About this file
This document is a solicitation (Request for Proposal) for the Western Regional Multiple Award Construction Contracts (WRMACC), a multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract for construction services across Northern and Southern California. NASA intends to award up to 30 small business contracts, with a focus on service-disabled veteran-owned, HUBZone, woman-owned, and small disadvantaged businesses. The contract will cover construction projects for NASA Armstrong Flight Research Center, NASA Ames Research Center, NASA JPL Management, and United States Air Force Edwards Air Force Base, with potential expansion to other government agencies.
The solicitation includes two distinct geographical pools (Northern and Southern California), with model task orders for each pool involving complex construction projects estimated between $5M-$10M. Key dates include a virtual pre-proposal conference on July 9, 2025, site visits on July 22 and 24, 2025, with proposal submissions due August 20, 2025. Evaluation will be conducted on a best-value continuum, with technical acceptability and past performance significantly more important than price. Contractors must submit three volumes: technical acceptability, pricing, and past performance, with specific requirements for each pool's potential construction projects.
