About this file

This document is a Request for Proposal (RFP) for a NASA Armstrong Flight Research Center project to repair aprons, taxiways, and underground fire suppression systems at Edwards Air Force Base in California. The project consists of a base bid and two additive options: the base bid involves repairing a concrete ramp and fire suppression system on the north side of Building 4802, Additive 1 involves constructing a new tow way, and Additive 2 involves repairing the southernmost end of an existing taxiway. The Designer-Builder is required to perform a full site survey, provide design submittals, demolish and remove existing infrastructure, repair fire suppression systems, relocate fire hydrants, place new concrete and asphalt sections, and stripe new pavement.

The project emphasizes maintaining continuous, safe aircraft operations throughout construction, with a performance objective that aircraft towing operations must not be interrupted. The Designer-Builder must develop and implement a temporary tow path solution within a designated area, ensuring adequate width, clearance, surface stability, and safety for aircraft movement. The project requires compliance with UFC and FAA standards, and the Designer-Builder must submit design packages at 35%, 65%, 100%, and final stages. The contract will use a design-build approach, with the contractor responsible for design, engineering, and construction activities to restore full operational capability to the designated ramp and taxiway areas.

The Contractor shall incorporate the principles of Three Phases of Quality Control, as further described in Section 01 45 00.10 40, into all applicable schedule items.

The scheduling of the entire project is required. The scheduling of design (if included in the contract) and construction is the responsibility of the Contractor. Contractor management personnel must actively participate in its development. Designers, Subcontractors and suppliers working on the project must also contribute in developing and maintaining an accurate Project Schedule. Provide a schedule that is a forward planning as well as a project monitoring tool. Use the Critical Path Method (CPM) of network calculation to generate all Project Schedules. Prepare each Project Schedule using the Precedence Diagram Method (PDM).

3.1.1 Approved Project Schedule

Use the approved Project Schedule to measure the progress of the work and to aid in evaluating time extensions. The schedule shall be cost loaded and activity coded. The schedule will provide the basis for all progress payments. The project schedule shall be capable of showing percent complete for each activity.

3.1.2 Schedule Status Reports

Provide a Schedule Status Report on at least a monthly basis. If the Contracting Officer determines that the Contractor has fallen behind the approved schedule, the Contracting Officer may require the Contractor to take steps necessary to improve its progress without additional cost to the Government.

3.2 PROJECT SCHEDULE DETAILED REQUIREMENTS

The computer software system utilized to produce and update the Project Schedule shall be capable of meeting all requirements of this specification.

3.2.1 Level of Detail Required

4. The estimated percentage weight of total contract value for each line item on the chart. This shall be consistent with the Schedule of Values.

5. Separate line items for submittal preparation and reviews. These shall be consistent with the "Schedule of Submittals" required in Section 01 45 00.10 40, "CONTRACTOR QUALITY CONTROL". Submittal preparation and reviews are to show no associated costs. Ensure submit by date and approval needed by date are included and do not conflict with updated submittal register.

6. Separate line items for mobilization and demobilization.

d. Update the progress schedule in 3 copies every 30 calendar days throughout the contract performance period. The updated schedule shall be submitted with the monthly payment request.

3.2.1.2 Activity Durations

Reasonable activity durations are those that allow the progress of ongoing activities to be accurately determined between update periods. Less than 2 percent of all non-procurement activities shall have durations greater than 20 work days or 30 calendar days. Where work or calendar days are not specified elsewhere in this specification, the term "days" shall refer to "calendar days", where the term "work days" refers to work days.

3.2.1.3 Procurement Activities

The schedule must include activities associated with the submittal, approval, procurement, fabrication and delivery of long lead materials, equipment, fabricated assemblies and supplies. Long lead procurement activities are those with an anticipated procurement sequence of over 90 calendar days. A typical procurement sequence includes the string of activities: submit, approve, procure, fabricate, and deliver.

3.2.1.4 Government Activities

Show Government and other agency activities that could impact progress.

SECTION 01 32 01.00 10 Page 3

3.2.2 Scheduled Project Completion and Activity Calendars

The schedule interval shall extend from NTP date to the required contract

SECTION 01 32 01.00 10 Page 4 completion date. The contract completion activity (End Project) shall finish based on the required contract duration in the accepted contract proposal, as adjusted for any approved contract time extensions. The first scheduled work period shall be on or after the date indicated in the NTP letter received from the Contracting Officer. Schedule activities on a calendar to which the activity logically belongs. Activities may be assigned to a 7-day calendar when the contract assigns calendar day durations for the activity such as a Government Acceptance activity. If the Contractor intends to perform physical work less than seven days per week, schedule the associated activities on a calendar with non-work periods identified including weekends and holidays. Note as Weather Sensitive Installation those activities that are weather sensitive.

Durations must account for anticipated normal adverse weather. The Government will interpret all work periods not identified as non-work periods on each calendar as meaning the Contractor intends to perform work during those periods.

3.2.2.1 Design Start Date

The schedule shall start no earlier than the date on which the NTP was acknowledged. Include as the first activity in the project schedule an activity called "Start Design" (or Design NTP) with a start date equal to the date that the NTP was acknowledged, and a zero day duration.

Include as the first construction activity in the project schedule an activity called "Start Construction" (or Construction NTP) with a construction start date equal to the date that the construction NTP was acknowledged, and a zero day duration.

3.2.2.2 Schedule Constraints and Open Ended Logic

Constrain completion of the last activity in the schedule by the contract completion date. Schedule calculations shall result in a negative float when the calculated early finish date of the last activity is later than the contract completion date. Include as the last activity in the project schedule an activity called "End Project" with an end date equal to the contract completion date for the project, and with a zero day duration.

The schedule shall have no constrained dates other than those specified in the contract.

3.2.2.3 Early Project Completion

In the event the Initial project schedule calculates an early completion date of the last activity prior to the contract completion date, identify those activities that it intends to accelerate and/or those activities that are scheduled in parallel to support the Contractor's "early" completion. The last activity shall have a late finish constraint equal to the contract completion date and the schedule will calculate positive float. The Government is under no obligation to accelerate activities for which it is responsible to support a proposed early contract completion.

3.2.3 Milestones

The schedule must include milestone activities for each significant
