Designing memorials is not easy. Congress created the Thomas Jefferson Memorial

Commission in 1934 to design and build the memorial. The commission initially picked a location that President Franklin D. Roosevelt thought too small. Architect John Russell Pope then created plans for the bank of the Tidal

Basin, where the memorial stands today.

John Russell Pope graduated from Columbia University in 1894. His previous work reflected his interest in classical architecture and matched Jefferson’s preferred style.

Architect John Russell Pope proposed several locations for the memorial.

Some designs attracted criticism over high costs amid the Great Depression.
