About this file

This is Amendment 0002 to solicitation 140A1625R0007 for Environmental Remediation Services MATOC issued by the DOI Bureau of Indian Affairs Central Office. The amendment extends the proposal due date to January 24, 2025 at 5PM EST.

The amendment provides details for a site visit scheduled for January 7th at 10AM local time at the Standing Rock Community School administration building in Fort Yates, ND. It also includes Q&A clarifying that the binding price schedule establishes price ceilings for listed tasks, though contractors may offer discounts on task order proposals. Task orders may include work not listed in the binding price schedule, such as drinking water sampling, PCB cleanup, and hazardous waste disposal. The scope includes both AHERA surveys and full baseline inspections, not just NESHAP-affected areas.

Number Questions Answers

IDIQ Pricing

A2.1 Will all IDIQ Task Orders follow the binding price schedule or will considerations/negotiations be made on an individual task order basis?

The binding price schedule establishes a price ceiling for each task listed in the binding price schedule. Offerors may offer discounts on their binding prices when submitting task order proposals but may not propose prices higher than the binding price. Task order solicitations and proposals may also include tasks that are not included in the binding price schedule.

A2.2 Based off the Attachment 1 IDIQ SOW, Section 3, a variety of remediation/sampling work is described, but not all activities are captured in the IDIQ Bid Schedule.

For example the IDIQ SOW list drinking water sampling, PCB sampling/cleanup, wastewater/stormwater sampling and treatment, hazardous material storage tank removal/disposal, haz.

waste sampling/disposal. Etc. Is there identified task orders to be awarded for these additional services listed in the IDIQ SOW, and if so, will these be priced/negotiated individually on a Task Order basis or follow a bid schedule like the mold, lead, asbestos abatement one? Or can it be assumed that the majority of work under this IDIQ is targeted for mold, lead, ACM, assessment/abatement and remediation?

Please see the answer to Amendment 1, Question 8. Task order solicitations and proposals may include tasks that are not included in the binding price schedule.

IDIQ Scope

A2.3 Will this work consist of AHERA/ Full Inspections/ or NESHAP affected areas only?

Task orders may include AHERA surveys and full baseline inspections, including sampling. Task orders are not exclusive to NESHAP-affected areas.
