About this file

This is an Appendix 3 Labor Categories document for a Request for Proposals (RFP) issued by the State of Maryland's Department of Budget and Management (DBM) in conjunction with the Maryland Department of Transportation (MDOT) and Maryland Transit Administration (MTA) for health plan administration and benefits services. The solicitation addresses multiple functional areas: FA1 (PPO-SF and EPO-SF health plan administration), FA2 (Integrated Health Model fully-insured administration), FA3 (point solutions), FA4 (SLEOLA Medical Plan administration across PPO-SF, EPO-SF, and POS-SF), FA5 (PPO-SF and HMO-SF), and FA6 (self-funded vision benefits). The document functions as a leadership categories specification rather than traditional labor categories, defining staffing requirements and qualifications for key positions across these functional areas. Specific staffing requirements include one full-time equivalent (FTE) Contractor Account Executive (designated but not dedicated) for functional areas FA1, FA2, FA4, FA5, and FA6, and two full-time equivalent Account Service Representatives (100% dedicated) for FA1, FA2, and FA4 only.

The Contractor Account Executive position requires a Bachelor's degree in Accounting, Finance, Management, Communications, Business, or a related discipline, plus a minimum of ten years of experience managing large-scale employee benefits projects, with preference for federal or state employee benefits project experience. The Contractor Account Service Representative position requires a Bachelor's degree and at least ten years of experience in employee benefits program or project management. Both positions carry specific responsibilities including day-to-day project management, stakeholder communication, resource oversight, risk identification and mitigation, compliance monitoring, and quality assurance. The document does not specify pricing terms, award dates, contract duration, renewal options, or funding amounts within the provided content.
