INTRODUCTION
This plan outlines the environmental sampling, analysis, and monitoring conducted at Cape Canaveral Space Force Station (CCSFS) and Patrick Space Force Base (PSFB) in compliance with local, state and federal regulations, as well as Air Force requirements. Regulatory and permit compliance monitoring required by state and federal law is conducted by CTI / TPMC Companies, LLC under the Patrick Fence to Fence (F2F) contract.
This program is conducted in accordance with applicable Air Force Regulations (AFRs), Air Force Instructions (AFIs), Air Force Manual (AFMAN), Florida Department of Environmental Protection Standard Operating Procedures (FDEP SOPs) and/or United States Environmental Protection Agency (EPA) methods, as noted herein.
This plan describes those activities where sampling of surface water, groundwater, soils, air, wastewater and stormwater are performed, including frequency of sampling, justification for sampling efforts and rationale for the analyses of the parameters performed.
CCSFS REGIONAL WWTF GROUNDWATER, RESIDUAL, AND EFFLUENT
MONITORING
Description:
The CCSFS Regional Wastewater Treatment Facility (RWWTF) treats domestic wastewater from CCSFS and Kennedy Space Center. The Trident Industrial Wastewater Treatment Facility treats waste from the Port and Naval Ordinance Test Unit (NOTU) area; this waste is discharged to the RWWTF for additional treatment. The reclaimed water from the RWWTF is discharged to the south, central, northwest or the north site percolation ponds.
There are ten monitoring wells positioned around the percolation pond sites for the RWWTF.
The monitoring wells are used to determine the impact the effluent has on groundwater quality.
Two compliance wells and a background well monitor the south site and three compliance wells monitor the north site. The central site has two compliance wells and a background well that is shared with the south site. The northwest site has one compliance well and one background well.
There are seven piezometers in addition to the monitoring wells: six at the north and one at the central percolation pond. The piezometers measure groundwater levels and are recorded quarterly. The wells and piezometers will be monitored in accordance with the permit as specified by FDEP (Figure 1).

Groundwater Monitoring Requirement:
The monitoring requirement for the RWWTF involves quarterly sampling and analysis of groundwater from ten monitoring wells located at the facility. Samples are collected in accordance with the FDEP SOPs, latest revision. The samples are analyzed for the parameters in Table 1.

* The Groundwater Criteria as listed in Chapter 62-777, F.A.C., Contamination Cleanup Criteria. FDEP has granted a variance (04/11/03) for TDS, Cl, Na, and Mn limits from FAC 62-777 due to elevated background conditions as noted in the permit documents.
Laboratory analyses results for the monitoring wells must be recorded on FDEP Form 62-
620.910 (10) or similar, to include facility test site identification number and type of well
(background, intermediate, or compliance). The wells and piezometers that require monitoring at the RWWTF percolation ponds are noted in Table 2.

Quarterly Domestic Residuals Sampling and Analysis Requirement:
The non-permitted monitoring requirements of the Domestic Wastewater Residuals involve quarterly sampling and analysis of the residuals from the CCSFS RWWTF. Samples are collected in accordance with the FDEP SOPs. The samples are analyzed for the parameters in Table 3.

Annual WWTF Effluent (Reclaimed) Monitoring:
Annual monitoring of the effluent produced by the CCSFS RWWTF is required by FDEP Domestic Waste Permit Number FL0102920-009-DW1P. A composite sampler is used to obtain a series of samples over a 24-hour period. The composite samples are analyzed for the parameters in Table 4.

SOIL ANALYSIS
Description:
There are six groundwater monitoring wells, including two background groundwater monitoring wells, at the Explosive Ordnance Demolition (EOD) range east of complex 17A and 17B, Pier Road, CCSFS (Figure 3). The wells are monitored in accordance with FDEP permit conditions for explosives and other analytes. The initial characterization sampling of the wells was performed on 22 Dec 97.

Monitoring Requirement:
The permit requires water analysis of the wells semiannually (May and November) for parameters listed below. In addition, field parameters include; conductivity, dissolved oxygen, pH, turbidity, temperature, and depth-to-water. Depth to water measurements are reported to the state annually in November. Well depths are taken prior to sampling for the creation of contour maps. Soil sample analysis is required annually in May for the constituents listed below in Table 6.

All purge waters are managed as a controlled waste until it has been determined that the groundwater does not either exhibit a characteristic of a hazardous waste as defined in 40 Code of Federal Regulations (CFR) 261 Subpart C or contaminant levels are below health based Cleanup Target Levels (CTLs) and Land Disposal Restriction Universal Treatment Standards (LDR/UTS) set forth in 40 CFR 268.40 and 268.48. If either of the above criteria is met, the purge water will continue to be managed as ‘hazardous groundwater’. The solid Investigation Derived Waste (IDW), including (but not limited to) silicone tubing and gloves, will be bagged and disposed of as a solid waste amenable to the municipal landfill. Current Process Waste Questionnaire/Technical Response Package (PWQ/TRP) analysis indicates this waste is not considered hazardous and may be placed into the regular trash that is collected from CCSFS.
Sampling Locations:
CCSFS EOD Range, Facility No. 1125 has 6 wells, 4 soil sampling sites at the 120’ x 60’ berm area in the center of the north side, center of the east side, center of the south side then in the overall center of the detonation pit if available.

Description:
Monitor the quality of surface water, groundwater, and landfill gas for permit compliance in support of the operation and maintenance of the active Construction and Demolition Debris (C&D) landfill and the closure activity at the Closed Class I landfill at CCSFS.
Permits:
FDEP permits 0026050-014-SO (C&D), and 0026050-016-SF (Closure).
Surface Water Monitoring requirements:
There are four surface water quality monitoring sites at the landfill (Figure 4). These sites are sampled on a semiannual basis (March and October). The surface water monitoring sites are listed in Table 8.

Surface water elevations must be taken the same day as groundwater elevations. All water depths must be taken prior to any sampling.
Groundwater Monitoring Requirements:
There are 22 groundwater monitoring wells associated with these landfills (Figure 4). The water levels in the monitoring wells are measured and sampled on a semiannual basis. The groundwater monitoring sites are listed in Table 12.

There are five gas vents located in the cover of the closed landfill (Figure 5). These vents are sampled for combustible gases on a semiannual basis during the months of March and October.
Ambient combustible gas sampling for the migration of landfill gas into the landfill structures is conducted as requested by FDEP. The gas vent monitoring sites are in Table 16.

a) Not to exceed five percent of the lower explosive limit for combustible gases in structures on-or off-site, excluding gas control or recovery components; and

CCSFS STORMWATER MONITORING
Description:
There are 8 storm water sites at CCSFS involved in the monitoring program. The stormwater program is designed to monitor the stormwater runoff quality from CCSFS.

Stormwater Sampling:
Samples are to be collected at three specific sites quarterly. Grab samples are to be collected during daylight hours from the discharge resulting from a storm event that is greater than 0.1 inches and that occurs at least 72 hours from the previously measurable (greater than 0.1) storm event. The sample will be taken during the first 30 minutes of the discharge or as soon as practical, but not to exceed one hour. This is currently accomplished by Nalgene automatic samplers at all locations. The sample sites and monitored parameters are listed in Table 17.

Visual Examinations:
Visual examinations are to be conducted quarterly at all sites. Visual examinations are to be made during daylight hours and conducted in a well-lit area. The examinations are made of grab samples collected within the first 30 minutes of discharge or as soon thereafter as practical, but not to exceed one hour from when the runoff begins to flow from the site. The examinations will document observations of color, odor, clarity, floating solids, settled solids, suspended solids, foam, oil sheen, and any other indicators of storm water pollution. Analytical tests are required to be performed on the samples collected from the Trident Wharf, Poseidon Wharf and Air force Wharf. Analytical tests are not required for the Skid Strip:
An example of an appropriate visual examination form similar to Form B-4, from the Stormwater Pollution Prevention Plan, CCAFS, is shown in Figure 6. The visual examination sites are listed in Table 18.
