About this file
This document is an amendment to a NASA Western Regional Multiple Award Construction Contract (WRMACC) solicitation for two geographical pools (Northern California and Southern California) with multiple small business contract opportunities. NASA intends to award up to 30 small business contracts across two pools, with each pool containing construction projects at different NASA facilities. The solicitation covers both a base bid and optional additional work for each pool, including specific projects such as HVAC replacements, UPS system upgrades, exterior staircase installation, ramp and taxiway repairs, and fire suppression line repairs.
Key details include a 240-day price hold period, requirements for California contractor licensing, performance bonding capacity, and specific submission requirements across four proposal volumes. The projects are design-build in nature, with contractors responsible for design submissions at 35%, 65%, 100%, and final construction stages. The solicitation emphasizes site-specific requirements, including working around active NASA facilities, managing potential environmental contamination (including PFAS), maintaining aircraft operations during construction, and adhering to strict safety and operational protocols. Contractors must submit detailed past performance information, demonstrate technical capabilities, and provide pricing for base and optional work elements, with task orders potentially being set aside for specific small business categories.

Should Volume I, Volume II, and Volume III be three separate computer files, combined within a single zip file? (Volume I looks like it'll be pretty short, but maybe different people will be reviewing the different volumes?)
Yes. 80AFRC25R0001 L.14 Electronic Submission of Proposals- Proposal Marking and Delivery Through NASA's EFSS Box (Nov 2021)
2 Do we submit two SF1442s, the one from Document 80AFRC25R0001 for the MACC, and the one from SF1442 N254 Pool 1 Nor Cal for the task order? If not, which one should we use?
Yes, both the WRMACC Standard Form 1442 (SF 1442) and Pool of Interest(s) SF 1442 must be signed. Offerors are reminded that the Pool of Interest task orders are not just model task orders but will result in actual awards. Therefore, all documents required for the award of a task order under one of the resulting WRMACC contracts need to be submitted.

6 Can the 4-person limit be interpreted to allow for 4 representatives from the prime offeror and 4 from each subcontractor, or does the limit apply to the entire offeror team including subcontractors?.
No, the representatives per Offeror can not be interpreted as four (4) Prime representatives and four (4) representatives per Subcontractor. This limit is per the entire Offeror team including subcontractors.

10 Regarding Volume I – Technical Acceptability General Building Contractor Licensing: Will a contractor license from another state be acceptable to meet this requirement? No. 80AFRC25R0001 L.16 Volume I- Technical Acceptability
Would be acceptable for us to submit proposals that include more than one architectural design firm.

Factor 1, page M2 states: “General Building Contractor Licenses: Contractor’s License Numbers will be verified with the California State License Board (CSLB) database to ensure they are current and in good standing. Lack of the meeting Class A or Class B license requirements will result in elimination from consideration for award. “ Can you please clarify if a California contractor’s license is required for this solicitation? Our understanding is that federal contractors are usually exempt from state licensing requirements when the work is done entirely on federal property under a federal contract. If a CA license is in fact needed, we would appreciate a 45-day extension on the bid submission deadline, so we have enough time to secure it.
Yes, a California contractor’s license is required. An extension will not be granted for this requirement. 80AFRC25R0001 L.16 Volume I- Technical Acceptability
Bid bond is required at time of submission. The offeror that is awarded the Model Task Order would be required to provide the Payment and Performance bond within ten (10) days of Task Order award.

I foresee on this project, at least the following trades: electrical, HVAC, BAS, structural, metal framing, roofing. Given that there will only be one bid walk scheduled for this project, I would want my major subcontractors to be able to field verify site conditions rather than bidding blind - especially for a project of this size, complexity, and importance to NASA

3 Are we correct that there is no bid bond for either the MACC itself or the task order, and that we just need to provide a surety letter?
Performance Bonding Capacity is required as part of the WRMACC Volume I submission. Additionally, a Standard Form 24 (SF 24) Bid Bond is required for the Pool of Interest model task order(s) proposed.
Document 80AFRC25R0001p. 53, the page limits section, seems to indicate that we should include copies of the Contractor Performance Assessment Questionnaires in Volume III. Do we include each CPAQ in the partially completed form in which we send it to our customer? Or do we ask them to copy us on the completed CPAQ when they submit it directly to you so that we can insert completed versions in our Volume III document?
Performance Assessment Questionnaires for Volume III should be completed utilizing Attachment J-05 Performance Assessment Questionnaire, See updated solicitation for further information.

28 Does the past performance requirement need to be similar to seed project, or similar to the overall MACC contract?
The past performance evaluation is an assessment of the Government’s confidence in the offeror’s ability to successfully perform the requirements of the solicitation. While relevance to the seed project may be considered, the evaluation is not limited solely to that scope, it encompasses the overall requirements of the MACC contract.

Is the job walk restricted to U.S. citizens only?
33 Are we able to qualify for the pool for future task order solicitations if we only submit volumes 1 and 3, but not 2?
Offeror shall propose pricing for the construction project(s) in either one or both pools of interest. In Section M for Factor 2 Price, it states "Offerors that do not propose pricing in accordance with the solicitation guidance may be considered unacceptable and thus precluded from further evaluation and receiving an award." Offerors are not required to propose on both projects, only one to be considered for award. The total price for each Pool will be utilized for evaluation of the price factor for award of the IDIQ contracts for each pool.

a. In the naming conventions of the submissions suggests that submissions can be submitted by both primes and subs. Can you clarify how it will work if Subs are awardees? As a GC, will we only be able to reach out to Subs that have been awarded? Please clarify this.
This option is intended for subcontractors who prefer to not disclose their proprietary information like the subcontractor's cost breakdowns to the General Contractor. In such cases, the subcontractor may submit their part of the prime contractor's pricing proposal directly to the designated submission box for evaluation purposes. Award will be made only to the prime contractor.

Will specific task orders be directed to specific disadvantaged categories (like only 8a or only SB, for example)? Is there a target as to the percent of TOs that go to a specific category only? What percentage of TO’s will go to companies that are SB only?
Yes. Certain task orders may be set aside for specific disadvantaged categories, such as 8(a) or Small Business (SB). These determinations are made during the acquisition phase in alignment with the Agency’s small business goals and objectives.
38 See page L-8 of the SOW. At the top, section 3.c refers to A/E partnering agreement. Please confirm that the agreement will be put in Volume I, Factor 1. See updated solicitation. 80AFRC25R0001 L. 12 1852.215-81 PROPOSAL PAGE
LIMITATIONS (APR 2015)
This refers to the answered RFI # 11, where it states we can use multiple AE firms. In order to have multiple A/E options when the Task Orders come out, do we need to identify all potential AE firms we might partner with, include them in our MACC submission, and include partnering agreements for each of the potential AE firms in our submission?
No, you are not required to identify all potential A/E firms in your WRMACC submission. Any such information, will be provided at the task order level if and when it is required by the specific task order solicitation.
Given the fact that many of the TO’s in this MACC may be Design Build, none of the 3 volumes require much information from our A/E partner, other than the A/E partnering agreement we have with them. We will include, in the Vol III Past Perf, some projects that we worked with them on, but that seems to be the extent of any requirements for information from our AE firm in terms of licensing, design approach, etc. Can you confirm that my understanding here is correct?
Yes, it is the Contractor’s responsibility to engage licensed and qualified firms to perform any required design services. As such, the solicitation does not require extensive information from the A/E partner beyond the partnering agreement.
41 Can we use previously completed PPQ’s? No.
42 For the Past Performance requirement, can we use within the past 5 years in lieu of 3 years? No.
43 For the “licensing” requirement; please confirm this is only subject to the “California State License Board”? See comment for question 12.
I have a question regarding the solicitation mentioned above, and just wanted to confirm or not actually, when submitting a response to the solicitation, if we enter as a joint venture with another subcontractor or firm, do both firms or entities of the JV need to hold a current general building California license? Or can we submit with just one of the JV members holding a general builders CA license? Please confirm.
Under California Business and Professions Code § 7029.1, two or more separately licensed contractors may not jointly act as a contractor or be awarded a contract without first obtaining a joint venture license.

Comment # Question or Input NASA's Response Document Title Reference
Section L.16 Volume I – Technical Acceptability, item 2. General Bldg. Contractor Licensing Requirement states offerors are to provide their General Building Contractor’s License Numbers with California State License Board (CLSB). Accordingly, to the CLSB website the CSB processes the license applications in the order which they are received. As of 07/21/2025 the “date being working on” for the applications unit is 06/23/2025 (30-day waiting period). Due to the backlog of the thousands of documents being process by the CSLB, this delay for offerors to take the necessary steps to obtain/renew their license is unavoidable for the solicitation. In consideration of this backlog for the CSLB and the proposal response time for offerors to process their licensing required in Section L.16(2), will NASA be willing to allow offerors to provide their CSLB Application as evidence of the offeror’s good standing with the CSLB allowing to provide their license number prior to WRMACC award?
No. See comment for question 12.
On page 53 of the solicitation document 80AFRC25R0001+Rev1, under Volume I – Technical Acceptability, it states that a Performance Bonding Capacity is required. Then, under Volume II – Price/Other, it mentions that a bid bond is required. ➤ Could you please clarify the difference between these two requirements?
Under Volume I – Technical Acceptability, the requirement for Performance Bonding Capacity refers to the submission of a bonding capacity letter from a surety, in accordance with FAR 28.204, demonstrating the Offeror’s ability to obtain performance and payment bonds for future task orders.
Under Volume II – Price/Other, the requirement for a Bid Bond refers to the submission of a bid guarantee, in accordance with FAR 28.101, which must accompany all task order bids as specified in the solicitation. The bid bond assures that the bidder will execute the contract and provide the required performance and payment bonds if awarded.
2. In the document 1+N254+Pool+1+Nor+Cal+Rev+1, it states in red: "The amount of the bid guarantee shall be 20% of the bid price or $3M, whichever is less." ➤ Could you confirm whether the bid guarantee (bid bond) should be submitted under Volume I – Technical Acceptability or Volume II – Price/Other?
See comment for question 46.
On STEP 6: PROCESS IDIQ AWARDS on page M-7, it states, "Offerors can only receive one award."
Please clarify that this language does not mean if an Offeror submits proposals for both Pool 1 and Pool 2, they can only be awarded an IDIQ contract for a single pool. This does not appear to be the case, because Step 7 says "An offeror awarded one or both model task orders meet the guaranteed minimum amount of work."
We assume this means a single contractor can only receive one award per pool if they qualify under multiple set-asides, but request the language be clarified.
If an Offeror is selected for award in both Pool 1 and Pool 2, only one IDIQ contract will be issued. That single contract will authorize the Offeror to compete for future task orders in both pools for which they have been selected.
Please clarify the response to question #26. Does the government intend to award up to 30 total contracts or 30 per pool? If it is 30 total, is there a intended number of awards per pool? The Government intends to award up to thirty (30) small business contracts as a result of this solicitation. See comment for question 48.
50 L.14 (d) says "Offerors are encouraged to include all individual proposal files within a single .zip file."
L.15 states "Zip disks are not permitted." Please clarify what the government means by zip disk.
A Zip Disk is an obsolete type of physical computer disk for storing data, which will not be accepted. Whereas, a .zip file is a compressed digital file format which is acceptable.
The table under L.12(a) shows "SF1442 WR_MACC" is to be included in Volume II, and "WRMACC- SF1442 Amendment Acknowledged" is to be included in Volume IV. We assume this means the WRMACC SF1442 with Amendments Acknowledged should be included in both Volumes II and IV.
However, L.19 only lists Section K requirements to be included in Volume IV. Please clarify what is to be included in Volume IV.
See updated solicitation.
Section L-18 states "The Government requests that the Offeror transmit the Past Performance Evaluation Questionnaires (Attachment J-05) to references for any contracts that do not have a final CPARS rating. PPQs may be from either Government or non-Government sources."
Section M (p.M-4) states "In the event a CPARS record does not exist for a past performance reference, the Offeror shall submit a Contractor Performance Assessment Questionnaire (CPAQ), Attachment J- 06, to the Program Manager, Contracting Officer Representative (COR), or Technical Point of Contact (TPOC), who is a Government employee and the Assessing Official." and also "If the past performance reference is for a commercial contract, not in support of a Government requirement, then the Assessing Official is not required to be a Government employee."
Please clarify which set of instructions takes precedent. The instructions in Section L could be interpreted as allowing PPQs to be sent to teaming partners for Government projects, or to government officials other than those listed in Section M.
A Teaming Arrangement is an arrangement between two or more companies, either as a partnership or joint venture, to perform on a specific contract. The team itself may be designated to act as the prime contractor; or one of the team members may be designated to act as the prime contractor, and the other member(s) designated to act as subcontractors (see FAR Subpart 9.6). When the characteristics of joint control are evident, then the teaming arrangement is a joint venture. When these characteristics are not present then the arrangement may more closely resemble that of a prime contractor/subcontractor. If there is no past performance information for the teaming arrangement such as a CPARS record, then the prime contractor and major subcontractors would each submit the Contractor Performance Assessment Questionnaire (CPAQ), Attachement J-05, separately for evaluation by the government.
The CPAQ would be sent to the official responsible for assessing performance for the contract who would then send the completed CPAQ to the government. For government contracts, that would normally be either the Program Manager, Contracting Officer Representative (COR), or Technical Point of Contact (TPOC). Percentage of work performed by each company in the teaming arranagement would also be considered in determining the relevancy of its portion of the evaluation.
The government did not specify on the SF30 form in Box E if the Contractor is required to sign and return the SF30 form with the proposal. We assume this means acknowledging amendments on the second page of the WRMACC SF1442 is sufficient.
The contractor is not required to sign and return the SF30 Form. However, contractors are expected to fill out Block 19 of the SF1442 to acknowledge amendments.
Within the evaluation factors, terms such as "relevant in size, complexity, and content" are used when referencing past performance projects. However, we find this unclear as the scope of the WRMACC IDIQ itself is broadly defined, referencing general categories in the Statement of Work (e.g., general construction, design/build, LEED, BIM, etc.).
Can the Government please provide more specific guidance or examples on what would be considered “relevant” in terms of size, complexity, and content for the purposes of past performance evaluation?
Relevant performance includes performance of similar or greater in size, content, and complexity of the effort described in the solicitation.
Projects selected for past performance information should be within the scope of the Statement of Work. See Section M, Evaluation Factors, Factor 3 Past Performance Evaluation. See also comment to question 83.
80AFRC25R0001 M.1. SOURCE SELECTION AND
EVALUATION FACTORS
The solicitation appears to request three past performance projects, but it is not clear if this is a minimum or a maximum.
Can the Government please confirm whether Offerors may submit more than three past performance projects, or if three is the maximum allowed?
Three past performance projects is the maximum allowed. Offerors may not submit more than three projects for evaluation. 80AFRC25R0001 L. 18 VOLUME III- PAST
PERFORMANCE INFORMATION

80AFRC25R0001 Pool 1 Nor Cal Ames PTO 01, does NASA intend to select only one of the three options, or will you be considering each option as standalone and potentially exercising all, none, or any one or two of the three?
NASA intends to award the base requirement, along with any options that are determined to provide value to the Government and are within budget.
Will the MACC have task orders with certain set asides? Example: TO#3 comes out as a WOSB set aside and then TO#4 comes out Total small, and if the TO’s are set aside specific, can all MACC holders bid regardless of the set aside?
Yes, the WRMACC will have task orders with certain set asides. If a task order is set aside it will only be released to those who qualifiy for that small business category.
71 Will there be a requirement to bid all task orders that come out on the MACC? NASA encourages maximum participation.
What is the expected task order volume per year for the MACC, specifically pool 2.
Historically, under the NASA MACC, Pool 1 issued 30 task order awards and Pool 2 issued 50 task order awards, for a combined total of 80 task orders over a five-year period.
73 A recent contract is defined as "a contract/task order for work either completed or started within the past three years." (Section L-18) Is the requirement for completion within 3 years of the RFP issuance date, or 3 years of the proposal due date?
In accordance with FAR 15.305(a)(2)(ii), the solicitation defines what is considered “recent” performance. Section L-18 specifies that a recent contract is one either completed or started within the past three years. Unless otherwise stated in the solicitation, this three-year period is measured from the proposal due date, as past performance is evaluated based on the most current and relevant information available at the time of proposal submission.
In the interest of reducing the burden on Government staff and maximizing workload efficiencies, will the Government accept recently completed Past Performance Questionnaires (PPQ) that answer similar and/or the same past performance questions?
The Government will not accept PPQs submitted in response to another solicitation as fulfillment of this requirement.
Section L.12 allows 3 pages per CPARS report. Will the Government consider removing this page limitation to allow CPARS that are longer than three pages? See comment for question 61.
Section L.12.c lists A&E partnering agreements among the documents that are excluded from the page limitation. Are offerors required to name an AE design firm in their proposals?
Yes. If an A&E firm is included as part of your proposal for the model task orders, it must be identified in your submission.
In Section M, Factor 3, if a CPAQ is submitted for a project and the offeror does not receive the completed CPAQ directly from the client—because it is submitted directly to the government per the solicitation instructions—should the offeror include a copy of the partially completed CPAQ that was sent to the client?
No. If the CPAQ is submitted directly to the Government by the client in accordance with the solicitation instructions, the Offeror is not required to include a partially completed copy in their proposal.
In Section L.14.c., the current link to submit all proposal files to “NASA Western Regional Multiple Award Construction Contract BOX link” appears to not contain a hyperlink. Will the government please provide an active link for offerors to submit proposal files to?
See comment for question 32 for Box link.
Volume 1, item 2 General Building Contractor Licensing Requirement The state issues both a wall certificate and a pocket license. Of the 2 documents, the pocket license is the only document the contains an expiration date. Does NASA want a copy of the wall certificate, pocket license of both?
Provide a copy of the pocket license, as it contains the expiration date and confirms the license’s current validity. The wall certificate is not required.
Page L8, Provision L.12, Paragraph (c), states that title pages, table of contents, cover pages, and A&E partnering agreement, joint venture, teaming arrangements, and or mentor protege agreements, are excluded from the page counts specified in paragraph (a) of this provision. Paragraph (a) doesn’t provide the location within the proposal where these items are to be included. Are these items to be included after the title pages cover pages etc., or part of the Volumes I, II, or III ?
A&E partnering agreement, joint venture, teaming arrangements, and or mentor protege agreements are part of Volume IV. See updated solicitation. See also comment for question 63.

LIMITATIONS (APR 2015)
81 Are offerors required to acknowledge all amendments on the SF 1442 with corresponding SF 30’s for the main solicitation only or are we required to include them in both Pool 1 & 2 submissions as well?
All amendments must be acknowledged on the SF 1442 for the WRMACC. See comment for question 56.
The SF 1442 for both Pools require providing 240 days for government acceptance of the offeror’s proposal. CLIN 0001 for Pool 2 has a duration of 150 calendar days. It was stated at the job-walk presentation that any of the option bid items could be awarded within this 240-day window. Does this mean that an option item could be awarded even after Clin 0001 is complete since the duration is only 150 days?
No.
83 Vol. III, Past Performance – Please confirm that “relevant” contract magnitude is considered comparable to estimated model task order magnitude (i.e., $5-10M). Yes.
Vol. III, Past Performance – Please confirm that Offerors are to instruct customers completing PPQs to submit responses directly to the Government (i.e., NASA) and Offerors are not to include customer completed Past Performance Questionnaires as part of their response to Volume III – Past Performance.
Yes.
Vol. III, Past Performance – If Offerors are to instruct customers to submit PPQs to NASA, please clarify the 15-page limitation on Volume III. Are additional documents required under this volume from the Offeror?
No.
Vol. III, Past Performance – Given the recent turnover in federal employees, many Government employees with past project knowledge are no longer available and presiding points of contact do not have knowledge concerning past performance history. Given this challenge, will the Government consider submission of previously PPQs and/or CPARS in lieu of completing the Past Performance Evaluation Questionnaire (Attachment J-05)?
No. PPQs must be submitted directly to the Government. Previously completed or contractor-submitted PPQs will not be accepted.
87 Vol. III, Past Performance – Will Offerors with past performance history at NASA be more favorably rated?
Not necessarily. Past performance will be conducted in accordance with FAR requirements. Past performance at NASA facilities may be considered more relevant if similarities to work in the solicitation can be shown.

On sheet S103 detail 1, the drilled pier foundation west the existing exterior doors is placed +/-36” from the existing wall. At the Pool 1 (Nor Cal) bid walk the drilled pier location was field verified to be +/- 2 ft in front of an existing transformer. The (e) transformer is not noted on the plans. In addition, the
(e) transformer is placed next to the switchgear box. The switchgear box by code requires a 3 ft clearance to allow access thus limits the option to temporary relocate the transformer during construction and the final location after the staircase is installed. Please advise how would the government like to proceed with the discrepancy for the (e) transformer and the drilled pier location for the staircase.
See Attachment
Pool 1-8
At the project Pool 1 (Nor Cal) site walk, an existing antenna was found outside N254, directly east of the exterior doors from corridor 124. It was field verified the antenna is in the same location of the new staircase landing noted on sheet S201, detail 1 between gridlines 5 & C of the drawings. In addition, the antenna is approximately 7-9 ft in height and the new staircase landing will be 6’-11” in height (noted on S201, detail 1). Please confirm the antenna will be relocated by the government prior to the staircase being constructed.
The Government will not relocate the antenna prior to the staircase being constructed.

NASA does not have a map but, we do have a ACM Survey. See attachment B entitled, “Pool 1 N254 Attachment B-N254 ACM Survey July 24 2006 (for A15)”.
Pool 1-15 At the site visit, it appeared the ground mounted transformer next to the door where the new steel staircase is to be installed could possibly be in the way of the new column footing. If this becomes a factor, will this be treated as a changed condition?
No change order, see answer to question 8 above.
Pool 1-16
During the presentation at Ames Research Center and prior to walking the site, NASA personnel stated if funds become available, the seed project for Pool 1 could be awarded in January. The concern is, this would place the project in the rainy season. A comment was made that the Notice to Proceed could be pushed forward if needed. Please confirm the contractor could negotiate a delayed NTP to minimize the risk of rain on an open roof.
NASA is not opposed to conversations.
Pool 1-17 Since we were not allowed to inspect the rooftop at the Ames Research Center, please provide pictures of the existing equipment and related areas of work. See answer to question 13 above.
