This document is an Operations Plan for the Asbestos Monofill and C&D Debris Disposal Facility at the Cape Canaveral Air Force Station prepared for the 45th Space Wing. This Operations Plan details the daily operations of the Asbestos Monofill and the C&D Debris Disposal Facility and provides instructions to ensure the landfill is operated and maintained in a condition that protects the public health and the environment and in accordance with applicable regulations.

1.3 Purpose and Scope of the Operations Plan

TheOperationsPlanprovidesadetaileddescriptionofthedailyoperationsoftheAsbestosMonofill
andtheC&DDebrisDisposalFacility.TheOperationsPlanshallbekeptnearthelandfillfacilityand
shallbeaccessibletolandfilloperators.TheprimarypurposeoftheOperationsPlanistoprovide
instructionstoensurethelandfillisoperatedandmaintainedinaconditionthatprotectsthepublic
healthandtheenvironmentandinaccordancewithapplicableregulations.

1.4 Facility Location and Access

TheCCAFSAsbestosMonofillandC&DDebrisDisposalFacilityarelocatedatthesouthendofArmory
Road,whichisoffofCentralControlRoad,approximately¾milesouthwestofLaunchComplex36B.
Thetelephonenumberatthescale‐houseis(321)853‐4672.
TheCCAFSAsbestosMonofillandC&DDebrisDisposalFacilitysharecommonpropertywitha
permittedClosedClassIDisposalFacility.Thecommonpropertycontainingthethreepermittedareas
iscollectivelyreferredtoastheCCAFSLandfill.

TheCCAFSLandfillissurroundedbynaturalvegetationonthenorthern,eastern,andwestern
propertyboundaries,andtheCCAFSSkidStrip(acontrolled‐accessairfield)alongthesouthern
propertyboundary;allofwhichserveasaneffectivebarriertopreventunauthorizeddumpingatthe
landfill.AccesstotheCCAFSLandfillislimitedtoasinglepointofentryatthesouthendofArmory
Road.Theentrancecontainsascale‐housewhichisstaffedduringoperationhours.Whenthelandfill
unitsarenotacceptingwaste,thelandfillstaffensurestheactivedisposalareasarenotaccessibleto
wastehaulingvehicles.Thegateisclosedandlockedtopreventunauthorizedentryandthedumping
ofunauthorizedwastes.

2.0 LANDFILL PERSONNEL AND FACILITIES

2.1 Personnel Requirements

2.1.1 NUMBERS AND TYPES

TheCCAFSLandfillshallhaveatrainedoperatorondutywheneverthefacilityisoperatingin
accordancewithChapter62‐701.710(4)(c)1,FAC.Atleastonetrainedspottershallbeondutyatthe
workingfaceatalltimeswhenwasteisbeingreceivedtoinspecttheincomingwasteinaccordance
withChapter62‐701.710(4)(c)2,FAC.Thetrainedoperatormayperformthedutiesofatrained
spotterand/orscale‐houseattendant.Inaddition,aheavyequipmentoperatorshallbepresentwhen

needed.

Thescale‐houseattendantshallcontrolaccesstothelandfillfromasinglepointofentryatthesouth
endofArmoryRoad.Whenthelandfillisnotacceptingwaste,thegate(s)shallbeclosedandlocked
topreventdumpingofunauthorizedwastes.Duringperiodsofinactivity,wherelandfilloperations
havetemporarilybeensuspended,theownershallprovidewrittennotificationtoFDEPaminimumof
30dayspriortoresumingoperations.Thisnotificationshallincludelandfilloperationschedule(days
andhours)andtrainingcertificationsforalllandfillemployeeswhenapplicable.
Thescale‐houseattendantshallstopallin‐boundvehiclescarryingwasteforproperdocumentation
andtoinspecttheloadstodeterminecompliancewiththeregulatorydefinitionofasbestosorC&D
debrisandacceptabilityfordisposal.Anasbestosloadshallnotbeacceptedunlesspriorarrangement
hasbeenmadeaminimumof24hourspriortoarrivalandaproperlycompletedandsignedmanifest
accompanieseachload.Onceapprovedfordisposal,thescale‐houseattendantshallrecordreceiptof
theloadintheasbestoslogbookandretainacopyoftheasbestosmanifest.Historicalrecords
periodicallyremovedfromthescale‐housewillberetainedatasecurefacilitylocatedofftheCCAFS
LandfillPropertyasdesignatedbytheLandfillProgramManager.
Inaccordancewith62‐701.730(7)(d),FAC,atrainedspottershallbeondutyattheworkingfaceatall
timeswhenthelandfillreceiveswastetodetectunauthorizedwastes.Theworkingfaceisdefinedas
theportionofalandfillwherewasteisdeposited,spread,andcompactedbeforeplacementofinitial
cover.Theheavyequipmentoperatorwilltypicallyserveasthetrainedspotter,butthescale‐house
attendantmayalsoserveasaspotterwhenneeded.

2.1.2 TRAINING PLAN

OwnersandoperatorsoftheCCAFSlandfillshallensurethatoperatorsemployedatthefacilityare
properlytrainedtooperatethefacility,andthatspottersareproperlytrainedtoidentifyandproperly
manageanyunauthorizedwaste,listedinSection2.2,whichisreceivedatthefacility.Thetraining
planasrequiredperChapter62‐701.320(15)(a),FACisincludedhereinasSection2.1.2ofthe
OperationsPlan.
Thetrainingplan,alongwithrecordsdocumentinghowthetrainingplanisbeingimplemented,shall
bekeptatthefacilityatalltimesandbemadeavailableforinspectionbyFDEP.FDEPmaintainsalist
ofrelevanttrainingcourseswhichareavailableintheStateofFlorida.

2.1.2.1 Training Requirements

Landfill Operator

Landfilloperatorsshallcomplete24hoursofinitialtraining,andshallpassanexaminationaspartof
thattraininginaccordancewithChapter62‐701.320(15)(b),FAC.Withinthreeyearsafterpassingthe
examination,andeverythreeyearsthereafter,operatorsshallcompleteanadditional16hoursof
continuedtraining.
ThedefinitioninChapter62‐701.200,FACof“operator”meansanyperson,includingtheowner,who
isprincipallyengagedin,andisinchargeof,theactualoperation,supervision,andmaintenanceofa
solidwastemanagementfacilityandincludestheon‐sitepersoninchargeofashiftorperiodof
operationduringanypartoftheday,suchasfacilitymanagers,supervisorsandequipmentoperators.
Itdoesnotincludeofficepersonnel,laborers,equipmentoperatorsnotinasupervisorycapacity,
transporters,corporatedirectors,electedofficials,orotherpersonsinmanagerialrolesunlesssuch
personsaredirectlyinvolvedinon‐sitesupervisionoroperationofasolidwastemanagementfacility.
Atrainedoperatormayperformthedutiesofatrainedspotter.
Thedefinitionofan“interimoperator”meansapersonwhohas,intheopinionofthefacility
manager,showncompetencyinhischosenoccupationthroughacombinationofworkexperience,
educationandtrainingandwhohasatleastoneyearofexperienceatthatfacilityorasimilarfacility.
Aninterimoperatormustbecomeatrainedoperatorwithinoneyearofemploymentasaninterim

operator.

Spotter

Inordertobeconsideredtrained,thespottershallcomplete8hoursofaninitialtrainingcoursefor
spottersatanapprovedfacilityinaccordancewithChapter62‐701.320(15)(c),FAC.Withinthree

unauthorizedwastethatisreceivedatthefacilityasspecifiedinSection2.2.3below,whichincludes
chromatedcopperarsenate(CCA)treatedwood.
Forpurposesofthissubsection,“interimspotter”meansapersonwhohas,intheopinionofthe
facilitymanager,showncompetencyinhischosenoccupationthroughacombinationofwork
experience,educationandtraining.Aninterimspottermustbecomeatrainedspotterortrained
operatorwithinthreemonthsofemploymentasaninterimspotter.

2.1.2.2 Training Schedule

willincludehowtoidentifyunauthorizedwastes,suchasCCAtreatedwood,withinincomingwaste
loadstoensurecompliancewiththisOperationsPlan.

2.2 Landfill Entrance Procedures

2.2.1 HOURS AND DAYS OF OPERATION

Duringperiodsofinactivity,wherelandfilloperationshavetemporarilybeensuspended,theowner
shallprovidewrittennotificationtoFDEPaminimumof30dayspriortoresumingoperations.This
notificationshallbesubmittedontheFDEPNotificationFormincludedasAppendixAandshall
includelandfilloperationschedule(daysandhours)andtrainingcertificationsforalllandfill
employeeswhenapplicable.Foradditionalstepstobetakenpriortoenteringandexitingperiodsof
temporarysuspensionofoperations,seeSection2.6below.

2.2.2 AUTHORIZED WASTE

fromtherenovationormaintenanceofastructure.Thisalsoincludesrocks,soils,tree
remains,orothervegetativematterwhichnormallyresultsfromlandclearingorland
developmentoperationsforaconstructionprojectaswellascleancardboard,paper,plastic,
unpainted,non‐treatedwoodandwoodscraps,andmetalscrapsfromaconstructionproject.
Mixingofconstructionanddemolitiondebriswithothertypesofsolidwasteincluding
materialswhicharenotfromtheactualconstructionordestructionofastructurewillcauseit
tobeclassifiedasotherthanconstructionanddemolitiondebris.OnlyC&Ddebrisis
authorizedfordisposalattheCCAFSC&Ddisposalfacility.

2.2.4 PROCESSING CUSTOMERS

2.2.4.1PriorNotification
WastematerialswillbeacceptedonlyonthedaysandtimestheCCAFSlandfillisinoperation,and
onlywhenpriornoticeisprovidedtothelandfilloperator.Thewastehaulershallberequiredto
providethetypeofwaste,quantityofwaste,andthedatetheshipmentisscheduledtoarriveatthe
landfill.Thephysicaldimensionsofthewastemustbewithinthehandlingcapabilitiesofthelandfill
disposalequipment.
2.2.4.2AttheLandfill
Allwastehaulingvehiclesenteringthelandfillshallsigninatthescale‐houseandpresenttheloadto
thescale‐houseoperatorforscreeningandexaminationofproperdocumentation.Thescale‐house
attendantshallrecordtheweightofthevehicle.Thescale‐houseattendant(s),landfilloperator,heavy
equipmentoperator(s),and/orspotter(s)shallidentifyunauthorizedwastesorpotentialsourcesof
regulatedhazardouswaste.Allsiteworkersshallbefamiliarwithcontainersandlabelstypically
usedforhazardouswasteandhazardousmaterials.Ifnounauthorizedorunacceptablewastesare
detected,thescale‐houseoperatorshalldirectthetransportertotheproperdisposalarea.Ifinthe
inspector’sjudgment,thereisthepotentialforareleaseofvisibleemissionsfromthewasteduring
disposal,theloadshallberejecteduntilthepotentialreleaseisabated.Afterallwasteisproperly
placedinthetrench,theemptytransportvehicleshallbeweighedatthescale‐houseunlessthe
vehicleweightisonfileatthescale‐house.
2.2.4.3Documentation
ThewastehaulermusthaveacompleteandvalidWasteDisposalVerificationForm(AppendixB)
inhandoronfileatthescale‐house.EachloadmustbeaccompaniedbyaWasteManifest
(AppendixC).
ConstructionandDemolitionDebrisDocumentation:Thehaulermustprovidedocumentation
verifyingthatthewastewasgeneratedongovernmentpropertyunderagovernmentcontractand
thatithasbeenapprovedfordisposalbytheAirForce.
SpentSandblastMediaDocumentation:Spentsandblastmediashallbeaccompaniedby

5.4ofthisPlan.Aload‐checkingprogramshallbeconductedtodetectanddiscourageattemptsto
disposeofunauthorizedwastesatthelandfill.Theload‐checkingprogramwillconsistofthe

Thelandfilloperatorwillexamineatleastthreerandomloadsofsolidwastedeliveredtothe
landfilleachweek.Thewastecollectionvehicledriversselectedbytheinspectorwillbe

tightcontainersisdiscovered,itshallbereportedinthewrittenrecordsignedbythe
inspectorinaccordancewith40CFR154(e)(1)(iv).Ifasignificantamountofimproperly
enclosedoruncoveredwasteispresent,theincidentshallbereportedimmediatelyto45
CES/CEIEandthecontractingofficer.TheAFshallreporttheincidentbythefollowing
workingdaytothelocal,State,orEnvironmentalProtectionAgency(EPA)Regionaloffice
responsibleforadministeringtheasbestosNationalEmissionStandardsforHazardousAir
Pollutants(NESHAP)programforthewastegenerator(identifiedinthewasteshipment

administeringtheasbestosNESHAPprogramforthedisposalsite.Acopyofthewaste

Subsequentshipmentsfromsourcesfoundorsuspectedtobepreviouslyresponsiblefor
shippingregulatedhazardouswastewillbesubjecttoprecautionarymeasurespriortothe
solidwastemanagementfacilityacceptingwastes.

2.3 Perimeter Control and Signs

2.3.1 ACCESS POINTS/SIGNS

UnderthecurrentNESHAPregulations,theEPAdoesnotrequirethatalandfillusedforasbestos
disposaltousewarningsignsorfencingifitmeetscertainrequirementsregardingthecoveringof
asbestoswastes.However,undertheResourceConservationandRecoveryAct(RCRA),EPA
requiresthataccessbecontrolledtopreventexposureofthepublictopotentialhealthandsafety
hazardsatthedisposalsite.Therefore,forliabilityprotectionofoperatorsoflandfillsthathandle
asbestos,fencingandwarningsignsarerecommendedtocontrolpublicaccesswhennatural
barriersdonotexist.Topreventthedumpingofunauthorizedwasteviaroadaccess,thelandfill
gateshallbelockedwhenthelandfillisclosed.Emergencyaccess(non‐dumping)canbeprovided
bycontactingCapeSupport(321‐853‐5211)whichismanned24hoursaday.Theunfenced
portionoftheCCAFSLandfillperimeter,duenaturalbarriers,isofsuchaconditionastoprevent
unauthorizedaccessanddumping.

2.3.2 ASBESTOS SIGNS AND MARKERS

SignsandmarkersidentifyinganddelineatingACMlocationsshallbeclearlymarkedandmaintained
inaccordancewiththemostrecentversionof40CFR61.154,excerptedfollowing.Warningsigns
mustbedisplayedatallentrancesandatintervalsof100m(330ft)orlessalongtheperimeterofthe
sectionsofthesitewhereasbestos‐containingwastematerialisdeposited.Thewarningsignsmust

3.0 LANDFILL OPERATIONS

3.1 Basic Landfilling Procedures

3.1.1 WORKING FACE PRACTICES

FortheAsbestosMonofill,theheavyequipmentoperatorshallpreparetheindividualsub‐cellsor
trenchespriortoreceivingauthorizedwastes.Theheavyequipmentoperatorshallexcavateasub‐
cellareatoamaximumdepthof5.26ftNGVD1929(topofbufferzone).Wastewillsubsequentlybe
broughtinandplacedinthecelltoamaximumheightof13ftNGVD1929.Aninitial6‐inchcovershall
beplacedonthewastefollowedbyanintermediateandorfinalcoveroncethesub‐cellhasbeenfilled
tocapacity.(SeeSection3.1.3belowforadditionaldetailsregardingcoverplacement.)Thesub‐cell
areawillbefilledovertimeuntilmaximumspaceisutilized.Asubsequentsub‐cellareawillbe
prepared,andtheprocesswillcontinueasdetailedabove.FortheAsbestosMonofill,theworkingface
ofthecell,andsidegradesabovelandsurface,willbeataslopenogreaterthansevenfeethorizontal
toone‐footverticalrise.Toconservelandfillspace,sub‐cellsshallbeexcavatedadjacenttoprevious
sub‐cellsinamannerthatdoesnotdisturbpreviouslyburiedwaste.Ifthesizeofthewastetobe
disposedofallows,thecellareawillberampedtoallowthetransportvehicletobackintoit,andthe
workingfacewillonlybewideenoughtoaccommodatevehiclesdischargingwastetominimizethe
exposedareaandreducetheamountofcoverrequired.Ifpossible,thesub‐cellwillbealigned
perpendiculartoprevailingwinds.Celldepthwillnormallynotexceed7.74feetfortheAsbestos
Monofill.Celldepthwilldependonspecificoperations,volumeofthewaste,andgoodsafety
practices.Thecellsshallbeconstructedwithbermstoprohibitstormwaterrunofffromenteringthe

cells.
