About this file

This document is a Request for Proposal (RFP) Amendment from NASA Ames Research Center for solicitation 80ARC025R0001. The amendment (number 00002) introduces several key changes to the original RFP, including: 1) adding previously omitted attachments related to Facilities Capital Cost of Money Factors, 2) revising the Model Contract submission requirements to require completing the entire text of Sections A through K, and 3) modifying past performance evaluation instructions for prime contractors and major subcontractors.

Significant changes include expanded guidelines for including past performance of first-tier small business subcontractors, particularly when prime offerors lack demonstrated relevant experience across Performance Work Statement (PWS) sections. The amendment also replaced several PWS attachments in Sections 6, 7, and 9 to correct access issues, deleted FAR clause 52.234-2, and added clause 52.243-2. All updated attachments have been uploaded in a zip file named "Amendment 0002 Excel Attachments" and are associated with operational, maintenance, and hazardous materials reporting requirements.

80ARC025R0001 Amendment 0002

Continuation of SF 30, Block 14:

The purpose of this amendment (00002) is to revise the RFP to incorporate the following changes (please note that all changes are identified in red font):

1. Attachments J.1(b) Attachments 6 Facilities Capital Cost of Money Factors Computation (FORM CASB-CMF) and Attachment J.1(b) Attachment 7 Contract Facilities Capital Cost of Money (DD Form 1861) were unintentionally omitted from the original RFP posting and are included in this amendment.

2. A revision to Section L.2(a)2 Model Contract is as follows:

Changed From:

Model Contract – Include a completed model contract by submitting the following:

Revised To:

Model Contract - Include a completed model contract by submitting the entire text of Sections A through K of the RFP with all required fill-ins completed. The following items i. though x. are provided as a guide to assist Offerors with identifying the required fill-ins. Offerors are strongly encouraged to review the RFP thoroughly to identify all required fill-ins.

3. Revisions to the first paragraph of Section L.3(a) and the second paragraph of Section M.3 are as follows:

Changed From:

(a) – PAST PERFORMANCE FACTOR (VOLUME II) INSTRUCTIONS

An Offeror’s past performance record indicates the relevant quantitative and qualitative aspects of performing services or delivering products similar in size and content to the requirements of this acquisition. For purposes of the past performance factor, “Major Subcontractor” is defined as any subcontractor that is proposed to perform an estimated $15,000,000 or more of the PWS requirements over the five-year performance period of this contract or $3,000,000 or more in any one year of this contract. Additionally, and at the discretion of the Offeror, a “Major Subcontractor” for purposes of the past performance factor can also include any first-tier subcontractor that is specifically identified in Offeror’s proposal that does not meet the aforementioned thresholds for a Major Subcontractor, if (1) said first-tier subcontractor is a small business (as determined under Subpart 19.1 of the FAR); AND (2) the prime Offeror does not independently demonstrate capabilities and past performance necessary for award. In such cases, all of the Past Performance Volume II proposal submission instructions in Section L and Past Performance evaluation instructions in Section M of this solicitation that apply to “Major Subcontractors” who meet the above dollar thresholds will also apply to the proposed first-tier small business subcontractors that do not meet the above dollar value thresholds. If applicable, Offerors may provide the experience or past performance of a parent or affiliated or predecessor company to an Offeror (including Joint Venture prime partner companies and/or a parent or affiliated company that is being otherwise proposed as a Major Subcontractor on this effort) where the firm’s proposal demonstrates that the resources of the parent or affiliate or predecessor will affect the performance of the Offeror. The Offeror shall demonstrate that the resources of the parent or affiliate or predecessor company (its workforce, management, facilities or other resources) shall be provided or relied upon for contract performance such that the parent or affiliate or resources of the predecessor will have meaningful involvement in contract performance.

Revised To:

(a) – PAST PERFORMANCE FACTOR (VOLUME II) INSTRUCTIONS

An Offeror’s past performance record indicates the relevant quantitative and qualitative aspects of performing services or delivering products similar in size and content to the requirements of this acquisition. For purposes of the past performance factor, “Major Subcontractor” is defined as any subcontractor that is proposed to perform an estimated $15,000,000 or more of the PWS requirements over the five-year performance period of this contract or $3,000,000 or more in any one year of this contract. Additionally, and at the discretion of the Offeror, a “Major Subcontractor” for purposes of the past performance factor can also include in its Past Performance Proposal any other of its first-tier subcontractors that are small businesses (as determined under Subpart

19.1 of the FAR) that do not meet the aforementioned dollar thresholds to be considered a Major Subcontractor, but only if the combined past performance contract references of the prime Offeror and its Major Subcontractor(s) do not demonstrate relevant past performance in each of the PWS sections identified in the “Past Perf Reference Matrix” Tab of Section J.1(b) Attachment

4. For example, it could be the case that the proposed past performance contract references of the Prime Offeror and its Major Subcontractors, when combined, do not demonstrate relevant experience in each of the PWS Sections that are identified in the “Past Perf Reference Matrix” Tab , thereby leaving gaps. It is with respect to such gaps, and only such gaps, for which a prime Offeror, at its own discretion, can propose the past performance of first-tier small business subcontractors on its team that otherwise do not classify as “Major Subcontractors”. In such cases, all of the Past Performance Volume II proposal submission instructions in Section L and Past Performance evaluation instructions in Section M of this solicitation that apply to “Major Subcontractors” and their past performance references, will also apply to the proposed first-tier small business subcontractors.

Changed From:

M.3 PAST PERFORMANCE FACTOR (VOLUME II) EVALUATION

For purposes of past performance, the term “Offeror” refers to a prime contractor and its Major Subcontractors. Accordingly, the past performance of Major Subcontractors shall also be evaluated and attributed to the Offeror. The past performance of a Major Subcontractor will be compared to the PWS Section(s) proposed to be performed by that subcontractor on the AFSS II contract in assigning the overall past performance Level of Confidence rating to the Offeror. The past performance of any proposed small business first-tier subcontractors below the dollar thresholds stated in Section L for a Major Subcontractor under the past performance factor will only be evaluated if (1) said first-tier subcontractor is a small business; AND (2) the prime offeror does not independently demonstrate capabilities and past performance necessary for award.

Revised To:

M.3 PAST PERFORMANCE FACTOR (VOLUME II) EVALUATION

For purposes of past performance, the term “Offeror” refers to a prime contractor and its Major Subcontractors (including first-tier small business subcontractors that meet the criteria identified in Section L.3(a)).

4. Section J.1(b) Attachment 4 has been deleted and replaced with a new version to correct certain inconsistences between the “Proposed PWS Matrix" and "Past Performance Ref Matrix" tabs and update the instructions in the Proposed PWS Matrix Tab. The updated attachment has been posted under 80ARC025R0001 Amendment 0002.
