About this file

This document is an Amendment (Amendment 0013) to a NASA solicitation for Armstrong Flight Research Center, specifically addressing Pool 1 project details. The amendment provides clarifications for Pool 1, including responses to multiple contractor questions about technical specifications, equipment installation, and project requirements. Key technical details include guidance on wiring for HVAC units, transformer and stair foundation placement, battery replacement specifications (80 valve regulated lead-acid batteries), and UPS system details (two existing UPS systems to be replaced with 150 kVA modules). The amendment emphasizes critical operational considerations, noting that Building N254 is crucial to NASA's 24/7 operations, and mandates that all submittals, equipment, materials, and schedules must be approved and submitted to the Project Manager/Contracting Officer Representative prior to mobilization onsite.

The document includes specific technical clarifications such as requirements for electrical conduits (new outdoor mounted electrical conduits must be galvanized rigid conduit), guidance on existing equipment integration, and responses to detailed contractor inquiries about site conditions, equipment connections, and installation parameters. NASA does not specify a preferred vendor for temporary UPS systems but notes they have historically used Uptime Power for data center UPS system support. The project is federally funded and will be conducted on federal property, with electronic submissions required as specified in Section L of the solicitation.

Questions 44-59 Pool 1 Questions

Question

Description

Q44 Please confirm if the Filter DPs are wired directly to the Siemens Panel or factory wired to the factory controlled and information received via integration.

A44 All new equipment, sensors, controls, and other appurtenances be installed and wired as shown and noted in the drawings and specs.

Q45 The plans show the AC units coming with controls and a DDC Controller. Please confirm that the Field Devices boxed in red below will come from the factory on the AC units and wired to the factory controller. With exception of Siemens installing and wiring the Space Air Temperature.

A45 All new equipment, sensors, controls, and other appurtenances be installed and wired as shown and noted in the drawings and specs.

Q46 Advise if raceways running from the roof to the DDC panel on 1st floor are existing and can be re-used

A46 See HVAC Control Notes as stated in the drawings and specs Q47 Please provide qty and type of batteries in each cabinet to be replaced under bid alternate

A47 Each existing battery cabinet contains 20 batteries, for a total of 80 batteries. The existing batteries are valve regulated lead-acid (VRLA) type batteries.

Q48 Please provide submittal info on the existing UPS modules and battery cabinets to match for bid purposes, including dimensions.

A48 The two existing UPS systems are each composed of two Eaton 9390 UPS modules rated at 160 kVA each operating through an Eaton Tie-Panel to permit paralleled operation for a combined rating of 320 kVA. The UPS modules are to be replaced with two 150 kVA UPS modules connected to the existing Eaton Tie-Panel. The existing battery cabinets, one for each module, shall be retrofitted for reuse and the existing batteries replaced with new batteries having the same rated capacity, capable of at least 11 minutes of ride through at full load. Each existing battery cabinet contains 20 batteries, for a total of 80 batteries.

The existing batteries are valve regulated lead-acid (VRLA) type batteries.

Q49 At panel EE and EE1, there is a breaker labeled camlocks, but are there existing camlock connections inside of the panels for the temp UPS connection?

A49 There are three cam locks for the computer loads in N254A located on the exterior south wall of N254A. One 800A/4P + G is connected to the Panel DP1 bus in room 122 and is on the line side of UPS1 and UPS2. One 600A/4P + G is connected to the Panel EE bus in room 123 and is on the load side of UPS2. One 600A/4P + G is connected to the Panel EE1 bus in room 123 and is on the load side of UPS1. These are the only cam lock connections for external UPSs, generators, or load banks.

Q50 What size conduits are currently running from the roof HvAc units to panel C1, and can they be re-used?

A50 Not acceptable to reuse existing conduits, see electrical scopes as noted in the drawings and specs.

Q51 Who is the preferred fire alarm vendor for reprogramming duct smoke detectors if required?

A51 See mechanical scopes for smoke detectors as noted in the drawings.

Q52 Are there any third-party electrical testing requirements specific to this job other than the commissioning of the UPS modules by the factory rep?

A52 See response A38 Q53 Are there adequate GFCI receptacles on the roof to meet code requirements?

A53 Provide adequate new exterior GFCI receptacles as noted in the drawings and specs Q54 Is there a preferred vendor for the temp UPS and permanent UPS systems?

A54 NASA doesn’t provide preferred company for temporary UPS systems, but for the past 15+ years, NASA had been using Uptime Power for support and maintenance of the NASA’s data center UPS systems.

Q55 Is all material for this project subject to the buy America Act (BAA)?

A55 This project is federally funded on a federal property.

Q56 Confirm EMT is acceptable for use where exposed in electrical rooms and adjacent indoor rooms.

A56 No, any new outdoor mounted electrical conduits shall be galvanized rigid conduit (GRC) Q57 RFIs Pool 1-7 and Pool 1-15 discuss the (E) condition where an (E) transformer is currently installed where a (N) drilled pier foundation for the stairwell will be. The Gov't response says "See Attached". None of the Pool 1 attachments seem to address this conflict.

A57 See response A8 Q58 RFI Pool 1-8 references an antenna in the location of the staircase installation. The photos provided by the Gov't appear to be of the wrong side of the building as there is no

(E) parapet wall opening pictured on this side of the building for the stairway exit.

Additionally, the Gov't response details the demo of (2) existing satellite dishes and other loose metal frames / sheets on the ground as in contract. Please provide pictures of the satellite dishes and loose material to be demolished as these were not seen in the provided picture set.

A58 See response A9 Q59 Regarding my below request for additional clarity around the exterior transformer -

Amendment 07 dated 08/19/25 provided the RFI response to "See attached".

I just re-downloaded everything from 08/19/25 from SAM.GOV:

• 80AFRC25R0001 Amend 7.pdf o SF30 for Amendment 07.

• 1 N254 Pool 1 Nor Cal Rev 2.pdf o SF1442 with revised bid schedule and attachments.

o 08/19/25 only revised attachment are pictures.

• 1 J.7 Pool 1 N254 Pictures.pdf o No pictures of the exterior transformer are provided.

o In fact, all shots of the building wall exterior show the wrong side of the bldg.

The stairs are to be built where there is an (E) parapet opening. See my annotated picture with the green parapet opening and the red transformer in question. All other pictures are the ones provided by the technical team.

• 1 J.8 ACM Survey (for A15).pdf o This is a hazmat survey for the roof.

Here are all of the RFI responses regarding this transformer:

Note how the gov't answer to Pool 1-15 references Pool 1-8 in its response when it has no bearing on the transformer in question.

I'm drilling down on this aspect of the project because it represents a material change in scope due to an existing condition (transformer resides where the stair footing will be installed) that is currently not addressed in any bid document despite RFIs seeking clarity.

Given the unknown shutdown constraints of the feeder to this transformer and any downstream equipment, it would benefit all parties to know what is required here given this is design-bid-build. Likewise, if a change should be made to the stair design, that should be communicated so it can be captured at bid time.

Left unanswered, this would be treated as a change order post award to address an existing condition despite the response to Pool 1-15.

A59 See response A8

I want to make sure that these statements already included into the amendment.

NOTE: “Due to Building N254 is very critical to 24/7 NASA operations, all submittals (safeties, equipment, materials, schedules, and others) must be approved and same as the equipment/materials lead time must be submitted to the PM/COR prior to mobilization onsite.”
