)This document is the Station Program Implementation Plan, Volume 8: Increment Execution Preparation. The purpose of this document is to define the products, activities, roles, responsibilities, and interfaces required to develop flight products premission to be used by the flight crew and the real-time operations teams in the Space Station Control Center (SSCC), Payload Operations Integration Center (POIC), Mission Control Center - Moscow (MCC-M), Space Operations Support Center (SOSC), Space Station Integration and Promotion Center (SSIPC), and Columbus Control Center (Col-CC).

INTRODUCTION

PURPOSE

This document defines the products, activities, roles, responsibilities, and interfaces required to implement the increment preparation tasks for the International Space Station (ISS). Specifically, this document defines how requirements defined in the Increment Definition and Requirements Document (IDRD) series are implemented by all International Partner (IP) execution organizations.

)This Increment Execution Preparation Implementation Plan contains operations and utilization activities performed by the National Aeronautics and Space Administration (NASA), the Russian Space Agency (RSA), the Canadian Space Agency (CSA), the European Space Agency (ESA), the National Space and Development Agency of Japan (NASDA), and the Italian Space Agency (ASI) in preparation for real-time execution. This document begins with the delivery of the IDRD from the tactical planning organization; then ends with the delivery of flight products that meet these requirements, and are to be used by the flight crew and the real-time operations teams in the Space Station Control Center (SSCC), Mission Control Center - Moscow (MCCM), Space Operations Support Center (SOSC), Columbus Control Center (ColCC), Space Station Integration and Promotion Center (SSIPC), and Payload Operations Integration Center (POIC). This document contains implementation details for activities that are multilateral, bilateral, and internal to NASA; and which must be controlled by the ISS Program. This document does not contain implementation details for those activities that do not need to be controlled by the ISS Program and which are internal to an IP. Throughout this document, the Mini-Pressurized Logistics Module (MPLM) is considered part of the United States On-Orbit Segment (USOS).

Issues and open work Because of the complex and dynamic nature of ISS development and implementation, there can be unresolved issues concerning new or existing processes. These unresolved issues are identified by a “<TBR X-X>” in the text. Table D-1, To Be Resolved Issues, lists the To Be Resolved (TBR) issues associated with this implementation plan. Processes associated with a TBR issue are not considered baselined operating processes until the issue is resolved and the implementation plan text is updated.

Not all processes have been defined when discussing IP roles and responsibilities. As this document evolves, the processes become better defined and are incorporated into the implementation plan. Open work is identified by a “<TBD X-X>” in the text. Table D-2, To Be Determined Items, lists the To Be Determined (TBD) items associated with this implementation plan. Once the TBD information is defined, the updated text is inserted in place of the TBD in the document.

PROGRAM ROLES AND RESPONSIBILITIES

This Increment Execution Preparation Implementation Plan covers a wide range of activities being controlled by various Operations and Utilization (O&U) Control Boards (CBs) and panels as shown in Figure 2.4-1, Increment Execution Preparation and Real-Time Operations and Utilization Control Board and Teams.

The roles and responsibilities of these control boards and panels are covered in SPIP Volume 1 and in appropriate subparagraphs of this document. In addition, the Flight Mechanics Working Group (FM WG) is responsible for all flight mechanics product development and management. This includes all facets of trajectory and motion control.

PROGRAM LEVEL INCREMENT EXECUTION PREPARATION DOCUMENTS

This section details documentation of the increment execution preparation process. Where applicable, the processes, concepts, and agreements established during the Phase 1 Program have been utilized to the greatest extent possible in development of the processes contained in these documents. The documents, identified in Figure 2.51, Program Level Increment Execution Preparation Documents, and Table 2.5-1, Program Level Increment Execution Preparation Documents, are not specific to a mission, but cover agreements, concepts, requirements, Interface Control Documents (ICDs), plans, and implementation strategies throughout the life of the ISS. Because of the interrelationship between pre-increment and real-time operations, all documents supporting both phases are shown below. These lower-level documents will be considered as Program level documents requiring IP concurrence, but will be controlled and managed by one of the control boards and panels listed above. Explanation of these documents and their content is covered in the appropriate sections of this document.

Increment Planning Development and Management The purpose of increment planning development and management is to develop increment-specific operations products and associated information necessary to conduct real-time operations. The information generated through this process is used by users, IPs, sponsors, flight crew, ground controllers, ground processing, training, and management to plan the preparation and execution of an increment and to help make management decisions.

principles of the increment planning process The principles that govern the increment planning process are listed below. These principles are the philosophies that will be followed during the increment planning process.

A.The increment planning development and management process implements the IDRD requirements.
B.The Station-wide plans are developed in an integrated manner by the geographically distributed Participants in the planning process.
C.The plans that result from the increment planning process provide the high-level definition of planned ISS operations for the entire increment, to include assembly, systems and payloads and detailed definition of planned operations for the attached phases of the increment.
D.Planning will be based on a single integrated planning database of activity definitions, planning rules, etc., developed and agreed upon by the geographically distributed Participants in the planning process.
E.Participants must provide planning input in accordance with the agreed to planning process definition. Late inputs to the planning process will be considered in a subsequent planning cycle. Contingency situations will be addressed as required.
F.RSA will retain full use of its research modules, the electrical power generated by the Russian Segment (RS), and the command and telemetry links provided by the RS as defined in the NASA/RSA MOU.
G.The planning process must ensure:
1.The safe execution of planned operations
2.The elimination of conditions that may cause cross-interference between planned operations
3.The utilization of all integrated ISS resources
4.The maximization of the overall effectivity of the ISS utilization

Overview of the increment planning process The increment planning development and management process is defined in detail in lower-level documents. These documents, including the Preincrement Planning Product Development Process and the Planning Groundrules and Constraints Development and Control Processes, are prepared under the authority of the Execute Planning Control Panel (ExPCP).

Increment planning development and management is initiated from 18 to 12 months prior to the proposed increment start date. (Refer to Figure 3.4-2, Increment Plan Development and Management Template.) The inputs to and the results of the increment planning development and management process are described below, followed by the process major milestones. The process flow and the detailed process description are provided in the increment planning development and management process documentation.

The following terms are included to provide clarification in the description of the increment planning process:

A.Resource allocation: The portion of resources to be made available to individual IPs over the course of the planning period. The allocation of resources is the function of strategic and tactical planning and is documented in the IDRD for each increment.
B.Resource distribution: The defined set of resources, quantified by time and magnitude, being made available to support operations planning. Resource distribution is a function of execution planning.

)During the assembly phase of the Program, increment definition and Earth-to-Orbit Vehicle (ETOV) flights form the basis for some aspects of payload operations. The evolving nature of the ISS vehicle, the buildup of payloads, and the buildup of ground payload operations facilities to support payload operations, make the assembly phase a time of changing configurations. Operations personnel will develop increment-based products such as the Integrated Operations Plan (IOP), increment databases to document payload activity, and requirement assessments needed for payload operations. The ISS Program will conduct increment reviews to assure readiness of payload complements and launch packages.

Inputs to the Increment Planning Process Increment planning begins with the increment and flight specific requirements, guidelines, and resource allocations documented in the IDRD, MIPs, and ISS Generic Execute Planning Groundrules and Constraints Document defined in SSP 50200-02, Station Program Implementation Plan, Volume 2: Program Planning and Manifesting, and operations requirements specifications. These planning data inputs are needed to develop the various operations planning products. The multilateral documents SSP 50562, ISS Program Off-Nominal Situation Plan, and the IDRD should be considered as references in the development of operational responses for off-nominal situations.

Outputs of the Increment Planning Process The two major end products of the Increment Plan development and management process are the ETOV Joint Operations Plans and the On-Orbit Operations Summary (OOS). OOSs are high-level plans that provide a summary of system and payload activities information for the entire increment. The ETOV Joint Operations Plans provide the detailed definition of operations for the period of joint operations described at a high-level in the OOS.

Both the ETOV Joint Operations Plans and the OOSs are provided to the IOP for global access. Other planning data is provided to the IOP as necessary in support of these products and the planning process in general. The IOP and the data sets are described in Section 6.5.

)Planning Groundrules and Constraints (GR&Cs) will be developed and will be of two types: generic GR&Cs, discussed in Section 3.2.1, which are independent of a specific increment, and Increment Specific GR&Cs. The Generic Planning GR&Cs include rules for crew scheduling, resource distribution and management, Extravehicular Activity (EVA) planning, trajectory planning, robotics operations planning, and integrated and ETOV joint operations. Increment Specific Planning GR&Cs include specific resource distribution decisions determined in accordance with the resource allocations in the IDRD.

All planning data, to include activity requirements, planning groundrules and constraints, and planning product data, are contained in a single integrated planning database. The International Execute Planning Team (IEPT) develops and maintains the integrated database throughout the increment plan development and management process.

)Presented at a high-level, the increment planning development and management process is comprised of the following sequence of activities. All IEPT activities defined in the following sequence are to be performed in accordance with the integrated planning process agreed to by all Partners and documented in the ExPCP controlled SSP 50501, Pre-Increment Execute Planning Process Definition, Generic document.

A.The IEPT reviews the increment constraints and requirements contained in the IDRD and other planning initialization data. From this information, the IEPT develops Increment Specific Planning GR&Cs.
B.Using the GR&Cs, each ISS element planning function develops the Segment Plan Increment OOS that includes systems and payloads. Each of these plans represents that ISS elements planning function’s proposal for operations and provides input to the integrated OOS.

C.The IEPT, under the leadership of the Lead Operations Planner (LOP) (SSCC representative),develops the Integrated Systems OOS based on the plans provided by each ISS element planning function and identifies the resources available for payload operations.
D.The IEPT, in coordination with the ETOV planning function, develops the ETOV Joint Operations Plans, and planning rules.
E.The IEPT, under the leadership of the Lead Payload Planner (POIC representative), determines the distribution of resources available for payloads across ISS elements. Each ISS element planning function refines its payload operations plan based on these resource distributions.
F.Each element planning function develops its element-specific OOS. The element payload activities in this OOS are based on the element payload resource distribution.
G.The IEPT, under the leadership of the Lead Payload Planner (POIC representative), develops the Integrated Payload OOS based on the element-specific OOSs and element inputs to the Integrated Payload OOS.
H.The Marshall Space Flight Center (MSFC) Payload Operations Director (POD) approves the Integrated Payload OOS.
I.The IEPT, under the leadership of the Lead Operations Planner (SSCC representative), integrates the systems and payload OOSs to produce the Integrated Systems and Payload OOS.
