1.0 INTRODUCTION
The second semi-annual Cape Canaveral Space force station surface water and groundwater sampling was conducted by Dan Brown of Southern Environmental and Associates (SEA) on 14
Oct 21 and 20-22 Oct 21 respectively. In accordance with (IAW) the approved Groundwater and
Surface Water Monitoring Plan, CTI-TPMC has prepared the semi-annual report on water quality at the CCSFS Landfill. This report summarizes, interprets and analyzes the analytical results for the second semi-annual sampling event 2021. This report includes the analytical results, data tables and groundwater contour maps.
2.0 BACKGROUND
CTI-TPMC is under contract with United States Space Force through the Patrick Fence-to-Fence contract (F2F) to conduct permit compliance monitoring at both the Active Construction and
Demolition (C&D) Debris Landfill and Closed Class I Landfill located at CCSFS, Florida.
Permit compliance monitoring is required by the Monitoring Plan Implementation Schedule which is part of operational permit number 0026050-014-SO and closure permit number
0026050-016-SF for the referenced landfills. Permit compliance monitoring activities include the collection of water level measurements from groundwater monitoring wells located throughout the landfill facility and surface water monitoring stations located within the canal adjacent to the landfill. Monitoring activities also involve collecting and analyzing groundwater samples from twenty-two (22) compliance monitoring wells and water samples from four surface water sites. Due to proximity of the landfills, the monitoring results for these sites have been consolidated into a single document.
3.0 METHODOLOGY
All sample collection and field measurements were carried out IAW the applicable Florida
Department of Environmental Protection (FDEP) Standard Operating Procedure (SOP) for field activities, as outlined in DEP-SOP-001/01 FS 2200 Groundwater Sampling, with the January
2017 revision published by FDEP. Prior to groundwater samples being collected, each of the monitoring wells were purged with a Geo pump II Peristaltic Pump with Easy-Load head and dedicated well tubing with disposable pump head tubing.
During purging activities, field parameters are measured using a YSI Professional Plus pH/salinity/dissolve conductivity/oxygen/ temperature meter and a HF Scientific Micro 100
Benchtop Turbidity Meter. The groundwater samples are pumped directly into the sample containers.
All equipment was calibrated IAW FDEP-SOP-001/01 FT 1000, with revision date January
2017. Each piece of equipment is verified twice a day using appropriate standards before and after on-site sampling. If a unit is out of range, it is recalibrated and then verified against the standard. Surface water samples were collected using a swing sampler and carefully introduced into a dedicated sample container supplied by the laboratory for each site. Samples to be submitted for laboratory analysis were immediately placed on wet ice and submitted to the subcontracting laboratory for analysis IAW the chain of custody documents. All purged wells and sampling activities were documented and included in the appendices of the event report.

4.0 GROUNDWATER AND SURFACE WATER LEVEL MEASUREMENTS
All field measurements were performed as described in Section 3.0. Water level measurements were collected from all groundwater monitoring wells and surface water monitoring stations associated with the referenced landfills, see Appendix A. All groundwater water level measurements were taken on the same day, 20 Oct 21, in accordance with the permit requirements. This is accomplished to determine relative groundwater elevations and estimate groundwater flow direction. The location of each groundwater monitoring well and surface water monitoring station is shown on Figure 1.
Static water levels inside the groundwater monitoring wells were measured from the survey point atop each well casing. The water level measurements were then subtracted from the surveyed elevations to determine the groundwater elevation relative to the National Geodetic Vertical
Datum (NGVD) of 1929. The surface water elevations were determined using staff gauges at the surface water monitoring stations. Groundwater and surface water elevation data for both landfills are summarized in Table 1.
Groundwater elevations were used to create contour maps using the natural neighbor contouring method to determine groundwater flow direction for each of the monitoring zones (shallow, intermediate and deep) within the surficial aquifer system (SAS). The flow maps are water level measurements taken on 20 Oct 21.
• Groundwater elevation contours for the shallow monitoring zone of the SAS reveals groundwater flow is primarily towards the north and northeast regions of the landfill as shown in Figure 2.
• Groundwater elevation contours for the intermediate monitoring zone of the SAS reveals groundwater flow is primarily toward the north and northeast region of the landfill as shown in Figure 3.
• Groundwater elevation contours for the deep monitoring zone of the SAS reveals groundwater flow is primarily toward the south and southeast regions of the landfill as shown in Figure 4.
5.0 WATER QUALITY SAMPLING RESULTS
All samples were collected according to the procedures outlined in Section 3.0. The results obtained from field parameter measurements and the analytical laboratory were compared to their respective Maximum Contaminant Levels (MCL) as defined by the FDEP in Table 1, Chapter 62-777 of the Florida Administrative Code (FAC), Groundwater and Surface Water
Cleanup Target Levels. Surface water MCLs were obtained from Chapter 62-302 of the FAC in the table titled Criteria for Surface Water Quality Classifications. In addition, surface water
MCLs for selected metals were calculated based on hardness values obtained through laboratory analyses. In these cases, the lowest hardness concentration is used to obtain the most stringent value. For this report, when a parameter is not stipulated in FDEP reference, CTI-TPMC assumed that no MCL exists for that parameter. The chain-of-custody forms and laboratory analysis are provided in Appendix B. Additional electronic formats of the data are provided in separate files as required by FDEP.
5.1 Field Sampling Measurements
Except for pH, which is classified as a secondary drinking water standard, there are no groundwater MCLs for field parameters. The 22 groundwater wells and four surface water sampled revealed an acceptable pH range of 6.5 - 8.5 standard units. CTI-TPMC compared surface water field parameter measurements with their respective surface water MCLs (as outlined in Section 4.0). Temperature is the only surface water field parameter without an established MCL. At the four surface water monitoring sites, dissolved oxygen (DO) levels were found to be within the permissible Criteria Minimum Concentration (CMC) of 5.0 milligrams per liter (mg/L).
SW-1, SW-2 and SW-3 specific conductance were all within the acceptable MCL of 1275 micro-ohms per centimeter (µmhos/cm). The specific conductance of SW-4 was above the MCL.
Surface water measurements:
Monitoring Site DO (mg/L) Specific Conductance
SW-1 5.34 734 µmhos/cm
SW-2 5.34 904 µmhos/cm
SW-3 5.50 1240 µmhos/cm
SW-4 8.40 6979 µmhos/cm
The field parameter measurements are detailed in Table 2. Values that exceeded their respective
MCLs are represented in red bold italic text. The field data collected during the well purge and sampling activities are included as Appendix A.
5.2 Analytical Laboratory Results for General Chemistry
The analytical laboratory results for groundwater and surface water samples revealed the 15 general chemistry parameters had at least one value above the laboratory method detection limits
(MDLs) for the analyte and four parameters detected above their respective MCLs. Table 3 provides a summary of all detected general chemistry parameters. Parameters exceeding their respective MCLs are shown in red bold italic text in the table and described in detail in the text below.
Surface water MCLs for general chemistry parameters have not been established except for un-ionized ammonia, which is listed as a Class III predominantly fresh surface water standard.
There are no criteria for the remaining parameters. Review of the analytical laboratory results for general chemistry parameters detected in surface water samples revealed un-ionized ammonia was not detected above the respective MCL. Exceedances of regulatory criteria are explained in detail below. Review of the analytical laboratory results for general chemistry parameters detected in groundwater samples revealed Ammonia as nitrogen, Chloride, Sulfate and Total Dissolved Solids (TDS) were detected above their respective MCLs in several groundwater monitoring wells. Exceedances of regulatory criteria are described in detail below.

6.0 QUALITY ASSURANCE/QUALITY CONTROL SAMPLING AND RESULTS
During the sampling event, four quality assurance/quality control (QA/QC) samples were collected and submitted for laboratory analysis. Field/Trip/Equipment blanks were collected to demonstrate that the samples or equipment had not been contaminated by the environment, sample container, or preservatives, as well as establishing that no contamination occurred during sample transport and/or storage. Collection of the QA/QC samples was documented on the laboratory chain of custody forms and analysis is shown in Appendix B.
Six of the seven blanks (TB-01, TB-02, TB-03, TB-04, FB-01 and EQB-01) collected during the four days of sampling were below the MDL, with the exception of FB-02, which had Iron and
Sulfate greater than the MDL. F2F and their subcontractor reviewed their procedures to minimize cross contamination and have not determined the cause. Additional attention will be given to cross contamination procedures in future sampling events.
7.0 SUMMARY AND CONCLUSION
