STANDING ROCK COMMUNITY SCHOOLS STRUCTURE #168A

1.0 BACKGROUND INFORMATION

Structure #168 was constructed in 1967 and is a two-story building with a dirt floor crawlspace. The structure serves as a multi-family housing unit. Unit 168A was vacant at the time of the survey.

The roofing system is flat with rolled roofing and black tar over wood and the exterior of the structure consists of a combination of brick, plywood and stucco.

The interior floor finishes include carpet over residual black and yellow mastic, carpet over vinyl sheet flooring, 12" floor tile and wood; the interior wall finishes include smooth gypsum wallboard (GWB); and the interior ceiling finishes included smooth gypsum wallboard.

LEGEND did not observe any pipes or pipe insulation on the main floor or second floor of the apartment unit. However, fiberglass pipe insulation with PVC elbows were observed in the crawl space. The residence was heated with electric hot water units.

Photo 53 depicts the exterior of structure #168A.

2.0 ASBESTOS SURVEY

A total of thirty-two (32) samples were collected from suspect asbestos-containing materials (ACM) from structure #168A Laboratory analysis results indicate six (6) of the samples tested positive for asbestos.

LEGEND surveyed and sampled the exterior of units 168-A and 168-D under this unit (168A).

Table #1 includes asbestos sampling data.

2.3 Estimated Asbestos Abatement Costs

3.0 RADON SURVEY

Two (2) radon samples were collected from inside structure #168A.

The sample collected from the first floor living room detected a radon level of 2.1 pCi/I and the US EPA recommends that you conduct further tests to determine the true annual average. If the results remains between 2 and 4 there is little short-term risk, but you should consider fixing you home. Additionally, if you make any structural changes or start to use a lower level of the building more frequently, you should test again.

The sample collected from the basement furnace room detected a radon level of

9.1 pCi/I. The US EPA states that for test results in this range you should conduct either a short- or long-term follow-up measurement. If, however, this is a follow-up (confirming) test, it is recommended that you take remedial action to reduce these radon levels.

4.1 Estimated Remediation Costs

LEGEND Technical Services, Inc. estimates remediation costs (removal and disposal) of the regulated materials and miscellaneous hazardous materials in the various locations of the facility to be $1,000.00.

5.0 MOLD SURVEY

Heavy mold growth was observed on the GWB walls and ceilings throughout the residence. The residence is vacant with no power and heat and appears to have been vacant for some time. All finish materials within the unit have moisture damage (photo 58 is typical).

Water stains and mold growth was observed on the fiberglass pipe insulation in the dirt floor crawlspace and on the wood floor joists in the crawlspace. Photos 55 and 56 show the crawlspace.
