About this file
This is an Appendix document from a Request for Proposals (RFP) issued by the Maryland Department of Budget and Management (DBM) that establishes standardized abbreviations and definitions for use throughout the solicitation. The document does not contain information regarding specific products, services, project scope, quantities, response dates, bid due dates, site visits, bidders' conferences, award dates, or contract terms. Instead, it serves as a reference guide defining 101 key terms and acronyms that bidders and contractors must understand when responding to and performing under state procurement contracts.
The definitions provided cover critical operational and compliance areas including information technology concepts (API, SaaS, IT), data protection and security terminology (Data Breach, Security Incident, Sensitive Data, PII, PHI), contract administration roles (Contract Manager, Contract Monitor, Procurement Officer), procurement-specific terminology (Bid Package, Enterprise License Agreement, Task Order), Maryland-specific regulatory references (COMAR, eMMA), and business classifications (MBE, VSBE). The document establishes a uniform understanding of state business operations, including normal business hours, local time requirements, and system platforms such as Workday for human resources and payroll services. These definitions are effective as of July 2024 and are binding for all parties involved in the RFP process, ensuring clarity and consistency in contractual communications and compliance obligations.
