ABOUT THIS PLAN
This installation-specific Environmental Management Plan (EMP) is based on the U.S. Air Force’s (AF) standardized Storm Water Management Plan (SWMP) template.
This plan is not an exhaustive inventory of all storm water requirements and practices. Where applicable, external resources, including Air Force Instructions (AFIs); AF Playbooks; federal, state, local, and Final Governing Standards (FGS); and permit requirements are referenced.
Each section of this plan begins with standardized, AF-wide “common text” language that addresses AF and Department of Defense (DoD) policy and federal requirements. This common text language is restricted from editing to ensure that it remains standard throughout all plans. The common text language is maintained and updated by the designated Office of Primary Responsibility (OPR) with assistance from the Office of Collateral Responsibility (OCR), as appropriate. Immediately following the AF-wide common text sections are Installation sections. The Installation sections contain installation-specific content to address state, local, and installation-specific requirements. Installation sections are unrestricted and are maintained and updated by AF environmental Sections and/or installation personnel.
This document is optimized to be accessed and viewed electronically. The eDASH website at https://cs2.eis.af.mil/sites/10040 is the primary communication tool for AF EMPs.
This AF standardized template may differ in format and organization from other templates developed by regulatory agencies or other organizations. If applicable, a cross-reference table of sections is included below to simplify review.

In accordance with (IAW) the Air Force Civil Engineer Center (AFCEC) Environmental Directorate (CZ) Business Rule (BR) 08, EMP Review, Update, and Maintenance, the standard content in this SWMP template is reviewed periodically, updated as appropriate, and approved by the Water Quality Subject Matter Expert (SME).
This version of the template is current as of 06/26/2020 and supersedes the 2018 version.
NOTE: Installations are not required to update their SWMPs every time this template is updated. When it is time for installations to update their SWMPs, installations should adopt the most recent version of this template available.

1 OVERVIEW AND SCOPE
AF installations that operate a Municipal Separate Storm Sewer System (MS4) in an Urbanized Area (UA) are regulated as small MS4s pursuant to the Storm Water Phase II Final Rule of the National Pollutant Discharge Elimination System (NPDES) permitting program of the Clean Water Act. Covered installations must obtain coverage under a small MS4 storm water permit from the appropriately authorized permitting authority and implement a storm water management program.
The primary objective of this SWMP is to reduce the discharge of pollutants to storm water to the maximum extent possible (MEP). Pollutant discharge reduction will be accomplished by implementing best management practices (BMPs) and measurable goals for the following six minimum control measures (MCMs):

Installation Supplement – Overview and Scope
Patrick Space Force Base (PSFB) is located on a barrier island in Brevard County along the central east coast of Florida. The facility is bound by the Atlantic Ocean to the east and the Banana River to the west. The base is accessed by State Road A1A, which runs north-south along the east side of the barrier island, and the Pineda Causeway (State Road 404), which provides entry from the west and borders the facility on the south. State Road A1A forms an approximate north-south drainage divide for the main portion of the base. This results in an easterly drainage of the beachfront area into the Atlantic Ocean and westerly drainage of the area west of State Road A1A to the Banana River. Drainage from all regulated Industrial Areas (IAs) leads to stormwater outfalls in the Banana River.
PSFB is comprised of 2,002 acres including an airport, an industrial area, a golf course, a marina and residential housing. Approximately 43% of the total acreage is considered open land. PSFB is bordered to the north and south by residential areas and to the east by the Atlantic Ocean. PSFB is bordered to the west by the Banana River, which is considered an impaired body of water by the Florida Department of Environmental Protection (FDEP). PSFB has four industrial areas (IAs) currently covered under the Multi-sector Generic Permit (MSGP), Sectors: K, N, Q, and S. These industrial areas and an overall site map are shown in Figure 1.
The stormwater drainage from PSFB is described in the Stormwater Pollution Prevention Plan (SWPPP) and includes industrial, residential, and recreational areas. This SWMP focuses on runoff controls from construction activities. The SWMP has been prepared to comply with the Florida Department of Environmental Protection (FDEP) National Pollutant Discharge Elimination System (NPDES) Generic Permit for Discharge of Stormwater from Phase II Municipal Separate Storm Sewer Systems (MS4) for PSFB, Permit ID Number FLR04E074 (Cycle 4) effective 22 August, 2018, and expires 21 August 2023.

3 ENVIRONMENTAL MANAGEMENT SYSTEM
The AF environmental program adheres to the Environmental Management System (EMS) framework and its Plan, Do, Check, Act cycle for ensuring mission success.
Executive Order (EO) 13693, Planning for Federal Sustainability in the Next Decade, U.S. Department of Defense Instruction (DoDI) 4715.17, Environmental Management Systems, AFI 32-7001, and International Organization for Standardization (ISO) standard 14001, Environmental Management Systems – Requirements with guidance for use, provide guidance on how environmental programs should be established, implemented, and maintained to operate under the EMS framework.
The storm water management program employs EMS-based processes to achieve compliance with all legal obligations and current policy drivers, effectively manage associated risks, and instill a culture of continual improvement. The SWMP serves as an administrative operational control that defines compliance-related activities and processes.

4 GENERAL ROLES AND RESPONSIBILITIES
Storm water management requires the full involvement of all organizations and personnel on the installation, including contractors, tenants, and family members living on the installation. The major roles/organizations involved in supporting the storm water management program at a typical installation include:

5 TRAINING
AF installations implement storm water training programs to ensure that installation personnel, contractors, and visitors are aware of their role in the program and the importance of their participation to its success. DoDI 4715.10, Environmental Education, Training, and Career Development, implements policy and provides the procedures for environmental education, training, and career development programs for DoD personnel. AF installations ensure that appropriate personnel complete required education, training, and certification necessary to perform their jobs. Priority is given to the use of AF-approved education/training sources such as the Air Force Institute of Technology (AFIT) training courses and official AF-approved computer-based training resources (e.g., The Environmental Awareness Course Hub [TEACH], Advanced Distributed Learning Service [ADLS], ArcNet, etc.) to meet training needs.
Specific training requirements are outlined in the BMPs below. Training records are maintained in IAW the Recordkeeping and Reporting section of this plan.

6 RECORDKEEPING AND REPORTING
All AF MS4s have measures in place to ensure compliance with applicable permit recordkeeping and reporting requirements. Records are stored and maintained IAW Air Force Manual 33-363, Management of Records, and records are archived and disposed IAW the Air Force Records Information Management System (AFRIMS) Records Disposition Schedule (RDS).

6.1 Annual Report
As part of this SWMP, PSFB is required to evaluate the program compliance, the appropriateness of the BMPs identified in Section 7.0 and progress toward achieving measureable goals.
Annual Reports are due in accordance with the permit and will cover the period August 22 through August 21. Annual Reports for the 2nd and 4th year of the permit must be submitted to FDEP by February 22 of the next year, in accordance with the permit. The report will include the following information:
Status of compliance with permit conditions Appropriateness of BMPs Progress toward reducing discharge of pollutants to the maximum extent practicable Measurable goals for each of the MCMs
6.2 Reviewing and Updating Stormwater Management Plans
An annual review of the SWMP will be conducted. Changes to SWMP which add components, controls, or requirements to the SWMP can be made at any time upon written notification from the FDEP.
Proposed changes to replace an ineffective BMP will be submitted to the FDEP with the following information: analysis of why the BMP is ineffective; expectations on the effectiveness of the replacement BMP and why the replacement BMP is expected to achieve the goals of the BMP to be replaced. 7 MINIMUM CONTROL MEASURES AND BEST MANAGEMENT PRACTICES
AF MS4 storm water management programs are comprised of at least six MCMs that collectively are designed to reduce pollutants discharged to receiving bodies to the MEP. BMPs and measurable goals are implemented and monitored for each MCM as described below. Where required, all AF MS4s have developed regulatory mechanisms to enforce requirements in the general permit. These mechanisms are included in the appropriate sections below.

7.1 Public Education and Outreach
All AF MS4s implement public education and outreach programs to educate the installation population on the impact that their common, daily activities and behaviors can have on installation storm water runoff and local water resources. These programs include general storm water pollution awareness and guidance on actions that can be taken to reduce the potential storm water pollution from their activities.

7.3 Illicit Discharge Detection and Elimination
All AF MS4s have measures in place to detect and eliminate illicit discharges to the storm water system. Illicit discharges include intentional non-storm water discharges and incidental non-storm water discharges. Installation illicit discharge detection and elimination measures include both proactive and reactive measures for preventing or limiting these types of discharges.

7.3.1 Illicit Discharge Detection SOP
All non-stormwater discharges are strictly prohibited on PSFB property. The following SOP is used to detect and address illicit discharges.
Step 1: Identify problem areas – Illicit discharges will be identified through periodic inspections by MSGP industrial users, public complaints/comments and outfall visual screening during dry weather.
Step 2: Determine the source – Problem areas or discharges will be traced and investigated to identify the potential source.
Step 3: Remove/correct illicit connections – The responsible party of an illicit discharge will be notified and directed to correct the problem immediately.
Noncompliance will be dealt with on an escalating scale (see below).
Step 4: Document actions taken – All actions taken under this Plan will be documented, including the location of identified illicit discharge, source of the discharge and corrective actions taken, as applicable.
The SLD 45 Environmental Office may employ any combination of the following actions for noncompliance, and may escalate where necessary to address persistent or repeat noncompliance, or incidents of major environmental harm.
First offense - Additional education is provided on the proper disposal, prohibition of illicit discharges and the importance of protecting our stormwater system.
The immediate supervisor also is informed to take appropriate corrective action which may include but is not limited to additional retraining or reassignment.
Second offense – Unit commander is notified the actions of his/her unit are in noncompliance and corrective action is required.

7.4 Construction Site Runoff Control
All AF MS4s have measures in place to reduce discharges to storm water of sediment and other potential pollutants from construction sites disturbing one or more acres of land.

7.4.1 Procedures for Construction Sites with Land Disturbing Activity
Land disturbing activities greater than 1 acre that occur at PSFB are subject to a site runoff control program under this SWMP. The following steps must be followed by the construction contractor for any land disturbing activity that requires a NPDES Construction Generic Permit:

7.4.1.1 Notice of Intent
A NOI must be submitted for each land disturbing activity greater than an acre as required by regulation.
7.4.1.2 Site-Specific Stormwater Pollution Prevention Plans (SWPPP)
A site specific SWPPP includes BMPs to minimize pollutant discharge from the construction site. The site specific SWPPP must be developed by the contractor prior to submitting the NOI. The contractor submits their NOI directly to FDEP. The contractor submits a copy of their site- specific SWPPP along with a copy of the NOI, run-off calculations, site description, and digital boundary as applicable to the Space Launch Delta 45. The site specific SWPPP will remain on-site and accessible for the duration of the land disturbing activities. Construction contractors working under a NPDES CGP shall conduct inspections in accordance with the requirements of their permit. An example of an inspection form is provided in Appendix A.
7.4.1.3 Notice of Termination
A complete notice of termination (NOT) must be submitted to the FDEP as required under regulations and per conditions of the permit.
7.4.1.4 Construction Site Inspection SOP
PSFB will conduct oversight inspection of construction sites permitted as NPDES CGP by utilizing this process and documenting these inspections. An example Construction Site Inspection Checklist is found in Appendix B, but similar checklist may be utilized.
Identify through the design review process projects that will require or have the potential to require a NPDES Construction Generic Permit.
Ensure comments are made on the design to indicate to the construction contractor the requirement for the permit and the requirement for copies of permit submittals to be forwarded to the Environmental Office (NOI, Permit, Site Specific SWPPP, and NOT).
Attend Pre-Construction meetings for projects that require NPDES Construction Generic Permits.
Copies of required NPDES CGP submittals shall be obtained from the CE Project Manager and maintained in the applicable permit folder in the environmental office.
At a minimum three periodic inspections (beginning, middle, and end) of the project site shall be conducted by the Environmental Office. These inspections will be coordinated through the applicable CE Project Manager.
Conduct an inspection of the site to ensure:
BMPs identified in the site specific SWPPP are in place, adequate, and functioning properly;
A copy of the SWPPP is being kept on site, A copy of the NOI is posted, Inspections are being conducted as required, Any discrepancies identified on the last inspection have been corrected.
Complete the Construction Site Stormwater Inspection Checklist. This form is to be signed by the Environmental Staff conducting the inspection and the Site Supervisor or POC.
Retain a copy of this form in the applicable permit folder in the environmental office.
Any issues of non-compliance will be forwarded to the Contracting Officer.

7.5 Post-Construction Runoff Control
All AF MS4s have measures in place to reduce discharges to storm water of sediment and other potential pollutants from new and/or redevelopment projects.

Develop strategies for implementing both structural and non-structural BMPs in development projects Establish an ordinance, regulatory mechanism, or other binding agreement, as appropriate, addressing post-construction runoff Implement a program to ensure adequate long-term operation and maintenance of BMPs

All AF MS4s have measures in place to identify and implement methods and practices for performing municipal operations in a manner that minimizes and prevents pollution of storm water runoff. Municipal operations may include:
