7 Elevators and Hoisting/Handling Devices” for additional information.
Question 24: Attachment 016 - Please confirm that the 2009 data in the attachment was erroneously included in the MP2 Report and has no bearing on the workload for the current contract.
Answer 24: The 2009 data in attachment would not been performed in the current contract (contract number AG-32SC-C-16-0023).
Question 25: Attachment 005, Page 111 - Attachment 005 lists three (3) Reverse Osmosis systems, two (2) of which are not in service. Please confirm there is only one (1) operational RO system in Building 001.
Answer 25: For the proposal, the offerors shall assume that the facility has two (2) “in service” (active) RO systems (one located in North Wing Attic, second located in the Boiler House). Please note that the descriptions “RO system” and “DI water system” are both used at the NCAUR and are intended to mean the same system.
For the proposal, the offerors shall assume that the facility has three (3) water softener systems (one located in Room 0201-North Wing Basement, second located in the Boiler House, third located in the South Wing Attic).
Question 26: Attachment 019 - In reviewing Attachment 019, we don’t see any mobile radios listed. Can the Government please advise if the incumbent contractor workforce utilizes radios for communications?
Answer 26: The facility has a Government furnished radio system. The Contractor will utilize this radio system for communication with their staff and with USDA facility staff (facility engineer and quality assurance officer). In general, Contractor staff (maintenance, housekeeping, groundskeeping, security, project management, etc.)
shall always carry a radio while performing their assigned tasks (for emergency and critical communications). Additionally, Contractor’s security staff shall be trained to accept telephone calls through radios. For the proposal, the Contractor shall provide preventative maintenance on the radio system as indicated in the WMS (MP2). The Government will be responsible for replacement radios when needed.
Question 27: Per Section L.2, “ All proposals shall be submitted electronically via email to josh.dobereiner@usda.gov and on CD or USB drive to the address listed above”. Would the Government consider changing this requirement to having proposals uploaded to DoD SAFE site, which would eliminate any issues with email transmission due to size as well as delivery of a CD or USB drive?
Answer 27: We do not utilize DoD SAFE site.
Question 28: Past Performance Instructions – Are offerors allowed to provide past performance references from a major subcontractor to count towards the up to 5 contract references?
Answer 28: Subcontractor past performance information can be provided as long as there is a clear indication in the technical proposal what major portion of the work the subcontractor will perform.
Question 29: Are past performance questionnaires required to be submitted for each reference listed? If so, can final or interim CPARS be submitted instead?
Answer 29: Interim or final CPARS evaluations are acceptable in lieu of a past performance questionnaire.
Question 30: Is there another work order system currently in use, in addition to MP2?
Answer 30: MP2 is the only work order system currently in use at the NCAUR facility.
Question 31: Are e-mail and CD/USB both due by the proposal due date or will you accept the
CD/USB to be delivered after the due date if the proposal is emailed to Josh Dobereiner by the due date?
Answer 31: The CD or USB submission is required in the event there is an email system failure; therefore, they are due at the same time as the emailed proposals.
Question 32: File: SF33 with Sections B-M, Page 71, paragraph 4.a. states “One (1) CD or
USB of the completed, signed offer (Sections A through K of the solicitation package).” Question: Do you want every page of Sections A through K submitted with our proposal or should offerors only submit the pages that require a response (ex: SF33, Reps and Certs)?
Answer 32: Just the pages that require a response.
Question 33: Price Proposal instructions state a price breakdown must be furnished for direct labor prices. It also requires offerors to specifically identify prices associated with routine work. The Section B.2 states "Routine work is all work that is defined in the PWS." It is not clear what work is IDIQ if all work defined in the PWS is routine work. Also, Section B.4 states "See attached Schedule B" but the solicitation does not provide Schedule B. There are, however, several continuation sheets provided in section B on pages 2-4 as well as a file entitled mailto:josh.dobereiner@usda.gov
"Schedule B Addendum.xls". The continuation sheets provide for Item Numbers 0001 (transition only), 0x02 and 0x03 (where "x" represents the year or performance where 0 = base year, 1 = first option year, 2 = 2nd option year, etc...). Will the government clarify what the requirements are for submitting a Pricing Schedule?
Answer 33: The IDQ portion of the work are the Additional Tasks, which are defined in Section 2.2 of the PWS.
The Excel spreadsheet titled, “Schedule B Addendum”, is what needs to be submitted for the pricing schedule. The buildup of labor rates required can be submitted in a separate Excel spreadsheet or sheets can be added to the “Schedule B Addendum”.
Question 34: Price Proposal instructions state a price breakdown must be furnished for direct labor prices. It also requires offerors to specifically identify prices associated with routine work. The Section B.2 states "Routine work is all work that is defined in the PWS." It is not clear what work is IDIQ if all work defined in the PWS is routine work. Also, Section B.4 states "See attached Schedule B" but the solicitation does not provide Schedule B. There are, however, several continuation sheets provided in section B on pages 2-4 as well as a file entitled "Schedule B Addendum.xls". The continuation sheets provide for Item Numbers 0001 (transition only), 0x02 and 0x03 (where "x" represents the year or performance where 0 = base year, 1 = first option year, 2 = 2nd option year, etc...). Will the government clarify what type of direct labor prices a price breakdown must be furnished, OR confirm whether the intent is for offerors to provide a detailed buildup of their Additional Work Labor Rates?
Answer 34: The intent is for offerors to provide a detailed buildup of labor rates for each labor position proposed for the firm fixed price or “routine” work identified in the PWS and a detailed buildup of labor rates for labor category listed on the “DBA AW” and “SCA AW” tabs on the “Schedule B Addendum” spreadsheet.
Question 35: 1)The top of the Excel file's worksheet entitled "Sheet 1" states "Total Firm Fixed
Price for labor, material and equipment to perform all routine work as specified in Section C, except for additional work specifically identified as being included in the Indefinite Delivery/Indefinite Quantity portions of the contract." 2) Section C provides a single sheet with the same AGAR regulation cited twice and each state "The Contractor shall furnish the necessary personnel, material, equipment, services and facilities (except as otherwise specified), to perform the Statement of Work/Specifications referenced in Section J." 3) Section J is a single sheet which references a list of twenty-two (22) Attachments (#s 001 thru 022) as well as a list of seven (7) Exhibits (#s 001 thru 007) and does not reference any Statement of Work/Specifications. Please clarify where the PWS/Statement of Work Specifications can be found and amend the solicitation accordingly.
Answer 35: The PWS is identified in Section J.2 as Exhibit 001. This exhibit is one of the files that is included as an attachment to the solicitation on sam.gov.
Question 36: Price Proposal instructions state "The Offeror shall furnish a price breakdown with supporting data, including a breakdown of direct labor prices for the base and all option years. Will the government clarify what type of supporting data and breakdown of direct labor pricing the government wants.
Answer 36: A detailed buildup that shows the fully burdened hourly rate for each position proposed.
Question 37: Price Proposal instructions state "The Offeror shall furnish a price breakdown with supporting data, including a breakdown of direct labor prices for the base and all option years. The price proposal shall specifically identify prices associated with routine work." The Section B.2 states "Routine work is all work that is defined in the PWS." It is not clear what work is defined as Routine vs.
IDIQ in the PWS. Also, Section B.4 states "See attached Schedule B" but the solicitation does not provide Schedule B. There are, however, several continuation sheets provided in section B on pages 2-4 as well as a file entitled "Schedule B Addendum.xls". The continuation sheets provide for Item Numbers 0001 (transition only), 0x02 and 0x03 (where "x" represents the year or performance where 0 = base year, 1 = first option year, 2 = 2nd option year, etc...). Please confirm the requirement to provide "a breakdown of direct labor prices for the base year and all option years refers to the Additional Work Labor Categories shown in the file "Schedule B Addendum" worksheets named "DBA AW" and "SCA AW".
Answer 37: The breakdown of direct labor prices refers to all positions proposed to include the routine work and the IDQ additional tasks.
Question 38: Paragraphs 2.8.0 thru 2.8.4 reference "activities requested by the Government" and "(i.e. activities that are not preventative maintenance tasks or corrective measures required in the PWS)". If these activities are not required in the PWS, but are yet described in the PWS creates uncertainty with the regards to the PWS.
This in turn creates uncertainty with regards to whether the Government's Discretionary HVAC, Electrical, Pipefitter, Paint and Common Task/Move Hours are part of the Firm Fixed Pricing Requirement or to be considered part of the hours provided in the file "Schedule B Addendum.xls" on worksheet (tabs) entitled "DBA AW" or "SCA AW". Additional uncertainty exists with regards to whether these hours are subject to the Service Contract Act or Davis Bacon Act.
If the Discretionary PWS's 2.8.0 thru 2.8.1 are considered Routine Work, please indicate which of these activities and hours are to be priced using Construction Based (DBA) or Service Contract Act (SCA) based wages.
Answer 38: The Government Discretionary Hours are to be included as part of the Firm Fixed Pricing Requirement and shall be based on Service Contract Act (SCA) wages.
Question 39: PWS 2.1.2 Indicates MP2 is the Government Furnished WMS. Attachments 5, 6, and 7 are reports from MP2. Subfactor 2 of the Technical Proposal includes two requirements to 1) discussions regarding offerors plans to establish a work order system and 2) discussions regarding integration of a proposed work order system with the paperless MP2 system. It is not clear whether the existing MP2 system includes a contractor's ability and appropriate software rights to use MP2 for work order planning, execution, materials ordering (purchasing), quality and safety management as well as other efficiencies. Can the Government please clarify the scope of use of MP2 as the system applies to the full spectrum of work order management?
Answer 39: The current version of MP2 system at the facility is MP2 6.1. It appears that our system contains the following modules available for use by the Contractor:
Assets, Budget, Equipment, Inventory, Labor, Purchasing, Scheduling, Statistical Predictive Maintenance, Tasks, Work Requests, Work Orders. The current contractor uses this MP2 system for work order management. Offerors shall assume the existing MP2 system at the facility is proper functioning. Contractor is required to use this MP2 system in work order management (see paragraph 2.1 of the PWS).
Question 40: PWS 2.1.2 Indicates MP2 is the Government Furnished WMS. Attachments 5, 6, requirements to 1) discussions regarding offerors plans to establish a work order system and 2) discussions regarding integration of a proposed work order system with the paperless MP2 system. It is not clear whether the existing MP2 system includes a contractor's ability and appropriate software rights to use MP2 for work order planning, execution, materials ordering (purchasing), quality and safety management as well as other efficiencies. MP2- are offerors mandated to establish a Work Order System, separate from MP2?
Answer 40: Offerors are not mandated to establish a Work Order System, separate from MP2.

It is not clear whether the existing MP2 system includes a contractor's ability and appropriate software rights to use MP2 for work order planning, execution, materials ordering (purchasing), quality and safety management as well as other efficiencies. What is the current version of the Government's MP2 software and has it been fully implemented to include all functionality required for the execution of this contract?

Question 42: Attachment 003 does not provide the time period covered by the data nor indicate if this is current data. Will the Government provide the time period covered by the data?
Answer 42: The information in Attachment 003 is from August 1, 2016 through December 15, 2020.
Question 43: Attachment 003 does not provide the time period covered by the data nor indicate if this is current data. Will the Government provide a historical number of Work Orders to be Completed for each year?
Answer 43: The information in Attachment 003 is from August 1, 2016 through December 15, 2020. The offerors shall use this historical data as the basis to determine (estimate) the number of Work Orders to be completed annually.
Question 44: Because the RFP's Firm Fixed Prices do not require proposed hours by Labor
Category, it is not clear how any future adjustments for option periods will be calculated based on the configuration of employees at the time of award and how the requirements of FAR 52.222-43 Fair Labor Standards Act and Service Contract Labor Standards- Price Adjustment (Multiple Year and Option Contracts) (Aug 2018) are to be handled. Please clarify how adjustments resulting from DOL Wage Determinations Revisions will be based on the configuration of employees at the time of award.
Answer 44: As noted in several previous responses, the intent is for offerors to provide a detailed buildup that shows the fully burdened hourly rate for each position proposed, including the firm fixed price “routine” work and the IDQ additional tasks. This detailed buildup will be used to calculate any adjustments necessary resulting from wage determination revisions.
Question 45: The 1st bullet in the RFP's Price Proposal instructions states "The Offeror shall furnish a price breakdown with supporting data, including a breakdown of direct labor prices for the base and all option years" The 3rd bullet in the RFP's Price Proposal instructions states "The Offeror must submit fully burdened hourly rates for the labor categories cited in Section B.2. There are, however, no labor categories cited in Section B.2. Will the Government clarify the 3rd bullet in the RFP's Price Proposal instructions including an explanation of the difference between the 1st and 3rd bullets?
Answer 45: The first bullet is for the firm fixed price “routine” work. The third bullet is for the IDQ additional tasks work.
Question 46: Exhibit 007 provides for the following vacation entitlements: 2 weeks paid vacation after 1 year of service with a contractor or successor; 3 weeks after 10 years and 4 after 20 years. Length of service includes the whole span of continuous service with the present contractor or successor wherever employed and with the predecessor contractors in the performance of similar work at the same Federal facility. (Reg. 29 CFR 4.173). Employee seniority can have a major impact on productivity. In order to keep all offerors' fixed labor rates based on fair and reasonable assumptions, will the Government please provide a seniority roster for all current incumbent personnel?
Answer 46: For the proposal, the offerors shall assume that each employee of the incumbent personnel has more than 10 years of continuous service and less than 20 years of continuous service.
Question 47: The Government Property/GFE doesn't include Condition, Age of Equipment, Models or Acquisition Cost. Also it is unclear if the Government will replace worn out / broken GFE. Will the Government provide the Age, Condition, Make/Model of GFE and who's responsibility it is to replace it if it wears out or is broken thru normal use (not including mis-use).
Answer 47: For the proposal, the offerors shall assume that Government furnished property and equipment is properly functioning and at its mid-life point. The Contractor shall not be responsible for Government furnished property and equipment that “wears out” due to normal use and needs replacement.
Question 48: Several of the twenty-two (22) references provided were not reachable, had been moved/revised/deleted, the web page did not exist or not found on the pointed-server. These include GSA Green Purchase Plan, Guiding Principles for Sustainable Existing Buildings, Biobased Products, Comprehensive Procurement Guidelines and 41 CFR, Part 102-74, Subpart FMR Facility Management (at the link provided). Please clarify which specific documents are incorporated by reference or amend the solicitation to remove those which are not applicable.
Answer 48: Revised “Attachment 04 – Documents by Reference” will be issued.
Question 49: Schedule B Addendum, work tab "SCA AW" includes a Labor Category "HVAC
Research" which does not align with any of the SCA labor categories. However, a SCA Labor Category "23411 - Heating Ventilation And Air Conditioning Mechanic (Research Facility) " with a minimum hrly rate of $35.87 exists. Please clarify which SCA labor category/rate of pay should be utilized for the 400 HVAC Research hours shown in the attachment.
Answer 49: “HVAC Research” is an abbreviation for “23411 – Heating Ventilation and Air Conditioning Mechanic (Research Facility)”.
Question 50: RFP Section L, (a) General Instructions (c) Technical Proposal Instructions (2)
Subfactor 2 6th bullet "How your firm will interact with other prime contractors performing at the NCAUR;" Other prime contractors are not described. Can the Government please provide a list of existing prime contractors and their functions on the site?
Answer 50: The NCAUR facility typically has one to two ongoing renovation projects annually. These renovation projects are procured separately and will have a designated “prime contractor”. The prime contractor for these renovation projects can vary from project to project.
Question 51: Attachment 006 shows tasks with Instruction Codes which refer to PWS sections that do not exist or make sense. For example, Instruction Code 126 on page 20/88 references PWS 4.3 and describes Painting Interior/Exterior Common Areas once every five (5) years. However, PWS Section 4.3 is Asbestos Remediation.
Another example is Instruction Code 142 on page 22/88 references PWS 6.3 and checking Wire Terminations/Voltages in a Service Building's Access Panel for Remote Gate. However, PWS 6.3 is Autoclaves. Instruction Code 143 also references PWS 6.3. Finally, many instruction codes are blank (reference instruction codes 003 thru 006, 124, 125, etc.….) Can the Government please clarify the PWS references in Attachment 006?
Answer 51: Cross references between Instruction Codes and PWS sections may need updating. This update will not occur prior to submission of offeror’s proposal.
The offerors will use the information provided to determine their proposal.

Answer 52: The painting of interior / exterior common areas once every five (5) years is not required for this contract or for the previous contract. Contractor shall provide 200 paint hours annually at SCA wages in their firm fixed proposal. Cost for paint materials shall be Government’s responsibility. The Contractor shall coordinate with the Government to determine what paint items will be addressed annually.
Question 53: Section B's continuation sheets don't include any Quantities in Column "C" or
Units in Column "D". Section G.4 indicates monthly invoices are to be prepared and are to include (per item 4) Quantity and Unit of Measure. Please provide/clarify if the Quantities and Units in section B are to be left blank.
Answer 53: Quantities and Units of Measure are not required for monthly invoice submission.
Question 54: We need clarification on whether "text of the proposal" also includes text in tables, graphics and headers. Will the government clarify whether font size, and double spacing requirements also apply to proposal text in headers, tables and graphics? If so, will the government consider allowing Times New Roman font size 10 for graphics and tables, and single-spaced text for headers?
Answer 54: Font size for tables and graphics must be readable to the naked eye with no
Question 55: There are generators and boilers listed here that require fuel: 20,000 gallons for
Boilers, 1,000 gallons for South Wing Generator, 650 gallons for North Wing Generator, 1120 gallons for Center Wing Generator, 130 gallons for South Wing Generator Day Tank, 55 gallons for Boiler House Day Tank, 320 gallons for Exterior Tank near Building 10. Is the contractor responsible for purchasing fuel for generators and boilers?
Answer 55: The Government will be responsible for purchasing fuel for the facility’s generators and boilers. See Attachment 14 for additional information on required Contractor assistance on purchasing fuel for the facility’s generators and boilers.
Question 56: There are more than 600 pieces of equipment listed as Not In Service. Is the
Contractor responsible for maintaining equipment not In Service?
Answer 56: Contractor is not responsible for maintaining equipment indicated as “Not in
Service” in the Attachments furnished by the Government for this proposal.
Question 57: During the phase-in period, the Contractor must be responsible for evaluating work in progress and schedule the completion of work in the base period of execution. The scope of this work will not be known until transition so it is unquantifiable at this point. Will completion of this work fall under IDIQ work?
Answer 57: For the proposal, offerors shall assume the following will be inherited when the new contract starts: All awarded Additional Tasks will be completed; 30 open Additional Tasks that will need pricing proposals; 30 Corrective Measure tasks will be open; and 300 Preventative Measure tasks will be open.
Question 58: The Contractor must manage issuance / return of Government owned vehicles during normal business hours including, but not limited to: removal of van seats upon request, issuing vehicle mileage forms, filing returned vehicle mileage forms, recording mileage data for each vehicle – each trip, issuing vehicle keys and issuing vehicle gas cards. Upon vehicle return, the Contractor must check and fill fuel and fluids; and must re install van seats to original configuration (if removal was requested). How many times per year are these vehicles issued out and returned?
Answer 58: For the proposal, offerors shall assume that vehicles are issued out and returned 200 times annually.
Question 59: The Contractor must provide stewardship of, and updates to, the O&M manual library, warranty logs, warranty files, and “As Built Drawings” for all utility and structural changes. Is it the intent for the contractor to make updates to the As-built drawings. If yes what format are the as-built drawings in?
Answer 59: For the proposal, the offerors shall assume that the existing as-built drawings are in a hard copy, paper format. Contractor shall provide neat, clear, handwritten notations on these drawings of utility and structural changes in the performance of the contract. A portion of these drawings are in electronic, Autocad format.
However, it is not intended for the Contractor to update the electronic versions.
Question 60: The Contractor must assist with Government issued Construction projects as required by the CO. The CO has authority to defer work as necessary. This type of assistance normally includes: locating various utilities (valves, piping, switches, circuit breakers); relocating equipment or components, coordinating shutdowns/facility closures, placing utilities and equipment online and offline;
furnishing temporary utilities (water, electric, steam, gas, vacuum, air, drain, water, HVAC); operating material handling devices and powered vehicles. Will the government please clarify if this support is considered routine and if so, provide number of occurrences for each of the listed categories of assistance required?
Answer 60: Assistance on Government issued construction and renovation projects shall be considered routine work (within firm fixed price). This assistance could be from various trades.
Question 61: Contractor must schedule, set-up, tear-down, and arrange furniture, equipment, for the auditorium, conference rooms, and lobby. Will the government please provide the quantity of events and amount of equipment and furniture involved.
Answer 61: For the proposal, offerors shall assume the set-up and tear-down of the auditorium and conference rooms will occur 100 times annually. The amount of equipment and furniture will vary with each set-up.
Question 62: The Contractor shall provide maintenance and inspection of all safety equipment as defined in the work management system (currently MP2). Unless otherwise stricter requirements are indicated in work management system, equipment shall be inspected, serviced and certified according to industry standards. Will the government please provide the quantity and types of safety equipment in the work management system.
Answer 62: See Attachment 005 for listing of equipment at the NCAUR facility.
Question 63: “The Contractor must monitor, maintain, modify, adjust, repair, inspect, test, and certify fire, smoke detection, heat detection, sprinkler systems to ensure uninterrupted service. Will the government please provide an inventory of the fire system components identified for contract to maintain in Para 4,6
Answer 63: A listing of fire alarm devices identified in annual fire alarm testing will be issued.
Question 64: Will the government confirm whether the Title Page, Tables of Contents and
Acronyms Lists are excluded from the page count for the Past Performance Proposal and Technical Proposal volumes?
Answer 64: These pages are excluded from the page count.
Question 65: Due to the number of questions submitted, and the material impact the responses are likely to have on offeror's proposals, an extension would allow offerors time to review and finalize proposals. Will the government provide a two-week proposal submission extension to July 22 to allow offerors time to review government questions and answers once received?
Answer 65: Government will consider this request. Any extension to the proposal submission will be issued by the Government’s CO.
Question 66: The Contractor shall provide all fuel needed for grounds and landscaping activities. Fuel shall meet the requirements of the equipment that it will be used with. Will the government please provide a list of equipment that will be provided for the contractors use to accomplishing the Ground Services requirement?

Question 68: Attachment 06 MP2 Task Instruction List Instruction Code 126 States: All
Surfaces of common areas (Interior and Exterior) and pavement markings shall be painted at least once every five (5) years. Common areas for painting include conference rooms, bathrooms, lounges, lawn furniture, library, signs, outside lamps, cafeteria, hallways, stairwells, auditorium and maintenance garage. Will the government provide the dimensions of these areas requiring painting every 5 years?
Answer 68: The painting of interior / exterior common areas once every five (5) years is not required for this contract or for the previous contract. Contractor shall provide 200 paint hours annually at SCA wages in their firm fixed proposal. Cost for paint materials shall be Government’s responsibility. The Contractor shall coordinate with the Government to determine what paint items will be addressed annually.
Question 69: The Contractor must provide all preventative maintenance, corrective maintenance, and modifications necessary for all fire and fire dampers according to NFPA, UL, and manufacturer’s specifications to maintain the integrity of the rated system. Will the government provide the quantity of all fire dampers?
Answer 69: Exact quantity of fire dampers is not readily available. For the proposal, offerors shall assume the facility has forty (40) fire dampers installed throughout the facility.
Question 70: The Contractor must inspect, operate, and maintain above underground storage tanks IAW with State and Federal regulations, and mfg. operating and pollution control practices. Does the 20,000 underground boiler fuel tank have a cathodic protection system installed. If so is it a galvanic or impressed system?
Answer 70: The existing 20,000 gallon underground fuel tank does not have a cathodic protection system. This underground fuel tank is a fiberglass, non-corrosive, double wall type.
Question 71: Contractor must have the capacity to react to remediate to both immediate and small “maintenance type” situations. The Contractor shall provide a Licensed Asbestos Supervisor to oversee abatement in accordance with State and Federal legislation. Is it the intent of the government to require the Licensed Asbestos Supervisor to be a member of the contractors staff or can this position be out sourced to an Asbestos Remediation Sub-Contractor?
Answer 71: It is the Government’s intent for the Contractor to have a Licensed Asbestos Supervisor oversee abatement activities with quantities in excess of 3 square feet or 3 lineal feet (i.e. Illinois Department of Public Health requirements). The Licensed Asbestos Supervisor may be out-sourced to an Asbestos Remediation sub-contractor. Additionally, it is the Government’s intent for the Contractor to have trained personnel on their staff to perform abatement activities with quantities that are below the levels requiring a Licensed Asbestos Supervisor.
Question 72: In addition to maintaining the greenhouse lighting system throughout each year, the Contractor must provide group re-lamping (i.e. complete replacement of lighting within a bay) at the Greenhouse. Contractor shall provide group re-lamping in two bays per year. Contractor shall furnish all materials and supplies for the group re-lamping program of the Greenhouse. Will the government please provide the quantity and type of lamps requiring group annual relamping?
Answer 72: For the proposal, the Contractor shall assume each greenhouse bay has four (4) light fixtures with 1000 watt metal halide lamping and four (4) light fixtures with 1000 watt high pressure sodium lamping (total of 8-1000 watt metal halide lamps and 8-1000 watt high pressure sodium lamps will be replaced annually).
Question 73: There are various references in the PWS to NCAUR Safety and Occupational
Health Specialist and Center Safety Manager. Question: Are these positions different or are they one and the same?
Answer 73: These positions are the same.
Question 74: PWS 3.17, page 27 states in part “The Contractor shall manage all storeroom operations including but not limited to operating and maintaining a current computerized inventory system that labels and assigns stock numbers to items.”
Question: Does the computerized inventory system consist of the CISPro Global, the Videx inventory scanners and the Zebra barcode scanner referenced in PWS
3.4 on page 22?
Answer 74: The five Videx handheld inventory scanners are no longer available and will not be replaced. “The Contractor must maintain a current electronic catalog of Chemical Stockroom items, Material Data Safety Sheet database, ChemSW MSDS Digital Filing Cabinet, one (1) barcode printer (Zebra).” These items are currently available and shall be maintained (not purchased) by the Contractor.
These items are reserved for use with chemical stockroom.
Storeroom items (inventory) are tracked through MP2. Electronic scanners are not available for storeroom items. Part numbers are assigned within MP2 for inventory. The receipt and distribution of inventory is manually recorded / logged and then inputted into MP2.
Question 75: PWS 3.8, page 23 states “The flags are replaced approximately 4–5 times per year." Question: Is the cost of replacing these large flags cost reimbursable?
Answer 75: The cost of replacing the flags are the responsibility of the Contractor and shall be included as part of the Firm Fixed Pricing Requirement. The cost for flags is not reimbursable.
Question 76: PWS 6.16, page 38 states “The Contractor must maintain an onsite inventory of refrigerants and recovery equipment and cylinders for refrigeration services."
PWS 2.1, page 15 states in part “The WMS is intended to accurately maintain all O&M records including, but not limited to…Inventory…activities.” Question: Is it the Government’s intent that the Contractor use MP2 to maintain this refrigerant and associated equipment inventory?
Answer 76: MP2 shall be used to track inventory of refrigerant and associated equipment.
Currently, HVAC technicians manually log the amount of refrigerant that is distributed and recovered. The information from these logs are then inputted in
MP2.
Question 77: Attachment 020 contains thousands of stock items. Question: Is an inventory required during transition for this list?
Answer 77: An inventory of stock items shall be required during the transition.
Question 78: PWS 2.1, page 15 states in part “The WMS is intended to accurately maintain all
O&M records including, but not limited to, scheduled work dates, work completion dates, descriptions of work performed, craftsmen type, employees time expended, materials used, materials cost, equipment and utility identifications, equipment and utility descriptions, equipment and utility locations, craftsmen comments, inventory, and Quality Control activities.”
Question #1: Is it the Government’s intent that the Contractor use MP2 to conduct and maintain all required inventories other than chemical inventories?
