RED PLAN - IMMEDIATE RESPONSE PLAN

In the event of a spill at PAFB, the Red Plan serves as the “Jump Start” for initiating response actions.

1. Alert personnel within the immediate area. Have nonessential personnel evacuate to the area up gradient and upwind and report to a designated meeting place. If there are fuel vehicles in the area and it is safe, have the drivers move their vehicles to an alternate location. Prevent any vehicles (other than fire protection) from entering the area.

This action is to prevent any inadvertent action from compounding the situation. The senior person at the rally point will account for all persons (those at the meeting place, those working to control the discharge and those unaccounted for).

When the Fire Emergency Services (CEF) arrives, this information will be passed on to the first senior fire official arriving.

2. Activate emergency switches to shut down all pumps. Perform this action only if the emergency switches can be accessed safely.

3. Make appropriate notification by dialing 911 (landline)

Ensure CEF is immediately notified if the discharge/spill escapes containment.

4. Stop the product flow at the closest valve and/or shut down pumps.

Do not enter any spill site to accomplish the shutdown. Stay upwind/up gradient of the spill.

5. Isolate the discharge spill area and shut off ignition sources.

Control vehicles, electrical sources and ensure that there is no smoking.

6. Stand by to direct/assist emergency personnel. Do not resume fuel operations until cleared to do so by a fuels supervisor.

7. Fire Chief will notify the Qualified Individual (QI) or Alternates through the Command Post.

8. Safely initiate control action to confine and contain the release to the smallest area possible.

- For flowing fuel spills, without entering the spill area, build a dike in front of the spill using absorbents or soil.

- For pooled spills, place absorbent pads on top of the spill without entering the spill area.

- If fuel has reached drainage ditch, build several dirt dams in the ditch. If water is flowing through the ditch, build an underflow dam.

- Block any ditch/opening leading to a waterway.

- Use absorbent pads to soak up fuel.

Only personnel who are trained in HAZMAT operations shall respond in a defensive position to contain a fuel spill.

9. Identify and determine nearby locations that could be impacted by the type of incident.

Bulk fuel storage capacity at PAFB is currently transitioning from underground storage to aboveground storage and capacity is below 1 million gallons. An oil spill from the remaining bulk storage containers at the PAFB could potentially enter navigable waters of the U.S. The 45 SW will maintain a Facility Response Plan (FRP) through the transition to ensure regulatory continuity.

This plan follows the guidance and template provided in 40 CFR 112.2. Section 1-Emergency Response Action Plan provides a summary of the critical information and available resources required to respond to an oil discharge or release. The remaining sections address the requirements of the regulation.

This plan supersedes the 45 SW FRP dated October 2017.

1. EMERGENCY RESPONSE ACTION PLAN

A. QUALIFIED INDIVIDUAL INFORMATION: QIs are individuals who are qualified to command spill response efforts during oil spill incidents.

Responsibility During Response Action:

The Senior Fire Official (SFO) is the Initial Incident Commander (IC). The SFO will respond to spills as necessary to protect life and property with due regard for the environment. The SFO commands and controls the immediate incident site. The SFO is responsible for directing and coordinating all required support services in containment and recovery operations; coordinates support requirements; acts as the IC until properly relieved. Determines source, type and approximate quantity of spill.

Evaluates magnitude and severity of threat to public health, welfare and natural resources.

Takes appropriate safety precautions to protect response personnel.

Notifies the Base Civil Engineer or Environmental Compliance (45 CES/CEIE) of the spill occurrence. Requests activation of the Emergency Operations Center as necessary.

F. RESPONSE EQUIPMENT TESTING AND DEPLOYMENT.

(1) Response equipment exercises are conducted by the CEF to ensure response equipment is operational and CEF personnel who operate the equipment during a spill response are capable of operating the equipment. CEF maintains documentation of drills/exercises.

Response equipment testing requirements are conducted in accordance with (IAW) the National Preparedness for Response Exercise Program (PREP) Guidelines and as described below.

(2) Personnel who normally operate or supervise the operation of the response equipment participate in the exercise. The personnel demonstrate their ability to deploy and operate the equipment.

(a) The response equipment is evaluated during annual exercise to ensure it is in good operating condition.

(b) A representative sample of the PAFB response equipment is utilized biannually to verify the equipment is operational and ready for deployment.

(3) Records of equipment deployment drills include the following information types:

(4) PAFB has cited both contractor equipment and their own equipment in their response plan; therefore, both types of equipment are exercised.

(5) PAFB-Owned and Operated Equipment: The 45 CES/CEF personnel are involved in the equipment deployment exercises. Their equipment is minimally deployed twice a year.

PAFB can deploy the equipment necessary to respond to an average most probable/small discharge (<2,100 gallons).

(6) Contractor Involvement in Equipment Deployment Exercises:

(a) The contractor is required to conduct equipment deployment exercises in geographic areas for which they are contracted for response actions. The contractor provides annual documentation of their response resource exercises and maintenance program.

(b) This program is accompanied by an extensive inventory, inspection and maintenance program to ensure the adequacy and readiness of the equipment. Response team personnel are trained and exercised at the same time IAW PREP guidelines.

H. EVACUATION PLAN.

(1) In the event an oil or hazardous substance release is of a nature that evacuation is required, the 45 SW Installation Emergency Management plan (IEMP) 10-2 shall be followed.

The 45 SW IEMP 10-2 contains specific information about evacuation procedures as well as command and control during evacuations.

(2) Any emergencies that require evacuation of off-base locations will be coordinated with Brevard County Emergency Management.

I. FACILITY DIAGRAM. Diagrams of facility and surrounding layout, topography, evacuation paths, and drainage flow paths along with Security measures, including fences, lighting alarms, guards, emergency cutoff valves, and locks are available to the QI, IC, EOC Director and others with a need to know for planning and response purposes.

J. IMMEDIATE ACTIONS. Basic initial response actions for PAFB oil spills are as follows in Table 1-21:

1. Alert personnel within the immediate area. Have nonessential personnel evacuate to the area up gradient and upwind and report to a designated meeting place.

If there are fuel vehicles in the area and it is safe, have the drivers move their vehicles to an alternate location.

Prevent any vehicles (other than fire protection) from entering the area.

This action is to prevent any inadvertent action from compounding the situation. The senior person at the rally point will account for all persons (those at the meeting place, those working to control the discharge and those unaccounted for). When the Fire Emergency Services arrives, this information will be passed on to the first senior fire official arriving.

2. Activate emergency switches to shut down all pumps.

Perform this action only if the emergency switches can be accessed safely.

3. Make appropriate notification by dialing 911 (landline) (321) 494-0911 (cell phone). (The 911 Center is jointly staffed by Security Forces and Fire Emergency Services.)

If in radio contact with the Resource Control Center (RCC), notify the RCC and have them contact Fire Emergency Services. (Ensure CEF is immediately notified if the discharge/spill escapes containment.)

4. Stop the product flow at the closest valve and/or shut down pumps.

Do not enter any spill site to accomplish the shutdown.

Stay upwind/up gradient of the spill.

5. Isolate the discharge spill area and shut off ignition sources.

Control vehicles, electrical sources and ensure there is no smoking.

6. Standby to direct/assist emergency personnel. Do not resume fuel operations until cleared to do so by a fuels supervisor.

7. Fire Chief will notify the QI or Alternates through the Command Post.

Refer to Table 1-2 – Key Base Personnel Emergency Notification.

8. Safely initiate control action to confine and contain the release to the smallest area possible.

- For flowing fuel spills, without entering the spill area, build a dike in front of the spill using absorbents or other materials (dirt or sand).

- For pooled spills, place absorbent pads on top of the spill without entering the spill area.

- If fuel has reached drainage ditch, build several dirt dams in the ditch. If water is flowing through the ditch, build an underflow dam.

- Block any ditch/opening leading to a waterway.

- Use absorbent pads to soak up fuel.

Only personnel who are trained in HAZMAT operations shall respond in a defensive position to contain a fuel spill.

9. Identify and determine whether nearby locations which could be impacted by the type of incident.

K. BACKGROUND.

(1) The installation was originally established in 1940 as the Banana River Naval Air Station by the United States (U.S.) Navy. In 1950, the air station was transferred to the U.S. Air Force (USAF) and renamed in honor of Major General Mason M. Patrick. Since that time, PAFB has been engaged in launch/test and support operations associated with the cruise missile program, various ballistic missiles, the Apollo program, the Space Shuttle program and the Air Force Space Lift program.

(2) PAFB encompasses approximately 2,108 acres. The main base consists of 1,791 acres comprised of family housing units, base facilities, and an airfield. It is located on State Road (SR) A1A approximately five miles south of the City of Cocoa Beach, Brevard County, Florida. The base is on a barrier island which is separated from the mainland by the Indian and Banana Rivers. The topography of the area is relatively flat, with an average elevation of approximately five to ten feet above sea level. The soil consists of sand with limited moisture holding capacity. Stormwater runoff from the main base, located west of SR A1A, generally drains west towards the Banana River. The beachfront area, located east of SR A1A, drains east towards the Atlantic Ocean. There are twenty four (24) storm water outfalls at PAFB which discharge to the Banana River. There are no defined outfall points to the Atlantic Ocean.

Navigable waters that could be impacted by an oil spill on PAFB include the Atlantic Ocean and Banana River.

(3) Geography: The upper soil layers on PAFB are composed of sands with a high permeability that readily absorb rainwater during normal rainfall events. High-volume rainfall events can provide sufficient water to exceed the soil's storage capacity, which produces surface ponding and stormwater runoff. Beneath these soils are a series of layers, which may include clays, sands, silt and shells. These layers may be up to 100 feet thick. These deposits are underlain by the Hawthorn Formation, which consists of calcareous clay and phosphate limestone and acts as the upper confining layer for the Floridan aquifer in this region.

(4) Climate: The geographical position of Brevard County is reflected in the humid subtropical climate, with an annual average temperature of 70°F varying from an average 50°F in January to an average of 91°F in July. The average annual rainfall is 52 inches, with July, August and September being the wettest months.

B. Pursuant to Chapters 376 and 403, Florida statutes:

(1) The 45 CES/CEIE will notify the National Response Center who will relay the information to an EPA or U.S. Coast Guard On-Scene Coordinator depending on the location of the incident.

(2) The 45 CES/CEIE will notify the State Warning Point within 24-hours of a reportable pollutant discharge.

(3) The owner or operator having a discharge of any amount of hazardous substance, including petroleum or petroleum products, must report the discharge by dialing 911 (landline)

(321) 494-0911 (cell phone). The 45 CES/CEIE will determine if a reportable threshold has been met and will notify the appropriate regulatory agencies, including the State Warning Point.

Notifications will be completed within the specified time limit for the size, location, and type of release.

C. The following information must be reported to the State of Florida:

(1) Name, address and telephone number of person reporting.

(2) Name, address and telephone number of person responsible for the discharge or release.

(3) Date and time of the discharge or release.

(4) Type or name of substance discharged or released.

(5) Estimated amount of the discharge or release.

(6) Location or address of discharge or release.

(7) Source and cause of the discharge or release.

(8) Size and characteristics of area affected by the discharge or release.

45 SW/CC.

- If the Regional Response Team (RRT) News Office is activated, coordinate all news releases with them. If a RRT News Office is not activated, the USEPA's Public Information Office can be contacted, if deemed appropriate, at (404) 881-3004.
