The objective of this Asbestos Management Plan (AMP) is to maintain a permanent record of the current status and condition of all asbestos-containing materials (ACM) in an installation's facility inventory and asbestos management efforts and procedures for overseeing the facility asbestos management program. It also establishes procedures and assigns roles and responsibilities to ensure compliance with all applicable Occupational Safety and Health Administration (OSHA), U.S. Environmental Protection Agency (EPA), state and local regulations. This plan includes Patrick AFB tenant units and associated geographically separated units (GSUs). It does not apply to any Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) cleanup projects where asbestos has or may be identified and included in cleanup efforts.

1. INTRODUCTION
1.1 Overview

This Management Plan establishes roles and responsibilities for asbestos activities, maintains a permanent record of the current status and condition of all asbestos-containing materials (ACM) at all facilities and provides guidance and procedures for maintaining documentation of asbestos management efforts and for overseeing the entire facility asbestos management program.
1.2 Background
Asbestos management and disposal is governed by numerous regulations including: 29 Code of Federal Regulations (CFR) 1910.1001; 29 CFR 1926.1101; 40 CFR 763, Subpart E; 15 United States Code (USC) 2641-2656; 40 CFR 61, Subpart M; and Florida Administrative Code (FAC) Chapter 62-257.
Asbestos is a mineral fiber commonly used in a variety of building construction materials for insulation and as a fire-retardant. Because of its fiber strength and heat resistant properties, asbestos has been used for a wide range of manufactured goods, mostly in building materials (more than 3,000 materials including roofing shingles, ceiling and floor tiles, paper products, and asbestos cement products), friction products ( automobile clutch, brake, and transmission parts), heat-resistant fabrics, packaging, gaskets, and coatings. The use of ACM is not banned entirely;
it may still be found in products such as brake pads, vinyl tile, cement piping and roofing materials.
ACM are described as friable or non-friable. Friable ACM is a greater concern; it can be crumbled, pulverized or reduced to powder by hand pressure. Friable ACM and damaged non friable have the potential to release asbestos fibers to the air. The adverse health effects of asbestos are respiratory diseases such as asbestosis, lung cancer and mesothelioma; it also is linked to cancers of the larynx, esophagus, stomach and colon.
Many 45 SW facilities were constructed during the period 1940 to 1977 when asbestos products were used widely in building construction. Most buildings at Patrick Air Force Base, Cape Canaveral Air Force Station, Malabar Tracking Annex, Jonathan Dickinson Missile Tracking Annex and Ascension Auxiliary Airfield contain asbestos products.
2.4 Asbestos Program Officer (45 CES/CEIE):
45th Space Wing Patrick Air Force Base, FL 32925 March 2020 tI'he Asbestos Program Officer (APO) is the focal point for overall administration of the asbestos management program.
!Maintains the AMP.
!Maintains the required documentation of ACM including surveys and waste disposal records.
!Ensures procedures are in place to notify th� Florida Department of Environmental Protection (FDEP) of asbestos removal actions.
!Provides the environmental regulatory interface for all asbestos related activities that within the 45 SW.
!Notifies the BEE of any release of asbestos as soon as possible to facilitate an assessment of the potential health hazards.
2.5 Operations and Engineering Flights (45 CES/CEO and CEZ):
!Responsible for AOP development, implementation and maintenance.
!coordinates with the APO and BEE to determine the priority of asbestos abatement projects.
!Informs the APO and BEE in advance of all non-contracted asbestos removal projects (the notification period will be determined by the FDEP and the APO).
!Provides documents in 45 SW Asbestos Inventory format to APO of all non-contracted asbestos abatement work and notifies APO of all updates.
!contacts the APO and BEE immediately of any known or suspected federal Employee exposure to asbestos.
