SCOPE OF WORK

EXHIBIT PLANNING AND DESIGN SERVICES

THOMAS JEFFERSON MEMORIAL LOWER LEVEL EXHIBITS

I. BACKGROUND AND PURPOSE

This project is part of a program to rehabilitates the lower level of the Thomas Jefferson

Memorial for new exhibits and improvement of visitor services. It also creates a new exhibit space just off the statuary chamber. Lower level restrooms and a retail space will be reconfigured, mechanical systems will be improved and basic security will be upgraded.

The current - and larger - exhibit space on the lower level is dark, unengaging, has audio-visual equipment that no longer function and is inaccessible to those with sight and hearing impairments. The upper level exhibit space offers new interpretive opportunities where none existed previously. It is situated just off the statuary chamber, which is the most important space in the memorial. This work is funded by donations from philanthropist, David Rubinstein, and the National Park Foundation.

The purpose of this contract is to provide exhibit planning and design services for the lower level of the Thomas Jefferson Memorial.

II. SCOPE AND OBJECTIVES

The project shall be the planning and design of new exhibits for the lower level of the Thomas

Jefferson in Washington, DC.

The contractor shall provide all services including labor, materials, facilities, and travel necessary to plan and design museum-quality interpretive exhibits for the lower level of the

Thomas Jefferson in accordance with the specifications as detailed in this contract and its attachments.

Project magnitude for this is $495,000 and $600,000.

Work shall include the planning and design of all exhibit structures, graphic layouts, audiovisual elements, interactive elements, artwork, artifacts, historical vignettes, sculpted models, lighting design, and information/ticketing desk. Work shall also include comprehensive research for obtaining all necessary reference information and materials to plan, design, and specify all models, props, and artwork required in this contract. Work requires coordination, through the Contracting Officer’s Representative

(COR), with staff at the park, the regional office, Denver Service Center, the Architect/

Engineer and Eastern National to coordinate the exhibit planning and design effort with any necessary building infrastructure improvements.

The Contractor shall plan and design an experience that is universal (for the broadest audience possible including children, non-English speakers, and people with disabilities), experiential

(doing something rather than being passive), and easily maintained by laypeople. The design shall retain the aesthetics and identified features of a design previously completed by the

Government.

A. Space Allocation

The Contractor shall plan and design exhibits in the following areas:

1. Circulation Space (approx. 1,000 sq. ft.)

2. Interpretive Area (approx. 3,600 sq. ft.)

3. Bookstore (approx. 800 sq. ft.)

4. Restrooms (approx. 1,400 sq. ft.)

B. Themes

The Contractor shall design exhibit elements that address the following themes:

1. Thomas Jefferson

2. The Thomas Jefferson Memorial and surroundings

3. The Meaning of the memorial

4. Preserving the Thomas Jefferson Memorial

C. Use Rights

The Contractor shall acquire use rights and production quality copies of all third-party images and other intellectual property required to produce the graphic layouts in the exhibit as specified in Attachment 1, Exhibit Planning, Design, and Fabrication

Specifications, February 2019, PDF, Section 17.

D. Mock-Up

The Contractor shall provide mock-ups of tactile elements during the Design

Development phase.

E. Foreign Languages

The Contractor shall provide translations of text for introductory panels into

Spanish, French, Mandarin, Korean, and Japanese for those graphic layouts.

F. Production Budget

a. All costs for purchasing, fabricating, transporting, and installing all exhibit elements as specified in Attachment 1: Exhibit Planning, Design, and

Fabrication Specifications, February 2019, PDF, and its references.

b. Related fabrication costs, including but not limited to, project management, shop drawings, samples, packing, shipping, and project closeout.

c. Production of all original audiovisual and electronic interactive programs.

d. Acquisition and installation of all electronic equipment.

e. Acquisition and installation of all lighting integral to exhibit structures.

f. Production of original artwork including, but not limited to, illustrations, maps, and photographs.

g. Production or acquisition of all custom elements including, but not limited to, topographic maps, tactile models, architectural models, custom electronic elements, exhibit lighting, mechanical and electromechanical devices.

h. Production of the Exhibit Audio Description program, including script development and hardware purchase and installation.

i. Indoor signage

j. Interpretive elements in the Bookstore.

k. Include any optional proposed exhibit elements in excess of the

Production Budget.

2. The Production Budget shall not include:

a. Purchase and installation of house and architectural lighting.

b. Related infrastructure improvements such as carpet, paint, and electrical wiring.

G. Order of Precedence

All work under this contract shall be in accordance with the following order of precedence:

1. Statement of Work, Exhibit Planning and Design Services, Thomas

Jefferson Memorial Lower Level Exhibits;

2. Attachments 11, 12, and 13 THJE Planning and Design Documents;

3. Attachment 1, Exhibit Planning, Design, and Fabrication Specifications;

4. All other attachments, as outlined in Section XIV, List of Documents, Exhibits, and Other Attachments

1. Attachments Outlining NPS Exhibit Standards

All work under this contract shall be completed in accordance with the most recent version of the following attachments listed in Section XIV. List of

Documents, Exhibits, and Other Attachments.

2. Project Management

The contractor shall refer to Attachment 1, Exhibit Planning, Design, and

Fabrication Specifications - Section 2: Project Management, for project management requirements, with the following additions and clarifications:

a. The contractor shall produce a detailed, complete project schedule listing all required submittals and their review times. The project schedule shall include shop inspections, site visits, Production Support activities, and closeout submittals.

The contractor shall submit a preliminary project schedule to the

Contracting Officer’s Representative (COR) for review and approval seven working days prior to the post award meeting. The contractor shall update the approved schedule and resubmit to the COR three working days prior to every project status meeting for the life of the project.

b. The contractor shall conduct all travel, meetings, and presentations in accordance with Attachment 1, Exhibit Planning, Design, and

Fabrication Specifications - Section 4, Travel, Meetings, and

Presentations, and as outlined below.

c. The contractor shall provide all submittals in accordance with

Attachment 1, Exhibit Planning, Design, and Fabrication

Specifications- Section 5, Submittals and Reviews, and as outlined below.

d. The contractor’s project manager shall oversee all work to ensure that it adheres to contract specifications and schedule for completion.

Ensure that all work not acceptable or compliant with the specifications is corrected prior to inspection or review by the COR.

3. Exhibit Planning, Design, and Fabrication Process

The contractor shall refer to Attachment 1, Exhibit Planning, Design, and

Fabrication Specifications - Section 3: Exhibit Planning, Design, and

Fabrication Process, for fabrication process requirements, with the following additions, deletions, and clarifications:

3.1: Introduction

No additions, deletions, or clarifications.

3.2: Pre-Design

A. Review Government furnished materials.

B. Travel to Site.

The meeting shall take place at the National Mall and Memorial

Parks, Washington, DC, and shall consist of up two 8-hour days.

The Project Manager, Exhibit Designer, and Graphic Designer shall attend.

C. Identify sources for existing media resources.

D. Develop Project Brief.

In addition, the Contractor shall provide a narrative describing the project management approach to coordinating the development of exhibits, audiovisual elements, and lighting into an integrated, holistic plan and design.

E. Conduct Front-End Evaluation.

Not required under this contract.

3.3: Schematic Design

The meeting shall take place at the National Mall and

Memorial Parks, Washington, DC, and shall consist of three

8-hour days. The Project Manager, Exhibit Designer, Graphic Designer, and Lighting Designer shall attend.

5. Participate in Value Analysis.

A Value Analysis is not required under this contract.

6. Participate in a conference call to reconcile COR review comments.

B. Schematic Design 2

1. Develop and Submit Schematic 2 with Preferred Design

Alternative.

2. Present Schematic Design 2.

a. The meeting shall take place at the National Mall and

Memorial Parks, Washington, DC, and shall consist of up to one 8-hour day. The Project Manager, Exhibit

Designer, and Graphic Designer shall attend.

b. In addition, the contractor shall provide the following:

i. Up to six touchable sketch models of exhibit elements determined by the COR.

ii. A foam board model of the exhibit space that shall last the length of the project. The model shall include representations of major exhibit elements that are updatable as the exhibit develops.

C. Participate in two shop inspections at the exhibit fabricator’s facility, in a location to be determined. (For budgeting purposes, offerors shall use Harpers Ferry, West Virginia as the location.)

The shop inspection shall consist of two 8-hour days. The

Project Manager, Exhibit Designer, Graphic Designer, AV

Systems Designer, and Lighting Designer shall attend.

III. INVOICING

NPS shall pay the Contractor, after acceptance of a submittal by the Government, for services/product performed. Invoice for payments will need to be submitted to the NPS

COR by email at glenn_klaus@nps.gov for approval of payments before being entered into

Invoice Processing Platform (IPP). Once approval is received by the COR, the Contractor may submit payments in IPP for processing.

IV. PERIOD OF PERFORMANCE

The NPS anticipates a period of performance period starting in September 2020 and ending September 2022.

A. All work under 3.5 Production Design 2, including review and approval, shall be competed on or before July 1, 2021.

B. All remaining work, including 3.6 Production Support, shall be completed on or before September 30, 2022.

V. REVIEW AND APPROVAL

Review and approval of the deliverables shall be completed within 28 calendar days. The

COR shall notify the Contractor, in writing, of approval or rejection of the work. In the event the government delays beyond the period specified, the Contractor shall be entitled to a day-to-day extension in the completion date.

VI. TRAVEL

In accordance with Public Law 99-234, "Federal Civilian Employee and Contractor Travel

Expense Act of 1985", travel-related expenditures for Contractor's personnel are restricted to the limits established for federal employees. This includes mileage for company-owned vehicles.

The Contractor shall travel as required to support program tasks. All travel arrangements are to be made by the Contractor. Payment for transportation, per diem, mileage, parking, and other fair and reasonable travel expenses will be paid in accordance with the effective Federal

Travel Regulations as amended and supplemented by the Department of the Interior travel regulations where applicable. No Federal travel authorizations are to be issued. The

Contractor shall make every effort to keep travel costs to a minimum. No reimbursement will be made for parking at a Contractor's normal place of work. No overhead, profit or G&A shall be allowed on travel costs.

Travel costs shall be reimbursed in accordance with the Federal Travel Regulations. Travel is only funded to the extent specified within the travel CLIN. The contractor shall not incur any travel costs in excess of the amount funded within the travel CLIN. The Government shall not be liable for any travel related costs incurred by the contractor which are in excess of the total amount funded within the travel CLIN.

If the contractor has reason to believe they may exceed the amount funded on the travel CLIN, they shall notify the Government Contracting Office immediately. Additional funding may only be added to the travel CLIN through a formal signed modification issued by a

Government Contracting Officer. Profit, fee, G&A or overhead may not be incurred on travel costs.

VII. DELIVERABLES AND DESTINATION POINT

All deliverables shall be shipped Free On Board (FOB) Destination, within Consignee’s premises, with all shipping and transportation costs prepaid. Deliverables shall be shipped by either registered or certified mail to ensure that shipments can be traced, if lost.

VIII. GOVERNMENT-FURNISHED PROPERTY

The contractor shall be responsible for security and protection of all government-furnished property or materials provided in connection with this contract.

No contractor shall have the right to use, release to others, reproduce, distribute, or publish any government furnished data first produced or specifically used by the contractor in the performance of this contract with prior written permissions from the National Park Service, National Mall & Memorial Parks (NAMA).

The following listed government-furnished property shall be furnished at the post award meeting:

• Digital CAD (Computer Aided Design) and BIM (Building Information Modeling) files of the Thomas Jefferson Memorial.

Following acceptance of all work by the government, the contractor shall return to the COR all government-furnished property not incorporated into the exhibit.

IX. ADDITIONAL WORK

Any additional work not detailed in this contract shall be approved, in writing, by the

Contracting Officer via a bilateral modification.

X. LOSS OR DAMAGE

The contractor shall be liable for any loss or damage to any government property caused by negligence, theft, or willful misconduct of the contractor, his agents, servants, and employees, and shall indemnify and save the government harmless against all actions, proceedings, claims, demands, costs, damages, and expenses, including attorney’s fees, by reason of any suit or action brought for any actual or alleged injury to or resulting from the performance of this contract.

The contractor shall submit a full written report to the Contracting Officer within 24 hours following the occurrence of such damage, loss, or injury.

If due to fault, neglect, dishonesty of the contractor, his agency or employees, loss or damage to government property is incurred during the performance of this contract, the contractor shall be responsible for same. The government, at its option, may in lieu of repayment, require the contractor to replace at his own expense, all such property as directed by the Contracting Officer.

Until the equipment is repaired or replaced, the contractor shall furnish similar, adequate replacement property and/or equipment at no charge to the government, within two working days of the date the equipment has been lost, stolen, or damaged.

XI. CONTRACT ADMINISTRATION

A. The National Park Service, Contract Specialist / Contracting Officer address is: National

The contractor shall use the Contracting Officer as a point of contact on all business and administrative matters concerning this contract. All correspondence, other than that of a technical nature, shall be addressed to the Contracting Officer, with information copies of the basic correspondence to the COR.

B. The National Park Service, COR address is: National Park Service, National Mall and

Memorial Parks, 900 Ohio Drive, SW, Washington, DC 20224

The contractor shall use the COR as the point of contact for all technical matters under the contract. Technical correspondence shall be addressed to the NPS COR, with an

XII. FACILITY SECURITY POLICY

Contractors attending meetings or accomplishing work within the buildings or real property of the National Park Service shall adhere to the security policy of each office. It shall be the responsibility of the contractor to contact the office before work begins for a briefing on security policies.

XIII. SITE VISITS

The government may conduct site visits during the period of performance of this acquisition.
