SUBJECT: Charter for the Space Station Program Control Board (SSPCB)
OFFICE OF PRIMARY RESPONSIBILITY: International Space Station (ISS) Program Office
1.0 PURPOSE
This charter establishes the SSPCB, an executive level board which dispositions changes and issues affecting the NASA ISS Program baseline, other NASA Programs, and/or external agencies that cannot be resolved at lower level control boards. This charter also establishes the Operations Tag-up (Ops Tag) as a program level forum to support near term decisions for real-time operations.
2.0 SCOPE
The SSPCB is responsible for approval of changes, deviations and waivers and non-compliance reports to the NASA ISS Program baseline consisting of technical, management, operations, safety, user, and integration requirements, as well as Program schedules and resources and the overall ISS configuration. Appeals and Dissenting Opinions should be addressed in compliance with the current version of NASA Procedural Requirements 7120.5. Joint issues impacting both the ISS Program and Commercial Crew Program (CCP) will be forwarded, as appropriate, from the SSPCB to the ISS-CCP Joint Program Requirements Control Board with an SSPCB disposition recommendation. Bilateral or multilateral International Partner issues will be forwarded to the Space Station Control Board (SSCB).
The Ops Tag is responsible for decisions associated with systems/elements, resources and payloads, as they relate to United States On-orbit Segment (USOS) real-time operations. Real-time issues affecting International Partners will be forwarded to the ISS Mission Management Team (IMMT) management process (ISS PPD 521, Charter for the Space Station Control Board) as appropriate.
3.0 POLICY
It is the policy of the ISS Program to establish lower level control boards and control panels to carry out responsibilities for controlling the program baseline. These lower level control boards and control panels serve as the mechanism for managing and implementing design, development, verification, and integration of those deliverables and processes that comprise the ISS Program. Delegated responsibilities and authority for individual control boards and control panels are documented in charters and will be managed in the ISS Program Directive process.
All changes that exceed the delegated authority of the lower level boards or which cannot be resolved at the lower levels shall be forwarded to the SSPCB with a recommendation for disposition. In addition, the following change requests shall be forwarded to the SSPCB, either inboard or outside of board:
· Changes with costs to NASA;
· Changes that impact Level 1 schedule milestones;
· Changes which impact IP barter agreements;
· Changes to the ISS System Specification functional performance and characteristics requirements (including top level configuration changes);
· Items added or deleted from the Critical Items List;
· Requests for deviations and waivers to the established baselines;
· Safety Non-compliance Reports;
· Changes that represent significant risk to the Program or with unresolved issues;
· Items that represent significant risk to the ISS Program or unresolved changes that impact Commercial Resupply Service contract deliverables, milestones, and performance or affect key interfaces such as the Launch Services Program or the Commercial Crew Program.
Changes to this authority will be reflected in a revision to this ISS Management Directive.
The SSPCB will be operated in accordance with the ISS Management Directive 1009, International Space Station Policy for NASA Control Board and Control Panel Operations, with specific SSPCB operation provisions specified in this section.
The SSPCB delegates operating authority as defined in the specific charters to the following ISS Program Control Boards and Panels:
· Vehicle Control Board
· Mission Integration & Operations Control Board
· Avionics & Software Control Board
· Research Integration Control Board
· Systems Engineering and Integration Control Board
· Safety & Mission Assurance Control Board
· International Space Station Safety Review Panel
· Transportation Integration Control Board
· Extravehicular Activity Configuration Control Board
· Payload Operations Integration Control Board
3.1 Meeting Frequency
The SSPCB shall be scheduled to meet weekly; however, meetings may be canceled, rescheduled, or added at the discretion of the Board Chair.
The Ops Tag will meet regularly (with the goal of twice a week) to review the status of NASA systems/element activities, USOS resources and payload plans or whenever operational needs arise.

3.3 SSPCB Responsibility
The Chair is responsible for making decisions based on the inputs received from the SSPCB members. Attendance of each member or the designated alternate is mandatory. Each member shall arrange for additional representatives as appropriate to attend from their organizational or functional area based on the specific agenda items scheduled for each meeting. Attendance shall be either in person or via telecon.
3.4 Ops Tag Responsibility
Given the need for frequent Ops Tag meetings it is expected that the Ops Tag will have full time or Increment specific delegates. However, these delegates should have full authority to speak on behalf of the members they are representing.
Specific Ops Tag responsibilities during regular meetings are the following:
A. Review the status of on-orbit ISS operations.
B. Review on-orbit anomalies that affect mission plans or ISS or crew safety.
C. Make decisions to resolve NASA programmatic issues that are outside the scope of the authority and responsibility given to the Flight Directors and Payload Operations Directors.
D. Review and approve real-time violations to documented requirements, constraints and rules that are only applicable to NASA systems/elements.
E. Review the results from on-orbit Failure Investigation Team (FIT) activities including approving mitigation proposals.
F. Approve new real-time requirements for on-orbit activities pertaining to USOS systems/elements.
3.3.1 Special Ops Tag Meetings
A special Ops Tag meeting can be called when NASA system/element, USOS resource or payload anomalies dictate a decision prior to a regularly scheduled Ops Tag. The decision to hold a special Ops Tag will be made by the Ops Tag chair based on the nature and urgency of the issue. While all Ops Tag members will be notified of the holding of a special Ops Tag meeting, the Ops tag Chair will determine the minimum Ops Tag members required to render a decision during the special Ops Tag. As a minimum, a special Ops Tag meeting will require the participation of the following members/participants:
· Increment Manager,
· Increment Flight Director,
· Mission Evaluation Room (MER) Manager,
· Safety and Mission Assurance (S&MA) representative,
· Chief Engineer and
· Individuals representing the issue under discussion.
The Increment Manager will be responsible for ensuring that any special Ops Tag meeting is supported by the required members. The results of any special Ops Tag meeting will be briefed to the full Ops Tag membership at the next regularly scheduled Ops Tag meeting.
3.3.2 Ops Tag Reporting
All regularly scheduled Ops Tag meetings will follow a standard reporting process that includes key organizations within the NASA operations community. The following Ops Tag members report status at each meeting:

3.4 Product Control
The SSPCB is responsible for the review of changes to documents under ISS Program baseline control that are within the authority granted in this charter. A list of baselined documents under SSPCB control including those items delegated with the latest revision number, release authority, and release date is accessible on the ISS Program Homepage within the “Database and Libraries Section.”
