About this file
This document contains questions and answers regarding Solicitation Number 140P3020R0041 from the National Park Service to provide exhibit planning and design commercial services for the lower level of the Thomas Jefferson Memorial. The services include planning and designing all exhibit structures, graphic layouts, audiovisual elements, interactive elements, artwork, artifacts, historical vignettes, sculpted models, lighting design, and an information/ticketing desk. The document clarifies that production of exhibit media will be accomplished under a separate contract. Attachments to the original solicitation were also removed. The document provides guidance on proposal submissions and clarifies that the incumbent designer and any subcontractors involved in previous work would be precluded from competing for this contract or any follow-on work due to conflict of interest concerns.

Question # Question Reference (if applicable) NPS Response
1 Who created the concept drawings in?
The concept drawings are being removed from the list of attachments and are no longer applicable to the requirement.
Attachment 12 and Attachment 13 appear to be a Design Development package for the exhibits. Why does the work of this RFP start with the Schematic Design phase if the Contractor, as stated on page 6 of the SOW document, "shall design exhibits that resemble those in Atttachment 12, THJE Exhibit Drawings and Attachment 13, THJE Exhibit Graphics"? Why not start the project at the Construction Documents phase? page 6 of the SOW
The requirement that the contractor "shall design exhibits that resemble those in Attachment 12, THJE Exhibit Drawings and Attachment 13, THJE Exhibit Graphics" is being removed from this solicitation.
SOW revised to reflect that the awardee shall design the requirement.
Is the Exhibit Designer that produced the Attachment 12 and Attachment 13 design packages precluded from bidding on this project?
Attachments 12 and 13 are being removed from this solicitation. Also, the requirement that new exhibits on the lower level of the Thomas Jefferson Memorial resemble the exhibits in attachments 12 and 13 is being removed. Therefore, the contractor who produced the drawings in attachments has no prior knowledge or inside information about the new exhibits and will not be precluded from soliciting a proposal or participating in this project.
Why is the project magnitude listed as $495,000 and $600,000? Shouldn't it be one or the other? What costs are covered under the term "project magnitude"? SOW, Solicitation 1449
Project magnitude gives a range of what the overall (whole) project, not for individual tasks or major deliverable, is anticipated to be.
5 Will the selected Audiovisual Producer be allowed to bid on future RFPs for THJE Audiovisual production?
This is a conflict of interest that is prohibited. The firm will be precluded from competing for the follow-on work either as a prime or subcontractor.
Our studio specializes in lighting design, but not the other services requested in the project scope.
Do we still submit an e-mail with the requested info. in the pdf attachment?
Do we have to form teams to be considered for the solicitation?
The solicitation of the requirement is not intended to be awarded in multiple "pieces". It is at the discretion of the interested party to decide how they would form a team to meet the entire need of the solicitation and provide a proposal that reflects all the requirement needs.
Is the winning firm and its subcontractors precluded from bidding on future solicitations related to this exhibit (fabrication, media production, etc.)?
This is a conflict of interest that is prohibited. The firm will be precluded from competing for the follow-on work either as a prime or subcontractor.
This states "The Production Budget shall include ... c. Production of all [media] programs." Once designed, is production of the exhibit media part of this scope of work? SOW II.F.1 Production Budget (p. 3): No. Production of media programs will be accomplished under a seperate contract.
9 What, ultimately, is the final deliverable for exhibit media? Program treatments? Hardware specs?
For a listing of AV deliverables please refer to Attachment_01-Exhibit Planning Design and Fabrication Specifications, particularly section 3. Exhibit Planning, Design, and Fabrication Process (pp. 15 through 31). Specific deliverables are
Is the upstairs/Chamber Level "Exhibit Space" (p. 13-14 in today's presentation) in this scope of work? It was mentioned there are already plans for how this area will be used. Additionally, the SOW p.1 refers to "...exhibit planning and design services for the lower level..." several times.
The upper level or chamber level of the memorial is not part of this scope. All references to it will be removed in an ammendment.
Solicitation, Part II Technical Proposal (p. 20): It states "Submit one (1) technical proposal unpriced without company logo or other identifying information." Please define "other identifying information": Names of firms? Names of people? Does this apply only to letterhead/logos, or to the narrative/text as well? Does this extend to include resumes?
one set of the proposal documents shall have no branding. This means no mention of company name, term, design, symbol or any other feature (such as an email address "@johndoe.com")that identifies one seller's good or service as distinct from those of other sellers
Solicitation, Part III- Past Performance Factors & Ratings (p. 20): Are an offeror's subcontractors required to submit FACTS Sheets and Past Performance Questionnaires?
It is the responsibility of the interested party that will be the Prime, should they be awarded, to have the FACTS sheet and Past Performance Questionnaires submitted in accordance with the solciitation.
Solicitation, Proposal Preparation Instructions, Part III- Past Performance Factors & Ratings (p. 20): When the term "joint venture member" is used, is that referring to a joint venture in the business/legal entity definition? Does that term and its associated proposal requirements apply to an offeror's subcontractors?
Per Federal Acquisition Regulations (FAR) Part 9
Contractor team arrangement, as used in this subpart, means an arrangement in which-
(1) Two or more companies form a partnership or joint venture to act as a potential prime contractor; or
(2) A potential prime contractor agrees with one or more other companies to have them act as its subcontractors under a specified Government contract or acquisition program.

Q&A - 140P3020R0041 -Thomas Jefferson Memorial Exhibit
14 Is there was another NPS project pre-bid taking place this week that we missed? Can you inform on that?
Onsite visits are now scheduled for this location. However the timeline for questions remains unchanged in accordance with the solicitation. The site visit is strictly for veiwing the location ONLY.
No questions are to be asked or answers solicited from the COR at this time. Any questions/answers not provided in an amendment are null and void. Please see amendment 000X for specifics to the on-site visits and guidnace thereof.
If the intent of the rule that excludes designers from bidding on the build is to exclude those having privileged information about the project, then allowing the original designer to bid would seem to violate the privileged knowledge rule. Thus, it would seem that the previous designer should be excluded since the detailing and final design of their original work is included in this RFP. Unless we're reading this incorrectly?
This is a conflict of interest that is prohibited. The firm will be precluded from competing for the follow-on work either as a prime or subcontractor.
Regarding the ability to bid on successive phases of exhibit design projects - including this one. Please consider this scenario. Should NPS contract a firm to design exhibits and interiors and some of that design work included calling out the need for informational touchscreen computer interactives within these spaces, could a subsidiary firm (of the original exhibit design firm) bid on the development of the software for those touchscreens? For example - If the exhibit design firm did not specify exactly how the software would work on these interactives, just that there will be an interactive about a certain subject in the exhibit - say for example something only called out and shown as "INTERACTIVE: The Architecture of Jefferson" - Would there be any reason that a subsidiary of the exhibit designer be precluded from bidding on the touchscreen work? Since the exhibit designer did not specify anything about the software or its architecture, why would they be prevented from bidding on it?
The subsidary would need to be registered as its own entity and have the ability to be awarded the contract for the hypothetically referenced "interactive" component outside of the incumbent awardee of the design. Should this capability not be present to act as their own entity, the conflict of interest would be applicable and the firm would be precluded from competing
