Attachment 021 Operation and Maintenance Contract USDA-NCAUR, Peoria, IL
Space Temperature and Humidity Requirements
General:
Contractor shall manage, maintain, repair and operate building systems to provide space environments as indicated in the general requirements and the requirements indicated for specific locations that follow (Note: Requirements indicated for specific locations overrule general requirements). Written notification from the Government is needed to adjust the requirements that follow.
Space Temperature and Humidity Requirements – General Requirements
Miscellaneous Building System Requirements:
Building systems shall maintain:
Minimum building steam pressure of 50 psi at all times Maximum building chiller water temperature of 45 deg F at all times during summer mode operation Maximum building chiller water temperature during winter mode operation shall be coordinated with NCAUR Facility Engineer and is based on outside air temperature to allow maximum usage of facility’s heat exchanger for energy cost savings
Process chilled water within plus or minus 2 deg of set point; set point shall be coordinated with and as directed by NCAUR Facility Engineer.
Upon request by NCAUR Facility Engineer, building systems shall provide increased building steam pressure up to 120 psi for specific time period (typically for a specific research operation). Contractor shall assume that this condition will occur during normal working hours).
General Space Requirements:
When in occupied mode for North and Center Wings; building systems shall maintain space temperatures to plus or minus 2 deg F of set point; set points shall be coordinated with and as directed by NCAUR Facility Engineer.
When in occupied mode for North Administrative, South Administrative and South Wings; building systems shall maintain space temperatures to plus or minus 3 deg F of set point; set points shall be coordinated with and as directed by NCAUR Facility Engineer.
During unoccupied time periods:
o Space temperatures for conference rooms, labs and offices shall be greater than 65 deg F and less than 85 deg F o Space temperatures for all other areas with heating capabilities shall not drop below 55 deg F unless noted otherwise o Space temperatures for all other areas with cooling capabilities shall not rise above 85 deg F Building systems shall provide / maintain minimum air changes in accordance with ARS Manual 242.1 and as directed by the NCAUR Facility Engineer.
For building systems with humidification control capabilities, the spaces served by these building systems shall not fall below 30% relative humidity.

SPECIFIC SPACES
Building Room / Space Requirements / Notes
Building 1 ‐ Main Lab Room 1230 (Corn Growth Room)
Space is research plant growing space and is served by two
(2) air handling units with heating and cooling capability along with exhaust fan(s). The Room 1230 space environment and associated air handlers are monitored and controlled through the facility's building automation system (Siemens). The space is equipped with multiple HID lighting fixtures for grow lighting and fluorescent lighting for work lighting. Grow lighting is controlled, through stand‐a‐lone time clocks, to provide "day" and "night" lighting for plant growing. Building systems shall operate to maintain space temperature within ± 2° F of set point.
Room has a "day" and "night" temperatue set point, set points shall be cooridnated with Facility Engineer and on going research. Currently, humidity control is not provided.
Building systems shall provide / maintain mulitple lighting schedules, through time clocks, as needed for the research. Lighting schedules shall be coordinated with
Facility Engineer and on going research.
Building 1 ‐ Main Lab Room 0102 ‐ Center Wing Cooler / Freezer
Cooler / Freezer combination unit that is equipped with manufacturer furnished cooling equipment (split type systems) and associated control system. Cooling equipment and associated control system shall operate to maintain space temperature within ±1° C of set point, set points shall be coordinated with Facility Engineer and on going research (typically nomimal 3° C for the cooler, nominal ‐18° C for the freezer).
Building 1 ‐ Main Lab Room 0115A ‐ Center Wing Cooler
Cooler unit that is equipped with manufacturer furnished cooling equipment (split type systems) and associated control system. Cooling equipment and associated control system shall operate to maintain space temperature within
±1° C of set point, set points shall be coordinated with
Facility Engineer and on going research (typically nomimal
3° C for the cooler).
Building 1 ‐ Main Lab Room 0115B ‐ Center Wing Cooler
Cooler unit that is equipped with manufacturer furnished cooling equipment (split type systems) and associated control system. Cooling equipment and associated control system shall operate to maintain space temperature within
±1° C of set point, set points shall be coordinated with
Facility Engineer and on going research (typically nomimal
3° C for the cooler).
Building 1 ‐ Main Lab North Wing Cooler (located north of Room
3232)
Cooler unit that is equipped with manufacturer furnished cooling equipment (split type systems) and associated control system. Cooling equipment and associated control system shall operate to maintain space temperature within
±1° C of set point, set points shall be coordinated with
Facility Engineer and on going research (typically nomimal
3° C for the cooler).
Building 1 ‐ Main Lab Room 0302 ‐ South Wing Cooler
Cooler unit that is equipped with cooling equipment (split type systems) and associated control system. Cooling equipment and associated control system shall operate to maintain space temperature within ±1° C of set point, set points shall be coordinated with Facility Engineer and on going research (typically nomimal 3° C for the cooler).
Space temperature of the South Wing cooler is and shall be monitored by the facility's building automation system.
Building 1 ‐ Main Lab Room 0306 ‐ South Wing Freezer
Freezer unit that is equipped with cooling equipment (split type systems) and associated control system. Cooling equipment and associated control system shall operate to maintain space temperature within ±1° C of set point, set points shall be coordinated with Facility Engineer and on going research (typically nomimal ‐18° C for the freezer).
Space temperature of the South Wing freezer is and shall be monitored by the facility's building automation system.
Building 1 ‐ Main Lab Room 0229 ‐ Physical Test Lab
"Constant" temperature and "constant" humidity is needed in the space for the ongoing research. The space is served by a dedicated air handler with heating and cooling capabilty along with humidifiers. The space environment, air handling equipment and humidifiers are monitored and controlled by the facility's building automation system
(Siemens). Building systems shall operate to maintain space temperature within ±1° F of set point and to maintain space humidity within ±3% of set point. Set points shall be coordinated with Facility Engineer and on going research.
Building 1 ‐ Main Lab Room 0309
"Constant" temperature and "constant" humidity is needed in the space for the ongoing research. The space is served by a dedicated air handler with heating and cooling capabilty along with humidifiers. The space environment, air handling equipment and humidifiers are monitored and controlled by the facility's building automation system.
Building systems shall operate to maintain space temperature within ±2° F of set point and to maintain space humidity within ±3% of set point. Set points shall be coordinated with Facility Engineer and on going research.
Building 1 ‐ Main Lab Room 0019 ‐ NMR Lab
"Constant" temperature and "constant" humidity is needed in the space for the ongoing research. The space is served by a dedicated air handler with heating and cooling capabilty along with humidifiers and a make‐up air unit to provide pre‐cooling / dehumidification. The space environment, air handling equipment, make‐up air equipment and humidifiers are monitored and controlled by the facility's building automation system (Siemens).
Building systems shall operate to maintain space temperature within ±2° F of set point and to maintain space humidity within ±3% of set point. Set points shall be coordinated with Facility Engineer and on going research.
Building 1 ‐ Main Lab IT Equip Room ‐ Rm 1314, 2051, 2100, 2228, 3020, 3135
Heating and cooling for Room 1314, 2051, 2100, 2228 and
3135 is provided from building systems (i.e. air handlers).
Heating and cooling for Room 3020 is provided from building systems (i.e. air handlers) along with a supplemental cooling unit. Equipment and systems serving these spaces shall operate to maintain space temperature between 68° F ‐ 72° F and to maintain space humidity
(relative humidity) between 30% ‐ 60%.
Building 2 ‐ Boiler House Boiler House (except for office)
Space is mechanical type equipped with thermostatically controlled heating‐ventilating unit(s), unit heaters and exhaust fan(s). Temperature set points of equipment and systems shall be coordinated with Facility Engineer.
Building equipment and systems shall operate such that space temperature does not drop below 50° F. No cooling capability or humidity control is available.
Building 2 ‐ Boiler House Boiler House Office
Space is office space for boiler operator. Space is served by thermostatically controlled heating equipment and thermostatically cooling equipment (i.e. window air conditioner). Building equipment and systems shall operate to maintain space temperature between 70° ‐ 74°
F. No humidity control is available.
Building 3 ‐ Semi‐Works Building Semi‐Works Building
Space is mechanical type equipped with heating‐ ventilating unit(s) and exhaust fan(s). Heating‐ventilating unit(s) and exhaust fan(s) are monitored and controlled by the facility's building automation system. Building equipment and systems shall operate to maintain space temperature within ±5° F of set point, set point shall be coordinated with Facility Engineer. Additionally, bulding systems shall operate such that space temperature does not drop below 50° F. No cooling capability or humidity control is available.
Building 4 ‐ Property Storage Property Storage
Space is storage type equipped with abandoned HVAC unit. No space temperature and humidity requirements for the building.
Building 5 ‐ Commodity Storage Commodity Storage
Space is storage type and is not equipped with heating, ventilating or cooling equipment. No space temperature and humidity requirements for the building.
Building 7 ‐ Dry Milling Dry Milling Building
Space is currently used as storage type. Space is equipped with an air handler with heating and cooling capability.
However, associated exterior condensing unit(s) for cooling are damaged and cooling portion of the air handler is considered abandoned. The air handler is monitored and controlled by an older building automation system controller (i.e. Barber Coleman). Building equipment and systems shall operate to maintain space temperature within ±5° F of set point, set point shall be coordinated with Facility Engineer. Addditionally, space temperature shall not drop below 50° F. An abandoned dust collector is also located at Building 7.
Building 8 Plant Grow Building
Space is research plant growing space and is served by an exterior packaged HVAC unit along with humidifiers and exhaust fan(s). The equipment and serving Building 8 is monitored and controlled through the facility's building automation system (Siemens). The space is equipped with multiple HID lighting fixtures for grow lighting and fluorescent lighting for work lighting. Grow lighting is controlled through the facility's building automation system (Siemens) to provide "day" and "night" lighting for plant growing. Building systems shall operate to maintain space temperature within ± 2° F of set point. Room has a
"day" and "night" temperatue set point, set points shall be cooridnated with Facility Engineer and on going research.
Building systems shall operate to maintain space humidity within ±5% of humidity set point, set points shall be coordinated with Facility Engineer and on going research.
Building systems shall provide / maintain mulitple lighting schedules, through the facility's building automation system, as needed for the research. Lighting schedules shall be coordinated with Facility Engineer and on going research.
Building 9 ‐ Maintenance Building Maintenance Building
Space is maintenance type equipped with thermostatically controlled unit heater(s). Building equipment and systems shall operate to maintain space temperature within ±5° of set point, set point shall be coordinated with Facility
Engineer. Addditionally, building equipment and systems shall operate such that space temperature does not drop below 50° F. No cooling capability or humidity control is available.
Building 10 Room 10A
Space has office space and research space that is equipped with milling equipment. Milling space is served by an exterior packaged heating‐cooling unit with thermostatic control. Office space is served by a package terminal air conditioning (PTAC) unit with thermostatic control.
Building equipment and systems shall operate to maintain space temperature within ±5° of set point, set point shall be coordinated with Facility Engineer. Additionally, building equipment and systems shall operate such that space temperature does not drop below 50° F.
Building 10 Room 10B
Space is storage space for hazardous waste. Space is served by a thermostatically controlled unit heater for heating and thermostatically controlled split‐system unit for cooling. Building equpment and systems shall operate to maintain space temperature within ±5° F of set point, set point shall be coordianted with Facility Engineer.
Additionally, building system shall operate such that space temperature does not drop below 50° F or exceed 70° F.
Building 10 Room 10C
Space is mechanical type equipped with unit heater(s) and exhaust fan(s). Building equipment and systems shall operate to maintain space temperature within ±5° of set point, coordinate set point with Facility Engineer.
Additionally, building equipment and systems shall operate such that space temperature does not drop below
50 deg F. No humidity control is available.
Building 13 Greenhouse
Greenhouse is equipped with fin tube heating system, motorized roof vent, exhaust fans, packaged cooling units, unit heaters along with a dedicated greenhouse control system (MicroGrow Greenhouse Systems). Building equipment and systems shall operate to maintain space temperatures to ±2° F of temperature set point and shall maintain space humidity to ±5% of humidity set point.
Temperature and humidity set points shall be coordinated with the Facility Engineer and on research.
Building 14 Garden Storage Shed No Temperature Requirements
