IDIQ Binding Price Schedule A4.2 Work will presumably be performed in multiple States including Alaska. Since the bid sheet only lists unit rates for items to be abated/replaced, how should mobilization/demobilization be included in contactor pricing?
The IDIQ binding price schedule does not seek to establish binding unit prices for every possible activity in the IDIQ SOW. Additional activities that are required on specific task orders will be established during task order negotiation. Although mobilization/demobilization will likely be required on every task order, the extent and price of these activities cannot be priced at the IDIQ level when there is no specific site to price.
A4.3 Regarding the pipe insulation line item - should the unit be Linear feet?
Yes. Please see the revised Attachment 2: IDIQ Binding Price Schedule.
A4.4 Regarding the pipe insulation line item and HVAC duct line items - how should contractors account for piping/ductwork that may be located at height (manlifts may be required)?
Do not include manlifts in unit pricing for this line item. If manlifts are required for specific task orders, the price of manlifts can be negotiated separately at the task order level. Please see the new footnote added to the revised Attachment 2: IDIQ Binding Price Schedule
A4.5 Regarding the pipe insulation line item - should this line item include fittings and valves?
Yes, this price should include removal and disposal of all elements (including) fittings and valves associated with removal of ACM related to pipe insultation.
A4.6 Regarding the flooring and tiles line item - if the floor tile and mastic is located beneath non asbestos flooring?
This unit price should only include removal and disposal of flooring and tiles. Additional non- ACM flooring identified on specific task orders will be priced and negotiated separately.
A4.7 Regarding the pipe insulation line item - is buried (underground) asbestos piping anticipated?
Do not include the price for accessing buried asbestos piping in this binding price. Any work required to access buried asbestos piping identified at the task order level will be negotiated during task order negotiations.
A4.8 Can a line item for meetings be added to the binding rates sheet? If not, how many meetings should contractors build into their rates?
Meetings identified as required at the task order level will be negotiated at the task order level.
A4.9 What quantities are suggested in preparing unit prices for items 1 through 23 on the IDIQ Binding Price Schedule?
There is no estimated quantity for IDIQ unit pricing. Each task order will identify estimated quantities, as needed.
Seed Task Order Pricing and Scope A4.10 Is there any work required beyond the footprint of building 168? If so, please clarify.
No.
A4.11 Seed Task Order SOW states “Services also include the repair and replacement of interior walls, floors, insulation, crawlspaces, ceiling, and roof sections that are directly impacted by remediation efforts…”. Where should costs for replacement be captured? Does replacement of wallboard include final finish, including priming and painting? Is installation of trim (e.g.
baseboard) included?
The Seed Task Order price schedule does not seek to establish binding unit prices for every possible activity in Phase 2. Instead it establishes some binding unit prices for activities that are assumed to be cost drivers. Additional activities that are identified as required by the Work Plan prepared in Phase 1 will be negotiated during the finalization of Phase 2 pricing, following the completion of Phase 1. A Phase 2 binding unit rate per square foot is included for drywall replacement in the price schedule. Finishing and trim, if desired, will be negotiated before Phase 2 price finalization.
A4.12 The Seed Task Order Price Schedule details 500 sq ft of ACM flooring, however, this material is not identified in any of the individual reports. Please define the location and condition of this material (e.g. friable or non-friable). Should Contractor assume non-friable floor tile only, or is friable sheet flooring associated with this line item? Is ACM mastic associated with this flooring? If so, please define the substrate. Should we assume any non- ACM floor coverings need to be removed or disposed of?
We assume that the floor tile is not friable, but we are unsure about the mastic. The selected contractor for the Seed Task Order will be responsible for performing investigations that will define the location, condition, and quantity of environmental hazards and provide a plan for remediation in the Work Plan. These questions should be answered by the selected contractor during Phase 1.
A4.13 Should Contractor assume that third-party air monitoring and inspections will be performed by others?
The selected contractor will be responsible for creating and implementing a sampling plan, this may include air and material sampling (monitoring) and inspections to be performed by the contractor, as discussed in Seed TO SOW section 4.2.
A4.14 Is 3rd party daily monitoring required or is visual & clearance testing at the end of abatement acceptable?
Please see the answer to question A4.13.
A4.15 Where should removal non-ACM materials be captured (e.g. carpet over ACM tile)? Should these materials be disposed of offsite, or can they be left on site?
Non-hazardous materials that must be removed must also be disposed of offsite. The Seed Task Order price schedule does not seek to establish binding unit prices for every possible activity in Phase 2. Instead it establishes some binding unit prices for activities that are assumed to be cost drivers. A4.17 The Seed Task Order Price Schedule is for Lead Paint Removal and Disposal. Statement of Work - Enclosure 2, Standing Rock Bldg. 168 Survey Compilation states to remove and replace LBP balusters. Where should costs for replacement be captured?

A4.18 Attachment 9, Bldg. 168B Report does not discuss the LBP balusters referenced in the Attachment 7 Survey Compilation. The Seed Task Order Price Schedule details 500 sq ft for Lead-based paint, removal and disposal. Is this quantity only for balusters? Assuming removal and disposal of balusters should be captured under this line item, please detail quantity of balusters requiring replacement. Should replacement costs be captured in this line item?

A4.19 Non-ACM materials identified in reports only had one PLM sample. In accordance with the “3-5-7 Rule” were additional samples obtained during the inspection? If not, is Contractor required to obtain additional samples? If additional sampling is required, where should associated costs be captured?
If the material warrants additional samples based on the area and industry standards, the contractor must include those samples in the sampling plan and take the samples during execution of the sampling plan. All costs related to investigation and assessment should be included in the lump sum price for Phase 1.
A4.20 Attachment C, Bldg. 168C Report identifies an ACM Light Liner with an estimated abatement cost of $100.00. Where should costs associated with removal and disposal of this item be captured?
Estimates in any attached reports provided may be outdated and should not be relied upon when offerors are preparing proposals. It is the responsibility of offerors to prepare accurate price proposals. The Seed Task Order price schedule does not seek to establish binding unit prices for every possible activity in Phase 2. Additional activities that are identified as required by the Work Plan prepared in Phase 1 will be negotiated during the finalization of Phase 2 pricing, following the completion of Phase 1. The costs for the activity listed here, if it is required, will be negotiated during Phase 2 negotiations.
A4.21 Attachment C, Bldg. 168C Report details removal of 1 light liner, but the sample report identifies two samples (#33 and 34) resulted in ACM. Please clarify if these samples were obtained from the same material.
The reports attached to the solicitation are for reference only and the Government has no additional information to provide. The selected contractor for the Seed Task order should provide for any missing information with its sampling plan, A4.22 Please define the condition of ACM material listed in the Building Reports (e.g. Friable or Non-friable)?
The selected contractor for the Seed Task Order will be responsible for performing investigations that will define the location, condition, and quantity of environmental hazards and provide a plan for remediation in the Work Plan. This question should be answered by the selected contractor during Phase 1.
A4.23 The Seed Project SOW, Section 8.0 states "The period of performance for Phase 1 will end 60 days after award."
Should Contractor assume that access to the subject housing units has already been procured by BIA?
Provided the short duration following contract award, should the Contractor immediately begin coordinating site inspections for assessment purposes, or will contract award meetings (e.g. Kick-off Meeting) be required prior to execution?
Offerors should assume access to the housing units will begin immediately after contract award. The Government will provide a day for day increases to the period of performance for any days of Government caused delays related to access to the units. Currently occupied units will remain occupied during Phase 1, and the COR will coordinate access.
A4.24 Is the Contractor required to perform asbestos abatement clearance air sampling? If so, should Contractor assume TEM vs. PCM sample analysis is required?
Please see Task Order SOW Section 4.7.
A4.25 Is clearance air sampling required for asbestos abatement?
Please see Task Order SOW Section 4.7.
A4.26 Is area air monitoring (in addition to OSHA personal air monitoring) required during asbestos abatement?

A4.27 If impacted materials are removed (e.g. Insulation) during ACM removal and disposal, is Contractor required to replace these materials? If so, where should associated costs be captured?
See SOW 4.6.1. Contractor shall provide reinstallation of materials in Phase 2, if needed and identified by the Work Plan prepared in Phase 1. The Seed Task Order price schedule does not seek to establish binding unit prices for every possible activity in Phase 2. Instead it establishes some binding unit prices for activities that are assumed to be cost drivers.
Additional activities that are identified as required by the Work Plan prepared in Phase 1 will be negotiated during the finalization of Phase 2 pricing, following the completion of Phase 1.
A4.28 If kitchen cabinets, bathtubs, and other materials are removed to access wallboard, should contractor assume these materials are to be stored on site (e.g.
garage) and re-installed following restoration?
Treatment and re-installation of removed materials shall be addressed in the Work Plan prepared during Phase 1. In general, storage is available at the school. Storage at the school and re-installation would be a reasonable Work Plan recommendation.
A4.29 The seed-project pricing schedule does not include coverage for roof repair work. Would the Government consider adding a line item for roofing work? Is a complete roof replacement required? If not please define scope.
Roof repair is not required under the SOW unless specifically associated with roof sections that are directly impacted by remediation efforts, damaged, or contributing to the cause of mold grow. (See Seed Task Order SOW 2.0). Additional activities that are identified as required by the Work Plan prepared in Phase 1 - including any roof repair directly impacted by remediation efforts- will be negotiated during the finalization of Phase 2 pricing, following the completion of Phase 1.
A4.30 Is it required to replace all exterior siding, soffits, and trim? If not, please define scope
Repair and replacement is not required under the SOW unless specifically associated with elements that are directly impacted by remediation efforts, damaged, or contributing to the cause of mold grow. (See Seed Task Order SOW 2.0). Additional activities that are identified as required by the Work Plan prepared in Phase 1 - such as repair and replacement- will be negotiated during the finalization of Phase 2 pricing, following the completion of Phase 1.
A4.31 Will any of the existing Cabinets, Countertops, Appliances, Fixtures, HVAC Equipment etc. be required to be replaced with new, or are all of these items to be salvaged and reinstalled after remediation work is complete?
Repair and replacement is not required under the SOW unless specifically associated with elements that are directly impacted by remediation efforts, damaged, or contributing to the cause of mold grow. (See Seed Task Order SOW 2.0). Additional activities that are identified as required by the Work Plan prepared in Phase 1 - such as repair and replacement- will be negotiated during the finalization of Phase 2 pricing, following the completion of Phase 1.
A4.32 Some of the existing heating units are missing or not working. Is there any requirement for repairing or replacing any heating, plumbing, or electrical equipment or system? If so, please specifically clarify which items.
There is no requirement for repairing or replacing existing systems or their components, other than when they are directly impacted by remediations efforts. (See Task Order SOW section 2.0)
A4.33 Is a complete exterior window and door replacement required? If not, please define scope
The selected contractor for the Seed Task Order will be responsible for performing investigations that will define environmental hazards and provide a plan for remediation in the Work Plan. This question should be answered by the selected contractor during Phase 1.
A4.34 Are photographs available which show typical building conditions such as general structure, mold, deteriorated wallboard, and crawl space? Is so, can they be provided?
All existing documentation available to the Government has been shared with the solicitation.
A4.35 What is the vertical clearance (height) of the crawl space?
The Government does not have this information.
A4.36 Are there utilities exposed and penetrating the crawl space floors?
The Government does not have this information.
A4.37 Are there sump pumps or perimeter tile drains in any of the crawl spaces?
The Government does not have this information.
A4.38 Table 1 indicates all units as having a single car garage.
No information has been provided for the garages.
Please confirm that the garage units are excluded from the SOW.
The garages are excluded from this project and are not included in the SOW.
A4.39 Are the two units marked "occupied" in the solicitation still occupied? Are the other 2 units still unoccupied?
Yes.
A4.40 Will all units be vacant prior to the start of the project allowing contractors ability to work on all four units at once?
No. Two units are currently occupied. Please see the answer to Question A4.41 and A4.42 for additional context.
A4.41 Will the Government provide notification to the Residents of the occupied units and provide them with alternative housing during the renovation period?
The Government will be responsible for providing unoccupied units during Phase 2.
A4.42 Will the Government be responsible for the temporary moving and storage of the Resident's housing goods including furniture prior to the abatement/renovations?
The Government will be responsible for providing empty, unfurnished units during Phase 2.
A4.43 After assessment, is the contractor required to restore the UNOCCUPIED units to the original conditions? See seed task order scope of work 4.5. It specifically references expectations of OCCUPIED buildings, but not the unoccupied buildings.
No, the contractor is not required to restore unoccupied units to original conditions after Phase 1. However, there is an expectation that invasive or destructive sampling or testing will be limited to areas where it is necessary and that unoccupied units will not be unnecessarily damaged.
A4.44 Do the site units have electricity and water available for use by the contractor? Is the restroom(s) available for the contractors onsite?
Electricity and water are available on site and can be used by contractors. Contractors may use the restrooms in unoccupied units.
A4.45 Are there 4 individual crawl spaces (one per unit) or is there one large crawl space which extends beneath all 4 units?
There are four individual crawl spaces.
A4.46 Will you provide the Legend Building Report with appendices with photographs? LEGEND is the name of the asbestos surveying company. There was a reference to a Building Report with appendices with photographs from that company. We were asking if this report could be made available. Enclosure three of the seed project references this specifically.
All existing documentation available to the Government has been shared with the solicitation.
A4.47 Price Schedule does not include line items for the following project requirements:
Phase 2: Task 4.7 Clearance Sampling Phase 2: Task 4.8 Final Report.
Phase 2: Task 4.6.1 Mold Cleaning/Remediation and Removed Materials Replacement; the "Drywall Replacement" line item in the price schedule does not seem to include other new materials for faulty ventilation/duct work, wood floor joists, and windows impacted by mold (all mentioned in the survey reports and/or SOW).

A4.48 What time of the year are the surveys anticipated to take place?
Proposals are currently due at the end of January 2025. Award is anticipated by the end of April. The period of performance for Phase 1 is 60 days from award.
A4.49 Is the intention to conduct an initial site walk (section 4.1); then come back and prepare a sampling plan (section 4.2) for approval; then after approval of the sampling plan - perform the physical asbestos, lead, radon, and mold surveys?
It is the selected contractor's responsibility to plan all activities required by the SOW. The description in this question seems like a reasonable method of meeting the SOW requirements.
A4.50 Will it be considered a change condition if the accepted radon mitigation system does not yield clearance results below 4.0 pCi/L?
No. It is the contractor's responsibility to design and implement a radon mitigation system that meets the requirements of the SOW.
A4.51 For Structures 168A and 168B, how many balusters require replacement? Or is it just the paint that is to be replaced after LBP removal?
If site investigation indicates a need for baluster replacement, the selected contractor shall recommend baluster replacement quantities in the Work Plan prepared in Phase 1.
A4.52 Is a 'health and safety plan' required for the seed task in addition to the sampling plan and work plan?
The work plan shall include health and safety requirements and considerations.
A4.53 Can a line item for meetings be added to the binding rates sheet? If not, how many meetings should contractors build into their rates?
The SOW does not require any formal meetings other than a virtual kickoff meeting. The Government will apply good faith effort to support meetings requested by the selected contractor during contract performance. The Government will require a virtual kickoff meeting and the cost for this should be included in the Phase 1 lump sum price.
A4.54 Are the structures heated? Yes.
A4.55 The Work Plan described in Section 4.3 of the seed project includes recommendations on remediation methods, radon mitigation system design, restoration, and schedule, but does not mention abatement plans for ACM, lead-based paint or mold. Are abatement plans detailing means and methods required for these materials in the Work Plan?
Yes, remediation methods include abatement plans for lead and asbestos.
A4.56 Under section L.8.2. Factor 3: Seed Project Technical Approach Narrative L.8.2.1.2.&3, can the role of Certified Asbestos Inspector and a Certified Lead Inspector be performed by the same individual?
Yes, if the individual meets the requirements for both the Certified Asbestos Inspector and Certified Lead Inspector.
A4.57 Site visit attendees notices a discrepancy between unit numbering on the physical buildings and the documents. The buildings are physically labeled alphabetically whereas some documents provided in the solicitation list the units numerically.
Alphabetic labeling on the physical buildings correlates directly to numbering within the documents. Unit A and Unit 1 are the same, B is 2, etc.
Page Counts A4.58 To ensure that the offerors are able to utilize the 15 allowable pages for Factor 3 towards the Seed Project Technical Approach Narrative and Key Personnel Resumes, would the Government consider excluding copies of professional certification documentation from the page count for Factor 3?

Other A4.61 We seek clarification regarding Sections L.7 and M.3 of the solicitation. Section L.7 specifies that projects must be completed within the past six years, as of the issue date of the RFP, to be considered recent. However, in section M.3 it further states that projects completed closer to the present day will be considered more recent, and that more recent experience may result in a more favorable rating than less recent experience.
Given the Government’s stated preference for more recent projects in its evaluation criteria, would the Government consider redefining a "completed project" to include those that are more than 50% complete at the time of proposal submission? Allowing this adjustment would enable offerors to present more recent projects, in alignment with the evaluation criteria outlined in Section M.3.
Do not submit partially completed projects. Partially complete projects will not be evaluated.
A4.62 We respectfully request the removal of Seed Project Pricing from the evaluation criteria for the IDIQ contract award. Instead, we recommend that Seed Project pricing be considered exclusively for determining the award of the seed project itself. Furthermore, the scope of the seed project represents only a subset of the pricing elements, is not a reliable basis for extrapolating pricing over the full five-year IDIQ. The broader IDIQ includes diverse task areas and geographic regions that vary significantly in complexity and scale compared to the seed project. Consequently, we believe this approach restricts fair competition and imposes undue burdens on offerors lacking local operations. Given the significance placed on seed project pricing, it may also lead to unfair profit losses or encourage underbidding by offerors for the seed project.
The Government anticipates that most projects issued under the IDIQ will be very similar to the Seed Task Order. Although other elements of scope are included in the IDIQ SOW to allow for unforeseen circumstances and unique project conditions, the vast majority of the environmental remediation requirements in our backlog are very similar to the Seed Project.
The remote nature of the Seed Project site is also very similar to the remote nature of other projects sites anticipated under the task order. Since the Seed Task Order pricing does not include mobilization/demobilization costs, there is no competitive advantage imputed to local offerors.
The Government is aware of and alert to the possibility of Seed Project underbidding. Please note in M.4.1.4 that unreasonably high IDIQ prices may result in removal from consideration, even if Seed Project pricing offers discounts on the IDIQ Binding Price Schedule. We reserve the right to conduct price realism analysis.
A4.63 Will the Government please provide the full text for the response to Question 9? It appears to be cut off after "It is anticipated that, in addition to adjusting Phase 2 quantities, ..."

A4.64 Would the Government consider allowing the definition of a project for Factor 1 to include a collection of task orders under a single ID/IQ performed at a single location? This expansion of the definition allows Offerors show a comprehensive approach during a multi-phased project at a single location thus demonstrating a broader scope of relevant work requirements.

A1.9 Regarding completion of Attachment 12 SEED TO Price Schedule, is it BIA's intention that the responding contractor build travel and other direct costs into our square foot price? If we leave travel costs out of the response, can BIA confirm travel costs be considered at the award of TO?
The proposed price for Seed TO Phase 1 must include all costs for Phase 1, including any necessary travel. The proposed price for Seed TO Phase 2 only includes binding unit prices for certain elements of the Phase 2 price. As stated in the Seed TO SOW, page 2, 2.0 Project Scope, Phase 2, after the satisfactory completion and acceptance of deliverables in Phase 1, the Contracting Officer will request a proposal from the Contractor to implement the mitigation work plan and radon mitigation system installation. This Phase 2 proposal, submitted after the completion of Phase 1, will result in negotiations and a modification to adjust Phase 2 pricing. It is anticipated that, in addition to adjusting Phase 2 quantities, this Phase 2 negotiation will include other direct costs such as travel. Therefore travel costs should NOT be included in the binding unit prices for Phase 2.
