Amendment 0002 (questions in gray submitted with Amendment 0001)
Question # Question Reference (if applicable) NPS Response
Who created the concept drawings in? The concept drawings are being removed from the list of attachments and are no longer applicable to the requirement.
Attachment 12 and Attachment 13 appear to be a Design Development package for the exhibits. Why does the work of this RFP start with the Schematic Design phase if the Contractor, as stated on page 6 of the SOW document, "shall design exhibits that resemble those in Atttachment 12, THJE Exhibit Drawings and Attachment 13, THJE Exhibit Graphics"? Why not start the project at the Construction Documents phase?
page 6 of the SOW The requirement that the contractor "shall design exhibits that resemble those in Attachment 12, THJE Exhibit Drawings and Attachment 13, THJE Exhibit Graphics is being removed from this solicitation. SOW revised to reflect that the awardee shall design the requirement.
Is the Exhibit Designer that produced the Attachment 12 and Attachment 13 design packages precluded from bidding on this project?
Attachments 12 and 13 are being removed from this solicitation. Also, the requirement that new exhibits on the lower level of the Thomas Jefferson Memorial resemble the exhibits in attachments 12 and 13 is being removed. Therefore, the contractor who produced the drawings in attachments has no prior knowledge or inside information about the new exhibits and will not be precluded from soliciting a proposal or participating in this project.
Why is the project magnitude listed as $495,000 and $600,000? Shouldn't it be one or the other? What costs are covered under the term "project magnitude"?
SOW, Solicitation 1449 Project magnitude gives a range of what the overall (whole) project, not for individual tasks or major deliverable, is anticipated to be.
Will the selected Audiovisual Producer be allowed to bid on future RFPs for THJE Audiovisual production? This is a conflict of interest that is prohibited. The firm will be precluded from competing for the follow-on work either as a prime or subcontractor.
Our studio specializes in lighting design, but not the other services requested in the project scope.
Do we still submit an e-mail with the requested info. in the pdf attachment?
Do we have to form teams to be considered for the solicitation?
The solicitation of the requirement is not intended to be awarded in multiple "pieces". It is at the discretion of the interested party to decide how they would form a team to meet the entire need of the solicitation and provide a proposal that reflects all the requirement needs.
Is the winning firm and its subcontractors precluded from bidding on future solicitations related to this exhibit (fabrication, media production, etc.)?
This is a conflict of interest that is prohibited. The firm will be precluded from competing for the follow-on work either as a prime or subcontractor.
This states "The Production Budget shall include ... c. Production of all [media] programs." Once designed, is production of the exhibit media part of this scope of work?
SOW II.F.1 Production Budget (p. 3): No. Production of media programs will be accomplished under a seperate contract.
What, ultimately, is the final deliverable for exhibit media? Program treatments? Hardware specs? For a listing of AV deliverables please refer to Attachment_01-Exhibit Planning Design and Fabrication Specifications, particularly section 3. Exhibit Planning, Design, and Fabrication Process (pp. 15 through 31). Specific deliverables are
Is the upstairs/Chamber Level "Exhibit Space" (p. 13-14 in today's presentation) in this scope of work? It was mentioned there are already plans for how this area will be used. Additionally, the SOW p.1 refers to "...exhibit planning and design services for the lower level..." several times.
The upper level or chamber level of the memorial is not part of this scope. All references to it will be removed in an ammendment.
Solicitation, Part II Technical Proposal (p. 20): It states "Submit one (1) technical proposal unpriced without company logo or other identifying information." Please define "other identifying information": Names of firms? Names of people? Does this apply only to letterhead/logos, or to the narrative/text as well? Does this extend to include resumes?
one set of the proposal documents shall have no branding. This means no mention of company name, term, design, symbol or any other feature (such as an email address "@johndoe.com")that identifies one seller's good or service as distinct from those of other sellers
Solicitation, Part III- Past Performance Factors & Ratings (p. 20): Are an offeror's subcontractors required to submit FACTS Sheets and Past Performance Questionnaires?
It is the responsibility of the interested party that will be the Prime, should they be awarded, to have the FACTS sheet and Past Performance Questionnaires submitted in accordance with the solciitation.
Solicitation, Proposal Preparation Instructions, Part III- Past Performance Factors & Ratings (p. 20): When the term "joint venture member" is used, is that referring to a joint venture in the business/legal entity definition? Does that term and its associated proposal requirements apply to an offeror's subcontractors?
Per Federal Acquisition Regulations (FAR) Part 9
Contractor team arrangement, as used in this subpart, means an arrangement in which-
(1) Two or more companies form a partnership or joint venture to act as a potential prime contractor; or
(2) A potential prime contractor agrees with one or more other companies to have them act as its subcontractors under a specified Government contract or acquisition program.
Is there was another NPS project pre-bid taking place this week that we missed? Can you inform on that? Onsite visits are now scheduled for this location. However the timeline for questions remains unchanged in accordance with the solicitation. The site visit is strictly for veiwing the location ONLY. No questions are to be asked or answers solicited from the COR at this time. Any questions/answers not provided in an amendment are null and void. Please see amendment 000X for specifics to the on-site visits and guidnace thereof.
If the intent of the rule that excludes designers from bidding on the build is to exclude those having privileged information about the project, then allowing the original designer to bid would seem to violate the privileged knowledge rule. Thus, it would seem that the previous designer should be excluded since the detailing and final design of their original work is included in this RFP. Unless we're reading this incorrectly?
This is a conflict of interest that is prohibited. The firm will be precluded from competing for the follow-on work either as a prime or subcontractor.
Regarding the ability to bid on successive phases of exhibit design projects - including this one. Please consider this scenario. Should NPS contract a firm to design exhibits and interiors and some of that design work included calling out the need for informational touchscreen computer interactives within these spaces, could a subsidiary firm (of the original exhibit design firm) bid on the development of the software for those touchscreens? For example - If the exhibit design firm did not specify exactly how the software would work on these interactives, just that there will be an interactive about a certain subject in the exhibit - say for example something only called out and shown as "INTERACTIVE: The Architecture of Jefferson" - Would there be any reason that a subsidiary of the exhibit designer be precluded from bidding on the touchscreen work? Since the exhibit designer did not specify anything about the software or its architecture, why would they be prevented from bidding on it?
The subsidary would need to be registered as its own entity and have the ability to be awarded the contract for the hypothetically referenced "interactive" component outside of the incumbent awardee of the design. Should this capability not be present to act as their own entity, the conflict of interest would be applicable and the firm would be precluded from competing

Q&A - 140P3020R0041 -Thomas Jefferson Memorial Exhibit
How many displays and/or videos need to be replaced? The Graphic Schedule shows 65 different print displays. Will we need to re-use these to design all of these exhibits. Can they be replaced/added to by video
The number of exhibit elements is undetermined. The attachement that has the graphic schedule, Attachment 13, THJE Exhibit Graphics is being removed from this solicitation.
The graphics that are to be designed, will they need to be the exact measurement of the existing content assets?
The attachement that has the graphics, Attachment 13, THJE Exhibit Graphics is being removed from this solicitation. The contractor shall design entirely new graphics for this project.
Existing Condition - Lower Level page 6 states "Any free standing exhibit is available for reuse." Does this include anything attached to the walls? Are we literally re-doing what is already present? Or repurposing?
Only the two free-standing, arched top structures are available for re-use. The exhibits in the lower level of the Thomas Jefferson Memoral shall be a unique, new design.
20 Are we starting out with empty clear space to design? Yes.
How many monitors/videos can we create with and without audio in 6 languages. This question is not completly clear. The contractor can propose as many monitors/videos as the would be appropriate for the design of the space. Foreign language translations are only required in, "text for introductory panels." The number of introductory panels has not been determined but, for bidding purposes, assume that there will be three to five.
Is there a theater on the lower level, if so where is it? Architectural modifications basement lower level? There is currently a theatre in the lower level. See the THJE Virtual Site Visit document, page six. The theater is located in the space surrounded by columns 187, 188, and 115.
23 Is the façade mentioned in SOW already built? There is no mention of a facade in the scope of work.
Do we have access to the architect's CAD files to get dimensions of the new space? The contractor that is awarded the project will receive "•Digital CAD (Computer Aided Design) and BIM (Building Information Modeling) files of the Thomas Jefferson Memorial " as per section VIII of the scope of work.
The SOW lists over 6,000 sq. ft. of allocated space including restrooms. Can you provide a percentage or approximate area in sq. ft. of this 6,000 sq. ft that will be used for exhibits?
As per II., A., of the scope of work, as ammended, 1.Circula on Space (approx. 1,000 2,000 sq. .)
2.Interpre ve Area (approx. 3,600 2,600 sq. .)
3.Bookstore (approx. 800 500 sq. .)
4.Restrooms (approx. 1,400 1,300 sq. .)
What level of intervention is envisioned for the circulation space, bookstore, and restrooms---just graphic panels?
Yes, given that the circulation space, bookstore, and restrooms have other functions, graphics and possibly coundscapes are the most appopriate media for these spaces.
For the interpretive area, is the entire 3,600 sf for exhibits? Should we assume large circulation spaces to meet an achievable $/SF cost?
As per II., A., of the scope of work, as ammended, 1.Circula on Space (approx. 2,000 sq. .)
2.Interpre ve Area (approx. 2,600 sq. .)
3.Bookstore (approx. 500 sq. .)
4.Restrooms (approx. 1,300 sq. .)
The entire 2,600 square feet is dedicated for exhibits.
Answer to question 2: This is contradictory to the Answer to question 15. Is the contractor who produced the drawings allowed to bid on this project?
Amendment 0001, 09/02, Confirming as follows: If the currently designed space was to now be redesigned, then the previous designer would be precluded. Since Question #2 - reiterates that the current designed space is no longer deemed a part of this requirement as advised, this part of the question becomes null and void.
Since the scope of the requirement is revised under Amendment 0001, removing the redesign of the current designed space, and only the new space to be designed is applicable to the requirement, then prior designer of the already designed space can bid on the new requirement as revised.
Please if the 'project magnitude' of $495k-$600k includes both design+fabrication? What percentage of this budget should be allocated for fabrication?
SOW Page 1 section 2 Scope and Objectives: The project magnitude of this requirement is based on this project ( the planning and design) efforts only . There is no fabrication component to this specific requirement.
The SOW lists over 6,000 sq. ft. of allocated space including restrooms. Can you provide a percentage or approximate area in sq. ft. of this 6,000 sq. ft that will be used for exhibits?
SOW Page 2, Section A As per II., A., of the scope of work, as ammended, 1.Circula on Space (approx. 2,000 sq. .)
2.Interpre ve Area (approx. 2,600 sq. .)
3.Bookstore (approx. 500 sq. .)
4.Restrooms (approx. 1,300 sq. .)

4.Restrooms (approx. 1,300 sq. .)
The entire 2,600 square feet Interpretive Area is dedicated for exhibits
Please clarify what you mean by a sketch model and describe the level of production fidelity. Are these physical process models for design representation?
SOW page 6, section 2.2.b.i 'touchable sketch models of exhibit elementSketch models are for short-term testing and can be made of resins or filament for 3D printing, wood, carved foam, air-drying clay, etc. They will be used by the design team, including team members who are blind or who have low vision, to understand major physical concepts being presented in the design.
This requirement begins in schematic design and goes through production design 1, but page 2 section D 'Mock-up' states that mock-ups of tactile elements are during DD only. Please clarify which stage these models are needed.
SOW page 6, section 2.2.b.i 'touchable sketch models of exhibit elementModels are needed in Schematic Design 2, Design Development 1,2, and 3, and Production Design 1.
If an exhibit fabricator is contracted by the designer to produce tactile mockups, but NOT for cost estimating purposes, will this preclude them from bidding on the fabrication of the exhibit?
SOW page 6, section 2.2.b.i 'touchable sketch models of exhibit elementThis is a conflict of interest that is prohibited. The firm will be precluded from competing for the follow-on work either as a prime or subcontrac

B08 0040479708 Solicitation Final 0801920, p 20, Instructions, Conditions, and Notices to Offerors – Part 3, item 2b:
Commercial can be defined as an enterprise that offers residential services or services that are performed in connection with a public entity.
In the event that the digital file is too large to email, may we submit the digital files via an encrypted USB drive?
NPS has determined that the contractors can provide the proposals with an FTP under the Contractor.
Contractor shall provide directions to NPS on access the FTP and documents. The information and link are required to still be submitted by that deadline and must be available for 72 hrs to allow NPS contracting to pull down all files
We understand that one copy of the technical proposal should not contain identifying information. However, our resumes will include our work history, which includes our firm name. How should this be handled?
NPS asks that you redact reference to branding information. Anything not considered branding may remain
Can you provide a list of the individuals and/or firms that submitted an RSVP for the Sept. 1 virtual pre-conference/proposal site visit?
NPS will not share the internal RSVP list. Any RSVPs and/company names were provided in the Microsoft Office Invite
Can you provide a list of the individuals and/or firms that participated in the Sept. 1 virtual pre-conference/proposals site visit?
NPS as determined that the virual site visit attendees list will not be shared at this time.
Will NPS consider extending the deadline for proposal submissions to Friday, Sept. 18? Due to Time restrictions by NPS Acquisitions, the contracting office can not extend the closing of the RFP to the 18th of September. Closing date remains unchanged.
Please provide additional clarification on the attached floor plans to describe the extent of the desired scope of work. Not clear which spaces are included in the new scope.
Page 1 - Background and Purpose: Only the lower level of the memorial, as indicated in Attachement 11, page 1, is in the scope of work.
Page 2 with the "Visitor Information Station" IS NOT in the scope of this project.
What is the schedule for the related architectural work? Will it be aligned with the exhibit design process to allow for input and coordination for the house/exhibit lighting and other related systems?
Page 1 - Scope and Objectives: The architect is currently performing preliminary work for the project but looks forward to and is contracted to coordinating with the exhibit designer to create a space that is functional and responsive to the needs of the completed exhibit.
Please clarify what is meant by the statement "The design shall retain the aesthetics and identified features of a design previously completed by the Government." Is any of the previous work being reimagined? What features have been identified to retain?
Page 2 - Scope and Objectives This statement was removed in an ammendment.
52 Please identify on the floor plans where the 3,600sf for 'Interpretive Area' will be located. Page 2 - Scope and Objectives Refer to the Attachment_15-THJE_Exhibit_Space_Plan
Can a 3D digital model be substituted for the foam board model under Schematic Design 2? A digital model can provide a more realistic 'fly-through' experience for better understanding of the spaces at each stage of design.
Page 6 - Scope and Objectives The primary purpose of tghe foam board model is to allow reviewers who are blind or who have low vision to understand the exhibit design so the requirement needs to remain.
One set of five graphic samples are requested. For subsequent phases, are these the same ones, or are new panels desired?
Page 7 - Scope and Objectives Under Design Development 1 "One set of up to five sample graphic layouts, in color and at final produced size" are required in the Design Development 1, 2, and 3 phases. Each submittal of the sample graphic layouts shall be unique, representing revisions to a previously submitted graphic or an entirely new graphic type.
If a foam board model is required, will it be shipped back and forth at each phase to update the model accordingly, or will a new model be required at each phase? This is another advantage to a 3D digital model in lieu of foam board.
Page 7 - Scope and Objectives Either the entire foam board model or updated pieces for the model, to be secured by the contractor during in-person meetings, chall be shipped between the government and the contractor.
